BEIJING, March 2 (Xinhua) -- The cross-Strait Economic Cooperation Framework Agreement (ECFA) would be open to opinions of business people on both sides before formal negotiations on details, a political advisory body spokesman said here Tuesday.Zhao Qizheng, spokesman of the annual session of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks at a press conference of the top political advisory body's annual full session, which will open Wednesday.Zhao also said CPPCC members attending the session would call for "more generous" concessions from the mainland in the ECFA since Premier Wen Jiabao had pledged to make concessions."The reason is very simple -- Taiwan compatriots are our brothers," Wen said Saturday in an online chat with Internet users.Formal negotiations of the pact would be held at the fifth round of talks between the mainland-based Association for Relations Across the Taiwan Straits (ARATS) and the island' s Straits Exchange Foundation (SEF), two organizations authorized to handle cross-Strait issues. The basic content of the agreement would cover major economic activities across the Strait, including market access for commodity trade and service trade, rules of origin, early harvest program, trade remedy, dispute settlement, investment and economic cooperation.

BEIJING, March 10 (Xinhua) -- The Chinese government will adopt stricter measures to boost energy conservation this year to meet the goal set by an important five-year plan, Xie Zhenhua, vice minister of the National Development and Reform Commission, said Wednesday."It's the last and decisive year for us to realize the goals set by our country's 11th Five-Year Plan," Xie said at a press conference on the sidelines of the annual session of the National People's Congress, China's top legislature."The current energy conservation situation lags far behind the goal set in our plan and our task is still formidable," said Xie, one of China's leading negotiators for climate change talks.Under the 11th Five-Year Plan ending this year, China pledged to cut energy consumption per unit of gross domestic product (GDP) by 20 percent, or four percent each year, but consumption fell by a margin much smaller than the set target during the past four years. The per unit GDP energy consumption fell only 14.38 percent from the 2005 level.Xie said the Chinese government will enact a series of measures this year to boost energy conservation, including the introduction of an accountability mechanism for provincial governments and tight control of projects of high energy consumption and high pollution.China announced in November it aimed to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with 2005 levels.

SANYA, Hainan, March 21 (Xinhua) -- A senior official with the United Nations World Tourism Organization (UNWTO) said Sunday China is expected to become the world's largest tourist destination by 2015."China, as we predict, is going to become the world's No. 1 tourist destination by the year 2015," said Taleb Rifai, secretary general of the UNWTO."China is almost there. It is now the world's fourth largest destination when it comes to incoming tourists, and the rates of growth are moving so quickly that we think this is a realistic target," Rifai said.France is currently the country receiving the most international tourists, at 80 million per year, followed by the United States and Spain, both at 60 million a year, while China has about 48 million, he said."China's tourism economy has moved incredibly in the last ten years. The number of incoming tourists rose from 8 million to 48 million. The potential of the growth is still big because of the size of China," Rifai said.Rifai said the global tourism industry is improving but challenges remain due to the weak economy."The tourism industry has to follow and is very much affected by the general economic situation, and for sure the general economic situation has started to turn around. But we cannot call it a full recovery at the moment," he said.
