SAN DIEGO (KGTV) - The Sweetwater Union High School District announced their plans for the 2020-2021 school year Thursday night to the board and community.Due to a rise in coronavirus cases and state restrictions classes will be completely virtual from Aug. 3-Oct. 2.Students will have a block schedule, which means no change for many students. They will have three classes a day with 30-45 minutes of face time with their teacher and 45-60 minutes of class spent as independent study.The district said this provides flexibility to both teachers and students.The district said there will be graded assignments and tests, but teachers voiced their opinion saying it is hard to monitor whether students are cheating. The district set three checkpoints to determine if the district will remain virtual throughout the entire school year. Those dates are September 21, November 30 and March 1. These dates allow the district to plan for the future, coordinating buses and teacher's needs.Some parents aren't comfortable with the idea of going back to campus anytime soon."I'm feeling like they need to study it more," said Dr. Marie Zhivago said. Her incoming senior and freshman students have asthma, making them more vulnerable to COVID-19. "I don't want my kids to be guinea pigs. I don't want them to be the test," Zhivago said. She thinks if students go back to school too early there could be another wave of cases, adding, "I'm not ready to sacrifice one child for that, one death, no way."The district said when they're allowed to bring children back to campus there will be strict guidelines for social distancing, masks and sanitation.The district is offering a separate virtual learning opportunity for up to 360 families, called Launch Academy.The district said students are being connected with equipment to get them online and have resources available for students, teachers and counselors.Zhivago said these investments will pay dividends, telling ABC 10News, "I think they should put the funding into distance learning because this is definitely going to happen again."The board will vote Monday on the proposed plans. 2137

SAN DIEGO (KGTV) -- The state agency that protects California consumers by licensing and regulating the state’s construction industry received more than 30 complaints about a San Diego County-based business.A Team 10 investigation discovered some customers who said they signed a contract with American Pride Enterprises, paid thousands of dollars up front and were left with little or nothing. The Contractors State License Board revoked American Pride Enterprises' license for non-compliance with an arbitration award in July of 2018.An outdoor cover to block the sun was the final piece in what had been a total backyard transformation for the Zimmerman family.“We were just looking to put a patio cover over our east-facing patio,” said Jim Zimmerman.Zimmerman said in 2017 he hired American Pride Enterprises and its owner Stephen Hage to do the work.He said there were no red flags. The company was licensed, bonded and at the time there were no real complaints online.“We paid just under ,200,” Zimmerman said. “That was to cover materials, and he was supposed to come back in three weeks and complete the job. That was the last time we ever saw Stephen Hage.”Zimmerman told Team 10 Hage initially offered to pay the money back, but instead of getting a check Zimmerman got excuse after excuse about why the money hadn’t arrived.Eventually, Zimmerman said the evasion tactics were too much and he sued Hage in smalls claims court.Zimmerman says he got some of his money back.A Team 10 investigation discovered Zimmerman isn't alone.Team 10 was in court when several people who claim Hage swindled them reached an agreement with his bonding company, getting some of their money back.James Francois said he paid Hage more than ,000 for a patio.“He never showed up, never delivered any material, never did an hour of work,” Francois told 10News.Court documents show more than 20 names listed on the lawsuit filed by the bonding company, which seeks reimbursement from Hage.A spokesperson for AmTrust told us, “This is a claim filed under a contractor’s license bond issued to our principal, American Pride Enterprises, by Wesco. SAN DIEGO (KGTV) - The Secretary of the Interior stated in no uncertain terms in a letter sent to the San Diego County Board of Supervisors Thursday federal law supersedes state law. This was in reference to an ordinance the San Diego County Board of Supervisors passed in November banning recreational shooting, saying it was unconstitutional.Currently the law states you can shoot at targets on BLM land, "as long as it is done in a safe manner, without damaging natural resources or improvements on public lands." There is a section that states you may not fire any plastic pellets, exploding, tracer or steel core rounds. This is to prevent wildfires.RELATED: San Diego County Board of Supervisors approves recreational shooting ban near DulzuraCounty Supervisor Diane Jacob said the goal of the ordinance was also to prevent wildfires, coming after the Gate Fire in May of 2017, sparked near an area known for target practice."She immediately blamed the fire on the shooting and she had no evidence," Executive Director of San Diego Gun Owners PAC Michael Schwartz said. He also said the board never spoke to the federal government."When he [the Secretary of the Interior] found out the entire department said no this isn’t something we’re going to stand by at all," Schwartz said.
