BEIJING, Sept. 27 (Xinhua) -- China will welcome more foreign experts to participate in the country's economic and social development, said Vice Premier Li Keqiang on Sunday.     "The development and achievements China made in the past 60 years have been the result of the united efforts of the Chinese people of all ethnic groups, together with the hard work and dedication of numerous foreign experts," said Li. Li made the remarks while addressing a reception on the eve of the 60th anniversary of the founding of the People's Republic of China.     Some 1,800 foreign experts and Chinese officials attended the reception.     The number of overseas experts working in China continued to rise, reaching 480,000 tours of duty in 2008, he said.     "They provide strong expert support for the economic and social development of China," said Li. UNITED NATIONS, July 29 (Xinhua) -- UN Secretary-General Ban Ki-moon said here on Wednesday that he was pleased with what China is doing to contain climate change and what the Asian country will do in negotiations that will lead to an agreement at the Copenhagen summit on climate change in December.     Ban told his monthly press conference that "I was pleased that (Chinese) President Hu Jintao and Premier Wen Jiabao assured me that China wants to seal a deal in Copenhagen in December and that China will play an active and constructive role in the negotiations to achieve this end."     During his meeting with the Chinese leaders, "we also agreed on the importance of global leaders showing the way and discussed in detail the Climate Change Summit in New York on Sept. 22," Ban said.     "I wanted to highlight the special responsibility of countries like China to lead the global fight against climate change, as well as highlight all that China is doing," he said. "Come September, we will be entering a crucial stage on climate change."     "Climate change was the major focus of my trip to Asia," he said.     "In particular, I helped to launch an ambitious program to promote energy saving lighting which could reduce China's energy consumption by 8 percent," he said. "This is a major step into the21st century."     The overall goal for the Copenhagen Summit, slated for Dec. 7-18, is to establish an ambitious global climate agreement for the period 2012.     In order to have "a robust agreement on adaptation in Copenhagen," he said, "I continue to press for achieving a fair, effective and scientifically ambitious deal in Copenhagen that can benefit all nations."     "That's why I am convening the September climate change summit," Ban said. "We expect more than 100 heads of state and governments -- the largest gathering of leaders on climate change ever."     "Two years ago, only a few leaders could speak to these issues," he said. "Today, leaders are walking the road to Copenhagen together."     "But, we have less than five months to seal a deal," he said. "To keep up the momentum, I will travel to arctic polar ice rim later next month to get a first-hand look at conditions there -- in particular the melting sea ice."     "I will then go on to the World Climate Conference in Geneva organized by the World Meteorological Organization," he said.

"In that sense, both sides really have to rebalance the relationship."     The United States needs to take into account the growing role China is playing, while China needs to adjust itself to assume bigger responsibilities, Kissinger said.     Meanwhile, cooperation remains a key solution to the global challenges, he added.     "The United States and China should have a very close relationship," Kissinger said. "They should constantly exchange ideas, so when they go into an international forum like the G20, they have parallel positions and can work together."     Energy and environment remain two major long-term challenges the world has to face, while nations worldwide have yet to coordinate in the globalized economic system, he said.     It is "the imperative of our time" that China and the United States cooperate on these global challenges, he said.     The Group of 20, or G20, should become an inclusive platform for international political and economic affairs for "the next few decades," he noted.

  

BEIJING, Aug. 31 (Xinhua) -- The Chinese Ministry of Commerce said Monday it would extend anti-dumping duties on phthalic anhydride imported from the Republic of Korea, Japan and India for another five years after review investigation.     Phthalic anhydride is an important industrial chemical mainly used in the mass production of plasticizers for plastics     The imported phthalic anhydride would cause damage to Chinese industries should anti-dumping duties be lifted, said the ministry.     The duties took effect Monday.     On Jan. 7, China imposed anti-dumping measures on phthalic anhydride to offset negative impact on domestic producers.

  

CHENGDU, Oct. 16 (Xinhua) -- China's relatively poor western regions are to receive 296 billion yuan (about 43.3 billion U.S. dollars) of investment through 551 projects signed Friday with investors from both China and abroad.     Those deals were sealed at the tenth Western China International Economy and Trade Fair in Chengdu, provincial capital of southwest China's Sichuan Province.     The region has 12 provinces, autonomous regions and municipalities, with a combined population of about 370 million.     Chinese investors contributed 539 of the 551 projects, involving 288.9 billion yuan of investment. The rest 12 projects would be invested by foreign contractors, involving in around 1 billion U.S. dollars of investment.     Sectors involving local resources, equipment manufacturing, service and new and high technology were investors' favorite target areas.     According to agreements signed here, German industrial conglomerate Siemens would spend 30 million yuan in Chengdu to setup a "Global IT Operation Center", intending to provide better IT operation support for its customers.     Meanwhile, Taiwan's Foxconn Group, the world's top maker of outsourced electronics, would invest 1 billion dollars to build an industrial base in Chengdu, setting up production lines for products like LED-TV, LCD module, LED backlight module and LCD package. The new base will also develop software and sell 3C digital products as wells.
