SAN DIEGO (KGTV) -- Hate crimes throughout San Diego County and across the state are rising at an alarming rate, according to new reports.Hate crimes between 2015 and 2017 rose 27 percent in San Diego County alone, a new report published in Law Enforcement Quarterly states.Statewide, hate crimes rose 44 percent between 2014 and 2017.A report from California’s Attorney General shows that San Diego County saw 95 hate crime incidents in 2017. That compared with 84 hate crimes countywide in 2016 and 72 in 2015.According to documents, anti-Semitic hate crime rose nearly 27 percent from 2016 to 2017 statewide. Hate crimes involving racial bias increased 16 percent within the same amount of time.The statistics come amid recent tragedies around the country, including a shooting at a synagogue in Pittsburgh Saturday that left 11 people dead. In June of 2018, a sign celebrating the Hillel Jewish center was defaced with an anti-Semitic message. The message painted on the sign, which included the F-word, had lettering resembling the Nazi swastika. The sign, which sat at the corner of La Jolla Village Drive and Torrey Pines Road, announced the Glickman Hillel Center, a million project the City Council approved in 2017 after more than a decade of legal opposition. SAN DIEGO (KGTV) - Firefighters in San Diego are rallying around a beloved firefighter suddenly in the fight of his life, after a cancer diagnosis."His nickname is 'Big Joe,' because he's bigger than life," said firefighter Russell Castillo.Castillo says Engineer/Paramedic Joe Odom, 49, is known as the light switch in a room."His smile lights up a room. His energy lights up a room. He makes everyone feel valued ... It’s our time to return that love," said Castillo.It’s been an emotional time for the 23-year veteran of San Diego Fire-Rescue. He recently discovered some swelling in his groin area. Doctors diagnosed him with lymphoma, cancer that begins in the immune system. He’s awaiting more testing for a prognosis.It comes as Odom’s wife Lisa battles serious health issues, including a lung condition and lupus."She’s giving me inspiration for what’s she’s been through," said Odom.Lisa is immunocompromised. Odom, as a paramedic on the front lines, has been trying to keep her safe, while still serving the community during a pandemic."It's scary for a lot of folks. I just want to be there, anyway I know how ... Just feel like I need be out there," said Odom.A help now on pause as he begins his cancer battle, and he’ll be far from alone."I feel like I'm in this dark places but God is bringing all these people to me," said Odom.Firefighters from Odom’s Station 26 in Oak Park have helped organize a fundraiser, including a meal train, along with countless messages of support."It's our time to show how much we love him," said Castillo."I'm speechless of the support I’m getting. Puts a smile on my face, happiness in my heart. Making it a little easier to get through this. I’m embracing that," said Odom. 1730

SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. SAN DIEGO (KGTV) - Fixes are coming to elevators in a 14-story high-rise in downtown San Diego where senior tenants have faced challenges performing everyday tasks. But not soon enough for many.Some residents of the 65 and older Tower Apartments community have missed important appointments and had difficulties running errands, like trips to the grocery store, because of elevator outages.Some residents told 10News it's a long-running issue.RELATED: Seniors left with one elevator in 14-floor?San Diego buildingThe building is undergoing renovations - which residents say they appreciate. But they say the upgrades don't make it ok to shut down one of the two elevators and leave them with an elevator that they describe as unreliable at best. "Everybody is extremely upset," resident Carol Clark said. "And the thing is we don't seem to be getting many answers."One neighbor in a wheelchair broke down in tears during our interview. "It's people's safety," he said. "Not just mine, but everybody else."Shortly after running the story on 10News, management with the apartment complex sent a letter telling residents one of the elevators under renovations should be running by the end of June. After that, the other elevator that has had problems will be upgraded.Management said they will also schedule input meetings with residents for next week. 1372
SAN DIEGO (KGTV) -- Despite skyrocketing prices, San Diego’s housing inventory is up in 2018, according to a new report by Trulia. The trend in America’s Finest City sits opposite the national trend, which is seeing a declining inventory. The national drop in inventory in the fourth quarter of 2018 was mainly driven by a drop in for-sale homes, however, in San Diego, the total for-sale inventory rose by more than 27 percent. San Diego’s trade-up inventory saw the largest increase at more than 46 percent. The report points out that, despite inventory gains in San Diego, prices continue to rise, outpacing wage growth. The trend places homeownership out of reach for many first-time homebuyers.
