SAN DIEGO (KGTV) - San Diego Police are asking for the public's help in locating a hit-and-run driver who ran over a pedestrian in a wheelchair in the East Village.Police said the pedestrian, a 47-year-old female who was in a wheelchair, was run over at the intersection of F Street and Park Boulevard just before 4 a.m. Saturday. The woman suffered serious but non-life threatening injuries.The vehicle - described as a silver, newer model, SUV - stopped momentarily after running over the woman and her chair, before driving off westbound on F St., police said. The driver then turned northbound on 11th St. and was last seen driving eastbound on E St.Police said the suspected SUV has chrome rims, a tinted sunroof, and possibly tinted windows. SAN DIEGO (KGTV) - San Diego County Supervisors and the charity organization responsible for running a shelter for asylum seekers responded Wednesday to the county’s lawsuit against the heads of government agencies. The County of San Diego filed the lawsuit Wednesday against Homeland Security Secretary Kirstjen Nielsen, Acting Immigration and Customs Enforcement Director Ronald D. Vitiello, Immigrant and Customs Enforcement Executive Associate Director Matthew T. Albence, Commissioner of Customs and Border Protection Kevin K. McAleenan, and Chief of Border Patrol Carla L. Provost. The suit claims the end of the “Safe Release” program, which provided migrants with aid needed to leave San Diego County, was unlawful. The County of San Diego wants to reinstate the policy, which ended last fall, and be reimbursed for the cost of supporting asylum seekers in the following months. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821

SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer says the city's Get It Done mobile app has led to thousands of tons of trash being removed.In the app's first three years, more than 7,000 tons of trash, debris, and waste has been removed from public spaces around the city.The city broke that number up into:Illegal dumping/litter removal - 4,440 tons of wasteEncampment debris cleanup - 2,528 tons of wasteThe app was made available in 2017 to encourage residents to report trash and other concerns in their neighborhoods. Since then, city crews have responded to more than 6,500 reports and conducted more than 32,000 proactive cleanups.The average response time has also shrunk from 25 days in 2017 to five days in 2020, the city says.Council members have also been able to use the data received from the app to identify hot spots in their districts.The app is part of the city's "Clean SD" program. The program was born out of a need to clean unsanitary areas in the public, including homeless encampments, according to the city. Since 2017, the city has sanitized and power washed 18,000 city blocks, or about 1,800 miles of sidewalk."Clean SD is all about restoring a sense of pride in our communities and making sure our neighborhoods are clean and safe for everyone. Our cleanup crews have accomplished that and so much more," Faulconer said this week from the site of a frequent illegal dumping site in Paradise Hills.
