BEIJING, Nov. 12 (Xinhua) -- China would not let the yuan gain against the U.S. dollar in the short term, experts said here Thursday when commenting on the latest quarterly report of China's central bank.     People's Bank of China (PBOC), the central bank, said Wednesday in its quarterly report of monetary policy, for the first time, that the bank would improve the mechanism of the exchange rate determination "based on international capital flows and movements in major currencies".     "The new wording showed that China would reduce speculation and strengthen risk control in the future, but it did not necessarily suggest a change in the yuan's exchange rate policy," said Tan Yaling, an expert with the China Institute for Financial Derivatives at Peking University.     "The future mechanism would reflect China's own concerns and status," she said.     China's foreign exchange reserves surged to a record 2.27 trillion U.S. dollars as of the third quarter of 2009, up 19.26 percent year on year, PBOC reported in September.     According to Yin Jianfeng, a researcher with the Chinese Academy of Social Sciences (CASS), a government think tank, it is natural for the central bank to pay more attention to increasing international capital inflows.     "Excessive liquidities are pouring into China as the country is witnessing rapid recovery while the economic condition is still weak in the western world," he said.     Zuo Xiaolei, chief economist with Galaxy Securities, said the central bank's report indicated the government had raised concerns that such inflows would put China under huge external pressure for yuan appreciation.     Zuo predicted that as the U.S. dollar depreciates further, excessive liquidity will be a global issue in future, which would in turn pull up China's foreign reserve to a new level.     China has been facing calls to let its own currency gain against the dollar since it recovered quickly from the financial crisis, especially after it reported the positive economic data of last month, however, experts had expressed different opinions.     "Sudden upward movement in the yuan would slow China's economic growth when the country's exports just showed signs of recovery, "Tan said, "All in all, the exchange rate policy should not be subjected to other countries but serve our own economy."     Also, the pace of yuan's appreciation should be determined not only by the foreign trade surplus, according to Zuo Xiaolei.     The balance of China's internal development should also be taken into consideration, including the massive stimulus package and the accumulated liabilities of local governments, she said.     China's exports slid 13.8 percent year on year to 110.76 billion U.S. dollars in October, said the National Bureau of Statistics Wednesday. The decline rate was 1.4 percentage points lower than that of September.

GENEVA, Nov. 30 (Xinhua) -- Chinese Commerce Minister Chen Deming on Monday called on the Seventh WTO Ministerial Conference to send a positive signal to the world to help stabilize and improve the crisis-hit global economy.     "Today at this gathering we should send a positive signal to the rest of the world, a signal to 'open up, advance and reform,'" Chen said at the opening plenary of the three-day conference, which was participated by trade and agriculture ministers from most of the 153 WTO members.     "Now the global economy has shown signs of stabilizing and improving, but the foundation for the turnaround is not solid. The road to complete recovery remains long and winding," Chen said.     He stressed the importance of trade opening and resisting protectionist pressures for world recovery. "We should not close our doors for fear of risks or challenges."     "As long as WTO members can form consensus to stand by their WTO commitments, not adopt protectionist measures and remain open, we will be able to gather enormous strength to tide over the crisis," he said.     The minister also stressed the need to advance the long-running Doha Round global trade negotiations as a way to reform and enhance the multilateral trade system.     Eight years after its launch with a primary goal to help poor countries prosper through trade opening, the complex Doha Round is still not in its endgame because WTO members cannot narrow gaps on such key issues as agricultural tariffs, subsidies and industrial market access.     After several missed deadlines, WTO members have set a latest deadline for concluding the Round in 2010.     Chen stressed that progress made in the past eight years, as reflected in the agriculture and NAMA (non-agricultural market access) texts as of December 2008, "is hard won, and cannot be overturned for any excuse."     He also called for respecting the Doha Round's development mandate and keeping multilateral negotiations as the major channel." Then it is hopeful that the talks can be successfully concluded in 2010."     According to the Chinese minister, the WTO, as the only institutional arrangement governing global trade, needs necessary reform to improve its rules and functions, broaden its influence over other important international coordinating mechanisms, and assume a greater responsibility and role in governing global economy.     The organization should reform toward the direction of promoting sustainable development, Chen said.     It also needs to step up efforts in Aid for Trade and trade finance, while advancing trade liberalization. As a result, developing countries, especially LDCs (Least Developed Countries),can gain real benefits from globalization, he added.

PARIS, Nov. 24 (Xinhua) -- The preparation for the 2010 Shanghai Expo has proceeded into exhibits arrangements and service operation as site constructions are mostly completed, China's representatives of Executive Committee of the Shanghai Expo announced here Tuesday in its last report of progress in the 146thGeneral Assembly of the Bureau of International Exhibition (BIE).     With less than six months ahead of the 2010 Shanghai Expo, all preparation on construction and operation are underway smoothly as scheduled, said Yang Xiong, the deputy director of the executive committee for Shanghai Expo and vice mayor of Shanghai.     Transportation infrastructures inside and outside the Expo site will basically finished by the year end and put into use by the end of next March. Supporting public utilities such as medical treatment, drinking water and communication are also steadily in progress, the report said.     Five permanent structures, namely China Pavilion, Performance Center, Expo Center Theme Pavilion and Expo Boulevard will be completed by the year ends. Twenty-six out of the 42 self-built pavilions of foreign participants have completed their structure and 37 out of 42 rented pavilions were accomplished. All the 11 joint pavilions have been completed by now.     By Dec. 1, over 3,400 rooms in apartments in the Expo Village and service apartments in the surrounding areas will be put into service, and the number will reach 6,700 at the end of the year and 7,100 by the end of next March, the report said.     "As major parts of the construction work has finished, we have shifted our focus to operation, such as service, exhibits arrangement and further design and organization of events and forums," Yang told Xinhua.     During the grand cultural events, about 20,000 sessions of various performances will be staged. To date, 200 countries and international organizations have submitted application for National Day and Honor Day events, totaling 633 performances.     The Expo is not only a carnival for China, but also a showcase for worldwide extraordinary culture and innovations. CHRISTCHURCH, New Zealand, Nov. 1 (Xinhua) -- Chinese Vice Premier Li Keqiang on Sunday visited Canterbury University to open the second Confucius Institute in New Zealand.     Li said during the opening ceremony that cultural and educational cooperation are important parts of relations between China and New Zealand.     China has become the largest source of overseas students and the fastest growing source of international tourists to New Zealand, while people in New Zealand are taking a strong interest in studying the Chinese language and getting acquainted with Chinese culture, he said.     The new Confucius Institute, jointly founded by Canterbury University and China's Huazhong Science and Technology University, represents another achievement of the exchanges and cooperation between the two nations, Li said.     He said he hoped the institute would become a link between the two countries in cultural and educational exchanges. It is a common responsibility of all countries concerned, including China and Uzbekistan, to combat the "three forces" that engage in terrorism, separatism and extremism, and to safeguard the security and stability of the area, he said.     China is willing to consolidate contacts and cooperation with Uzbek law enforcement authorities and security departments to safeguard the national and regional stability, he said.     With the efforts of its member states, the Shanghai Cooperation Organization (SCO) has been striving to offset the negative impacts brought by changes in international and regional affairs. The entity has exerted an important role in promoting the stability of the Central Asian region and safeguarding the common interests of the member states, Hu said.     As the rotating chair state of the SCO, Uzbekistan has actively coordinated the body's development and made a series of significant proposals, Hu said, and such efforts were highly valued and readily bolstered by the Chinese side. China is also obliged and ready to assist Uzbekistan in the hosting of the SCO summit next year, Hu said.     Karimov, on his part, said the development of bilateral relations is not only conducive to the two countries, but is also of great significance to maintaining peace and stability in the Central Asian region.     He said China is a most reliable and trust-worthy friend of Uzbekistan. Since the heads of state of the two countries met in Yekaterinburg in Russia earlier this year, bilateral practical cooperation have made substantial progress and entered a new era of development, and bilateral trade has grown rapidly, with a broad prospect of cooperation in the areas of natural gas, mining and cotton.     Karimov said, in response to the worsening of the international financial crisis, the Chinese government has adopted a series of effective measures to resolve the difficulties faced by China's economy and played an important role in promoting the growth of the world economy.     He said, against the backdrop of profound and complicated changes in today's world, Uzbekistan is ready to strengthen cooperation with China in various fields. He emphasized that Uzbekistan will adhere to the one-China policy and firmly support China's strike against the "three evil forces", "Taiwan independence" and "Tibet independence".     Karimov appreciated the major and active role that China has played in handling major international issues. He thanked China for its support to Uzbekistan in becoming the chair nation of the SCO.     He said Uzbekistan is ready to work with China to host a successful SCO summit in its capital of Teshkent next year.     Hu arrived in Ashgabat Sunday morning and will leave for home Monday.
