SAN DIEGO (KGTV)- Roger Francis, also known as Francis Love, died two years ago at the age of 70. He was a marine who served in the Vietnam War. When he died, his family discovered about 300 paintings from over the years and as of a few months ago his sister, Peggy Starns found a gallery to host an art show. "He goes what are you going to do with all these paintings and I said I don’t now we already gave a bunch to the church."For a period of his life, Love was homeless. "He was homeless for about 20 years and then he finally hooked up with VA and then he got some living expenses and was in the studio,” his sister tells 10News. After being homeless for two decades, he grew close with the community and continued to donate after he got his own apartment. Two years since his death, all proceeds from the art show on Friday will go to the Alpha Project to help San Diego’s homeless. 250 paintings will be for sale at Good Friday Gallery located downtown at 556 19th Street. SAN DIEGO (KGTV)- Santa Ana winds are once again sweeping through the county. Fire crews and the city are on high alert after recent brush fires around San Diego. They are urging the community to take action. This comes after flames sparked in a canyon in the Talmadge area last Tuesday. Neighbors had to evacuate as the fire came within 200 feet of homes. “We do know that where that fire started, there was a homeless encampment,” says Fire Chief Colin Stowell. “It’s important for those who see an active encampment to report it.” Check 10News Pinpoint Weather ConditionsThe next day crews responded to another brush fire in City Heights. The blaze scorched an acre of land. It’s not uncommon for homes to sit within feet of canyon-like areas. The city says they work to clear the brush in these spaces, but they also face some challenges. “Unfortunately, because of the number of open spaces and what we call the wildland-urban interface properties that but up against open space or canyons, they can only really get out there every three years,” says Stowell. The city says it's continually investing in new fire equipment. In June, the city added eight new fire engines and two brush engines. 10News learned a new helicopter will be deployed soon. 1262

SAN DIEGO, California —An 81-year-old woman was arrested at the Tecate port of entry Wednesday, carrying 92 pounds of heroin valued at more than 0,000. “The cartels will try and manipulate anyone to smuggle their narcotics through the ports of entry,” said Pete Flores, the San Diego Customs and Border Protection Director of Field Operations. “CBP officers are aware of the many tactics used by the cartels and remain ever vigilant to stop anyone attempting to smuggle narcotics.”CBP officers working at the Tecate border crossing encountered a 81-year-old woman, United States citizen when she entered the U.S. driving a 2011 Chrysler 200 at about 11:30 a.m. Wednesday. A CBP K-9 team was screening vehicles as they waited in line for inspection when the detector dog alerted to the driver side rocker panel.CBP officers referred the vehicle for a more in-depth inspection and discovered and extracted a total of 34 wrapped packages of heroin from the vehicle’s rocker panels. SAN DIEGO (KGTV) - A sailboat damaged the USS Midway Sunday.The mast of the sailboat collided with a safety net attachment on the front port-side ‘horn’ of the ship. The crash happened shortly after 2 p.m. according to Harbor Police.The mast of the sailboat snapped off. There was minor damage to the safety nets of the Midway.“I thought something fell off the flight line, I didn't think a boat would crash into the Midway,” said Craig Wiener, who was touring the Midway at the time of the crash. “We were looking out the little port windows, and you see the mast falling off into the water."Harbor patrol says no charges are expected and attributed the crash to inexperience on the part of the person steering the sailboat.  Eight people were onboard the sailboat, and none of them were hurt.“He didn't realize how close he was and how tall his mast was and it was too late and the wind pulled him in,” Wiener said. 945

San Diego (KGTV)- People in North Park say they’re fed up with rushing water and flood damage from recent water main breaks. There have been at least four major water main breaks, since 2017, in the same area. The latest break over the weekend was located on Myrtle Avenue near Park Villa Drive. Neighbors were left without water for almost eight hours. They tell 10News they have been trying to get the city to fix the lines in the area for years. “In the past 12 years, we’ve had seven… five on my street, two on the side streets,” says neighbor Linda Nelson. Nelson has been living in her North Park home since 1980. She says they’ve had some breaks in the same spots. “What happens is they patch it up and then a year or two later it breaks where they patched it.”The city says the concrete pipe was over 50 years old. They are in the process of replacing all cast iron pipes around the city. Then they will then assess the concrete ones. The city hopes to have all the cast iron pipes removed by 2023. But with a fast-growing community, neighbors feel the infrastructure in areas like North Park should be first on the list. “They want more apartments on the transit lines, which mean North Park,” says Nelson. “If they increase the density and they don’t fix the infrastructure that we have that just puts more pressure on it. Until they can make it right for the folks that lived here for a long time, I don’t think we need any more people.” 1457
