SAN DIEGO (KGTV) — Parents who are concerned about their traditional school district’s ability to handle distance learning this fall are running into a roadblock when seeking other options: wait lists.School choice advocates say a growing number of California parents are seeking out charter schools that specialize in “nonclassroom-based” instruction because of their long track records in distance learning, but a new state law is essentially capping enrollment at pre-pandemic levels.“Tens of thousands families are in limbo right now,” said Jeff Rice, founder of the APLUS+ Network Association, an association of 85 nonclassroom-based California charters that specialize in personalized instruction.There are at least 13,000 students currently waitlisted throughout about two dozen of the association’s schools, Rice said.Advocates have launched petitions, urging lawmakers to scrap a provision in SB 98 that capped funding for all public schools -- including charter schools -- at February attendance levels.Schools are typically funded on a per pupil basis, but the cap means funding will not scale up as attendance grows.“Some [charter] schools have wait lists of 2,000,” said Jennifer Cauzza, executive director of the JCS Family of Charter Schools.Cauzza said she’s in contact with about 30 charter school executive directors and “all of them are capped.”About 300 of California’s 1300 publicly funded charter schools are classified as “nonclassroom-based,” Rice said. The term includes home school, online and hybrid models, and is somewhat of a misnomer because students often get some in-person instruction from a credentialed teacher.These tuition-free charter schools will operate wait lists on a lottery system, not a first-come basis, so parents still have time to apply.Otherwise, parents who want to homeschool their children have two other options, and both require the parent to act as the teacher, said Elisa Hilliard, who operates the Facebook page San Diego Homeschool Mom.Parents can file a PSA, a Private School Affidavit, and essentially open their own private school within their home. Parents select and teach their own curriculum, and must fund it themselves.Parents can also join a PSP, a Private School Satellite Program. These are umbrella organizations or co-ops of parents that assist with paperwork and help swap curriculums.Parents have until October to file a PSA, so families who are unable to get into a nonclassroom-based charter school may want to see how their traditional district school handles distance learning before going off on their own, Cauzza said. 2608

SAN DIEGO (KGTV) -- Police are searching for an at-risk man who disappeared from a senior living facility late Saturday afternoon. According to police, 77-year-old Mario Aello left The Shores Post-Acute senior living facility around 4:45 p.m. Saturday. Aello reportedly told another patient he had plans to leave the facility to visit his sister in Sonora, Mexico. Aello suffers from short-term dementia and type two diabetes, police say. Aello is described as five feet, seven inches tall with brown hair. He was last seen wearing a blue t-shirt, a black and gray jacket, blue shorts and brown shoes. 610

SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) - Mostra Coffee, the San Diego-based coffee company that recently won the award for Best Roaster in the U.S., has opened its second brick-and-mortar store.The move is a risk, as many small businesses had to close or scale back during the coronavirus pandemic."Being an entrepreneur, it's just something that you pretty much fight for, and you are you're kind of programmed to just take a leap off the cliff even though you don't know what's happening," said Jelynn Malone, one of Mostra's co-owners.The new location is in 4S Ranch, an area of town that asked Mostra to move in. A petition in 2019 calling for the new location got more than 1,500 signatures."It was something that the community rallied for, and we felt that the community deserved it," said Malone. "So we just piecemeal this thing and slowly worked our way through to the point where we can actually open."But Malone admits it was scary taking that kind of risk during the Pandemic."Being a small business with over 20 employees, including my own family, it was very troubling and scary," she said.The company went through layoffs in the spring, and work on the new location slowed to a crawl. To keep the business going, Mostra built a website and app to allow for curbside pick-up and online ordering.Now that the new 4S Ranch location is open, Malone and her co-owners say the struggle has made their success more enjoyable."I'm so happy we made this decision, and I'm so happy with how the shop turned out.
