UPS says they'll deliver 750 million. The U.S. Postal Service estimates 850 million packages and 15 billion pieces of mail altogether, and Amazon says in 2016 they sent more than a billion items world wide through Prime.But this year, more companies have ways for you to protect your deliveries.Ring doorbells are becoming popular. They have motion-sensing cameras that connect to your smartphone, alerting users to see anyone that comes to the door. Their Facebook page is full of videos where owners scared off would-be thieves with an alarm or by shouting through a connected microphone.The company is also encouraging people to download their app. Even if you don't have a Ring Doorbell, the app will send you alerts any time suspicious activity is reported in your neighborhood.Also new this holiday season is the Amazon Key, an option introduced this fall. For about 0, you can buy a starter kit that includes a camera and a special door lock. Delivery drivers would be able to put packages inside your home.Amazon also has lockers all around San Diego that packages can be sent to. You get a code to open them to pick up your package.Meanwhile, the US Postal Service says people who are worried about theft can ship packages using the "Hold for Pickup" option. Packages are kept at the post office to be picked up. You can also require a signature for delivery, or re-route a package to a different address while it's being delivered. SAN DIEGO (KGTV) -- State health officials are working to catch up on a large backlog of COVID-19 tests.According to Marik Ghaly, California'sCalifornia's Health and Human Services Secretary, a server outage on July 25 led to a delay in lab records coming into the reporting system.Ghaly says they also realized they weren't getting data from one of their largest commercial labs for five days, between July 31 and August 4, because the state neglected to renew a certification."We apologize. You deserve better. The Governor demands better of us,"" Ghaly said during a Friday virtual news conference.Ghaly says there are an estimated 250,000 to 300,000 tests that need to be processed, and that will happen in the next 24 to 48 hours.The system accepts results for other reportable diseases, so the records have to sorted, Ghaly said, though adding that a majority will be COVID-19 test samples."We expect that over the next 24 to 48 hours that the backlog that's between 250 to 300 thousand cases will be resolved giving us a better sense of the number of tests that were delayed," Ghaly said. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."Ghaly points out the state froze the county monitoring list last week, so the problem should have affected any decision-making policies. He also says it doesn't change any state trends with case rates, which he says are still trending downwards slightly.However, it's unclear how the delay in reporting will impact contact tracing.The Governor has ordered an investigation into the error. 1629

SAN DIEGO (KGTV) — San Diego Police said Wednesday officers detained a woman who reportedly had a shotgun in the parking lot of the department's headquarters.Police said a woman drove into the parking lot just before 12:30 p.m. One department employee saw she was armed with a shotgun, police said.Officers quickly surrounded the woman's vehicle and a Psychiatric Emergency Response Team (PERT) was on hand to assess and provide support to the woman, SDPD added.Within about 10 minutes, the police said the woman was detained. SAN DIEGO (KGTV) -- Some San Diego homeowners are making a little extra money and helping with the housing crisis by converting their home detached garages into so-called "granny flats."10News visited the 95-year-old North Park home of Mike Walsh, who is in the process of remodeling his garage. "It was a huge garage and we had a bunch of space in it, so we thought we'd try to convert it into something a little more useful," Walsh said.Walsh hired contractor Murray Lampert to come up with a design that would keep half the space as a two-car garage, while turning the rest into a 230-square-foot apartment. It includes a bathroom with shower, as well as a kitchenette.Murray Lampert CEO Gregg Cantor said many San Diego County cities are making it much easier to convert homes into granny flats, officially known as "accessory dwelling units" or ADU's. The City of San Diego has eliminated some fees to encourage homeowners, while also eliminating some regulations that used to block ADU creation.A city spokesperson told 10News there has already been a significant uptick in ADU applications in 2019. He estimates about 20% of those are garage conversions."They're not always directly for rental," Cantor said. "But I think the upside of it all is creating more rental space in San Diego County because there's a shortage and housing is very expensive."Cantor warns that is important to follow all building codes and to get the proper permits before starting the project, rather than hire a contractor willing to do the work under the table. "There is a process to do it to code that does cost a little more than just hiring a Chuck in a truck to build it and not get permits, but the payoff is way better," Cantor added. 1734
