SAN FRANCISCO (AP) — A lawyer for the man who styled the hair of U.S. House Speaker Nancy Pelosi says he believes she was set up when she went to a San Francisco salon that wasn't permitted to have indoor services because of the coronavirus pandemic. Pelosi is facing backlash after Fox News Channel aired footage showing the speaker walking through the salon without a mask on. But a lawyer for the stylist says the owner gave permission for the appointment and made “vitriolic and incendiary comments" about Pelosi. SAN DIEGO (KGTV): The San Diego Zoo got quite a surprise this week when one of its Siamang Apes gave birth.It was a surprise because zoo officials had no idea the mother, Eloise, was pregnant.The zoo confirmed the birth to 10News, saying Eloise had been on birth control.The baby was born Monday morning.SDSU student Francelia Amaya was there shortly after the birth. She has been observing the Siamang apes for the past few months as part of a project for her Anthropology class.Amaya says Eloise had been acting oddly that morning."She was really uncomfortable," says Amaya. "She was trying to find the right position. There were a lot of odd behaviors."Amaya got a few pictures and cell phone video of Eloise holding the new baby and swinging around the ape enclosure with the newborn in her arms.Eloise and the baby were taken out of the exhibit shortly after the birth, as was the father. All three are in observation right now.According to the zoo's website, Eloise is "is the best mom a young siamang could hope to have. She's had lots of practice, having given birth to seven youngsters over the years."The zoo says Siamangs are one of a few primate species that form permanent pairs. Eloise and the father, Unkie, have been together since 1987.There's no word from the zoo about how long they'll be kept out of the public eye. 1353

SAN DIEGO (KGTV)-- Protests around the nation have put police officers' less-lethal use-of-force under the microscope. A criminal justice professor explained the protocols taught in the Police Academy, and what is considered appropriate and excessive.La Mesa Police used tear gas against riotous protestors rushing Police Headquarters on May 30, 2020."These are things that are designed to get people's attention, to shock them, to say get back," former El Cajon police officer and now criminal justice professor, Kevin LaChapelle said.If the violent protestors disperse, LaChapelle said these less-lethal weapons are serving their purpose. He said in the Police Academy officers are taught to face threats using the "Force +1" method."If somebody is presenting a particular level of force towards me, I can respond with that force and then one more level to basically control the situation."According to the National Institute of Justice, there are five basic levels of "use-of-force" to diffuse a situation.1. It begins with officer presence, in which there is no use of force.2. Then come verbal commands, such as an officer asking for identification or telling someone to 'Stop!'3. The next level is empty-hand control, where an officer could grab, hold a person.4. Then come the less-lethal methods, including a baton, taser, projectile, sound, or chemical sprays.5. The last resort is lethal force or the use of a firearm.LaChappelle said officers primarily use projectiles to control riots. Pepper bullets are normally deployed onto the ground, and when they skid, they emit an uncomfortable spray. Sound, light, or rubber bullets are aimed at or below a person's torso, which can cause bruises. The same go with beanbags, which can be filled with anything from styrofoam to harder materials."When people say, 'This is too uncomfortable, and I can't handle this. I'm going to stop. (KGTV) - As deaths in the US from suicide and opioid overdose skyrocket, San Diego health leaders have plans already in action to fight the rising trend."People are living in a lot of pain," says Dana Richardson, who oversees the Community Health and Engagement department at the Community Health Improvement Partners (CHIP)."We're talking about promoting resilience, problem-solving skills and reducing isolation."In San Diego in 2017, 458 people committed suicide, and 1,266 people died from an overdose. Richardson says the link between the two can't be ignored.The Centers for Disease Control says those two factors are the reason that life expectancy dropped in the US for the first time in years. According to a CDC report, someone born in 2018 can expect to live to be 78.6 years old, down from 78.7 in 2017.While the drop is slight, the factors causing it are significant."This is a large epidemic across the country," says Dr. Sayone Thihalolipavan, a Deputy Public Health Officer for the County Department of Health and Human Services.Thihalolipavan says the county has already put out health alerts warning people about Fentanyl, a highly potent opioid that can cause a fatal overdose from just a few microscopic particles. They have also received several state and federal grants to buy thousands of doses of Naloxone, a drug used to fight the effects of an opioid overdose.Across the nation, Fentanyl was responsible for 28,466 of the 70,237 overdose-related deaths in 2017.Other grants have paid for the training of medical professionals in the East County, where overdose numbers are higher. They're teaching doctors, nurses and pharmacists about which opioids are safer to prescribe, and in what amount. The hope is the training will help people avoid addiction and dependency, which can lead to abuse.Other health officials are looking at the link between alcohol abuse and suicides.A recent county study showed that the top three areas in San Diego for suicide rates all rank in the top five for the prevalence of alcohol licenses and sales. Richardson believes that shows alcohol's role in people choosing to take their own life."It's a mind-altering drug," he says.The county also has a website, Up2SD.org and a crisis hotline (888-724-7240) set up for anyone who needs help. 2321

SAN DIEGO (KGTV)- Santa Ana winds are once again sweeping through the county. Fire crews and the city are on high alert after recent brush fires around San Diego. They are urging the community to take action. This comes after flames sparked in a canyon in the Talmadge area last Tuesday. Neighbors had to evacuate as the fire came within 200 feet of homes. “We do know that where that fire started, there was a homeless encampment,” says Fire Chief Colin Stowell. “It’s important for those who see an active encampment to report it.” Check 10News Pinpoint Weather ConditionsThe next day crews responded to another brush fire in City Heights. The blaze scorched an acre of land. It’s not uncommon for homes to sit within feet of canyon-like areas. The city says they work to clear the brush in these spaces, but they also face some challenges. “Unfortunately, because of the number of open spaces and what we call the wildland-urban interface properties that but up against open space or canyons, they can only really get out there every three years,” says Stowell.
