On March 3, 2020, polls will open at 7 a.m. and close at 8 p.m. Below are several of the measures and propositions on the March 2020 ballot: Proposition 13Prop 13 authorizes bonds for facility repair, constriction and modernization at public preschools, K-12 schools, community colleges and universities. The hotel tax hike would fund a convention center expansion, homeless services and infrastructure improvements. The tax increase would raise the city’s transient occupancy tax from 10.5 percent to as high as 15.75 percent in certain areas. Supporters say it could raise billion over 42 years. Those opposed argued the measure should be placed on the November 2020 ballot, when voter turnout is expected to be higher. SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. The Gaslamp Promenade project could allow certain hours for vehicle traffic, such as 3 a.m. - 11 a.m. The projected cost is currently million. SAN DIEGO (KGTV) — The Del Mar Fairgrounds says it faces closing for good unless it receives emergency state funding.The fairgrounds, which is owned by the state, says its operations are self-funded and relies on event revenues to operate. Without events like the San Diego County Fair, horse racing, several smaller festivals, and more, the fairgrounds' revenue has been severely depleted. The venue had already lost the KAABOO music festival heading into this year as well, which was set to move to Petco Park this year.The fairgrounds says it needs million in relief aid from California in order to survive."From creating cherished family memories and generating 0 million in economic impact, to serving as an essential evacuation site during wildfires and providing nearly 4,000 full-time-equivalent jobs, losing the Fairgrounds would leave a giant void in San Diego as we know it," a release from the venue said.Fairgrounds officials are calling on the community to urge their local leaders to support emergency aid from the state.The fairgrounds has also set up a website here to help locals show their support and connect with local and state leaders to urge them to help. 1194

SAN DIEGO (KGTV) - The mother of the hero pilot who made an emergency landing Friday on I-8 in El Cajon says she couldn't be more proud.Kelly Muno said Friday afternoon she got an urgent call from her daughter, "She's like don't panic mom, mom, Ryan's okay."READ RELATED:?Plane lands on Interstate 8 freeway in El CajonShe turned on the TV and saw her son landing a Piper with his student pilot, a 36-year-old man, on board, "I felt like I was in one of those airplane games, he just came in gliding near all those cars, did you guys see when that kid was like, 'Hey dad watch out for the airplane?' I was like, 'Oh My God!' Father Son Holy Spirit," she said crossing herself, "and I dropped to my knees."Muno had a career in aviation, performing duties from flight attendant to loading the aircraft and working on flight plans. Just watching the video made her tear up, knowing his safe landing was a miracle."We're all blessed. If I had lost Ryan, but he saved so many people," she said wiping away a tear.Muno said Ryan's been an instructor for two years, pursuing his second dream after a concussion during a baseball game changed his trajectory."When he was a little baby he used to lay down in the first class cabin and just go to sleep," she said he found his love of flying from growing up traveling with her.After his emergency landing, she's not too keen on him jumping back into the cockpit.Last night she urged him to hang out with his friends, or his father, "because if I get you, I'm never going to let you go," she said choking back tears.She said Ryan is probably going to go back to work tomorrow. SAN DIEGO (KGTV) -- The City of San Diego is resuming its enforcement of all parking regulations this month.From Wednesday, July 1, through July 14, the city will issue written warnings for vehicles parked in violation of:-- Posted street sweeping routes-- Metered parking restrictions-- Curb time limits-- Commercial zonesCitations will continue to be issued for vehicles parked illegally at red, white and blue painted curbs.
