SAN DIEGO (KGTV) - The family of the man killed on India Street on this month has identified him as David Hill. The 38-year-old was a pathology resident at Balboa Naval Hospital. In the Navy since 2004, Hill had reached the rank of Lieutenant Commander. He was an avid traveler, having visited dozens of countries. His mother, Carol Hill, said he had a goal of running a marathon on every continent. Hill had already checked off the hardest, Antarctica, though he had to get creative. “He did the 26 miles on the ship’s treadmill to fill that square!” said Hill's mother. RELATED: Pedestrian hit, killed near I-5 offrampA member of the San Diego Swim Masters team, he also swam in the Antarctic waters and was training for an island-to-island swim in the Galapagos next year. “He was a fanatic about being in shape,” said his brother, Matt. “Every morning he’d get up at 4 am and swim miles or he’d get up and run.” That’s what they believe he was doing the morning of Dec. 2. He had made it a few blocks from his apartment when he was struck by the driver of a minivan on India Street near Olive and Palm. Paramedics pronounced him dead at the scene. The 55-year-old driver of the minivan stopped and has cooperated with investigators. 1244

SAN DIEGO (KGTV) -- The Marine Corps Recruit Depot (MCRD) in San Diego could be closing as part of an effort to integrate women into the Marines.MCRD has been in San Diego for about 100 years, but it currently does not have facilities specifically for female Marines.According to a Military.com report, Marine Corps officials are looking at other options in order to meet the integration mandate from Congress.One proposal would create a single boot camp that would include the necessary facilities, rather than the current process of dividing recruits between MCRD in San Diego and the boot camp in Parris Island, South Carolina.In response to a possible closure, the San Diego Military Advisory Council said losing the area boot camp would cost the city.SDMAC Executive Director Mark Balmert said, “So 400 recruits a week come through our location here, about 16,000-17,000 a year. Our studies have shown more than 60,000 of their family members make the trip to San Diego to be a part of their recruit graduation.”Marine officials have already told the Pentagon it cannot add women to boot camps without building new facilities. 1139

SAN DIEGO (KGTV) -- The 92-year-old San Diego man who pleaded guilty to shooting his son in the head as he slept in his father’s Old Town residence was sentenced to three years of probation. Richard Landis Peck pleaded guilty to voluntary manslaughter early in 2019. Peck had been facing a murder charge in the death of his 51-year-old son Robert. Peck was arrested in mid November of 2018 after going to a neighbor’s house on the 2300 block of Juan Street to tell her he just shot his son. Peck’s attorney claimed in hearings that his client’s son was an alcoholic who was psychologically abusive toward his father. The elder Peck was described in letters to the court as a kind man and a “quiet gardener” who had never been in trouble with the law. City News Service contributed to this report. 936

SAN DIEGO (KGTV) - The local protester who appeared in a controversial video getting taken away in an unmarked San Diego Police van is now speaking out, as police conduct an internal investigation.“No one should feel fear from the people that are supposed to serve and protect us,” Shayla Piccini told 10News on Monday as she shared the story of her arrest from last Thursday on Park Boulevard.The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot.“You see both of her legs kind of go up in the air because she's going [into the van] head first. That’s way too much force needed for this 20-year-old lady here,” said attorney Dante Pride.“That whole ride, I was asking several questions like, ‘Who are you? Where are you taking me?’ I was getting stares and no answers,” said Piccini.Piccini said she spent the day at a protest in Downtown San Diego. After several hours, the group was walking back to their car when she saw several police motorcycles driving past them. At that moment, she held up her cardboard sign.San Diego police say detectives witnessed her step off the sidewalk and swing the sign at a passing motorcycle officer, which she denied.In the foreground of the video, you can see men in what look to be marked police vests. But the people who handcuffed and detained Piccini in an unmarked van, are in plain clothes.One man wearing military-style tactical gear can be heard in the video saying, "You follow us, you will get shot. You understand me?"Piccini's cousin Brandi Matthews said she thought he was talking to her. “When he said the words, ‘I'll shoot you,’ I automatically just dropped to my knees to demonstrate that I'm not trying to hurt anybody...I just want to know where they're taking my cousin,” she added.According to San Diego Police, the statement about shooting those attempting to follow was made by a SWAT officer who had a pepper ball device. SDPD also told 10News that his comment was a valid announcement of use of force.Police said due to the large crowd still in the area, and the detectives felt the need to leave immediately.Piccini spent the night in jail on suspicion of assault on an officer. SAN DIEGO (KGTV) - The father accused of causing a condo fire in Rancho Bernardo that killed his two children appeared in court Tuesday afternoon for a preliminary hearing.Henry Lopez is accused of passing out drunk with a lit cigarette, setting his condo on fire last October.His children, 10-year-old Cristos and 7-year-old Isabella, were in the home at the time and suffered smoke inhalation. Both children died as a result of their injuries.Lopez was also burned in the fire and hospitalized for some time.One witness told the court Tuesday he heard a female screaming at the scene, but the screaming stopped.RELATED: Father charged after children killed in fireHenry Lopez' ex-wife Nikia Lopez testified the two were in the midst of a divorce. They shared joint custody of their children.  Lopez told the judge her former husband was an abusive alcoholic.She claims she had warned him previously not to smoke in the house around the children."He drank a lot. My goal was to keep it from the kids.  I would wake up in the middle of the night and throw away the bottles in the trash. I would pull him upstairs before the kids woke in the morning... sometimes I would have to clean up his throw up."  He’s not in custody because his defense attorney says he needs to be out to receive medical treatment for the burns he sustained during the fire.Prosecutors believe the fire started in his bed and ultimately spread to the rest of the home.  Investigators found discarded smoking materials and alcohol near the start of the fire.If there’s enough evidence against Lopez and the case goes to trial, he faces up to 14 years in prison for several felony counts including involuntary manslaughter and child endangerment.Lopez is not charged with intentionally starting the fire. 1809
