SAN DIEGO (CNS) - With coronavirus cases surging statewide and hospital beds expected to fill rapidly, Gov. Gavin Newsom said Monday a more sweeping stay-at-home order could soon be imposed in the vast majority of California in hopes of preventing the health care system from being overrun.Newsom said nine more of the state's 58 counties have been moved into the most restrictive "purple" tier of the state's COVID-19 monitoring system, meaning 51 counties are now in that tier. And those counties would be the ones likely subjected to a stay-at-home order reminiscent of the restrictions that were imposed at the onset of the pandemic, he said. All of Southern California is in the "purple" tier."The red flags are flying in terms of the trajectory in our projections of (case and hospitalization) growth," Newsom said. "... If these trends continue we're going to have to take much more dramatic, arguably drastic action, including taking a look at those purple tier counties."He said those actions include "the potential for a stay-at-home order for those regions in purple."The action follows what Newsom called an 89% increase in hospitalizations statewide over the past 14 days, and projections that the number of hospitalizations could double or triple within a month, based on the surging case numbers over the past two weeks. The state projects that 78% of hospital beds will be filled by Christmas Eve, and all currently available intensive care unit beds will be occupied by mid-December."We're now looking in real time at hospitalization numbers and ICU capacity in those regions," he said. "We are assessing this in real time over the next day or two to make determinations of deep purple moves in those purple tier status (counties) that is more equivalent, more in line with the stay-at- home order that folks were familiar with at the beginning of this year, with modifications in terms of the work that we are currently doing."Newsom noted that all hospitals have the ability to increase bed capacity, and the state has 11 surge facilities planned statewide that can add nearly 1,900 beds. But providing staffing for all of those beds could be an issue, he said.Dr. Mark Ghaly, the state's Health and Human Services Secretary, noted that since hospital numbers tend to rise about two weeks later than cases are confirmed, the impact of the infection surge over the past two weeks has not even begun to impact the already elevated hospitalization numbers.Ghaly said everything is on the table in terms of confronting the surge, including the possible stay-at-home order."Everything is on the table in considering how we effectively guide the state through this, and working with our local partners to make sure what we do is both impactful and as time-limited as possible," Ghaly said. "We know this is hard for all Californians, and (we are) making sure that we choose something that will make a difference but that we can track that difference and give people some confidence that we will only do it as long as we need to to bring the hospitals into a situation that they can handle the incoming patient numbers and provide high-quality care in a way that protects our health care workforce as well." 3227

SAN DIEGO (KGTV) – A former San Diego County Sheriff’s Captain pleaded guilty in federal court on Tuesday to illegally trafficking firearms.In a gray suit and a mask, Marco Garmo made his way into the downtown courthouse. ABC10 News’ cameras were not allowed in the courtroom, where Garmo stood before the judge and pleaded guilty to one count of engaging in dealing firearms without a license.The case stems from last year's bombshell allegations that five defendants including Garmo, prominent jeweler Leo Hamel, and former Sheriff's Lieutenant Fred Magana were involved in a massive gun running operation.ABC10 News was there as agents raided Leo Hamel's Fine Jewelers in Old Town.Hamel and Magana were charged with working with Garmo to re-sell guns and falsify records. Both have since pleaded guilty.The U.S. Attorney’s Office said Tuesday that the cases for the other two defendants are still pending.According to prosecutors, Garmo used his position to buy and re-sell guns that are intended only for law enforcement, not the general public, so-called off roster guns. Over six years, investigators say he sold more than 100 firearms for cash or to collect favors from those who might support him in a future run for San Diego Sheriff.Garmo faces a maximum sentence of five years in prison, a fine of 0,000 and supervised release for up to three years. SAN DIEGO (KGTV) - A driver was killed and several teens were injured Tuesday night in a high-speed solo vehicle crash along State Route 905 in south San Diego.The crash happened on the westbound lanes near the Beyer Boulevard off-ramp about 9:15 p.m., according to the California Highway Patrol.The driver lost control of the dark-colored Chrysler 300, struck the center divide, and was ejected from the car. The victim was declared dead at the scene. It was initially reported that the driver, a 21-year-old male, was a teenager. Firefighters worked to extricate two passengers trapped in the rear passenger seats, according to the San Diego Fire-Rescue Department.The injured victims, three males and two females ranging in age between 15- to 21-years-old, were transported to UCSD and Scripps Mercy for their injuries. Their conditions are unknown at this time.CHP officers are investigating if drugs, alcohol, or distracted driving contributed to the crash.Investigators are asking anyone that witnessed the crash to contact the California Highway Patrol.The Beyer Boulevard on-ramp to the westbound state Route 905 was shut down until at least midnight, according to the CHP. 1191

SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. Data shows that in October, traffic remained lowest on State Route 163, which was down 29% compared to October 2019, and that State Route 78 and Interstate 805 were the closest to last year's figures at this time -- down 11% and 13%, respectively.The tracker offers multiple ways to interact with and explore the data, such as filtering to focus on points of interest and selecting data points in the chart to make simultaneous comparisons.SANDAG picked several San Diego region hotspots of particular interest, including Southbound Interstate 15 at Deer Springs Road, Southbound Interstate 5 at Manchester Avenue, Northbound I-805 at Governor Drive and Westbound State Route 52 at Mast Boulevard.Speed data at each of the hot spots during morning peak periods revealed that in October, speeds were up an average of about 6 mph compared to March.The largest increases were seen at Northbound I-805 at I-15 -- 13.7 mph faster in October -- and Westbound Interstate 8 at Waring Road -- 10.5 mph faster. This much was apparent at the beginning of Taste of December Nights.Within moments of its opening Friday, a line of cars streamed down Park Boulevard, waiting for a chance to order food from about a dozen vendors lined up at Inspiration Point in Balboa Park. "We've been going to December nights every year, but we didn't want to miss it this year," said Jasper Pascual, of National City, who came with his girlfriend Wendee. "It's something new, something interesting."The pandemic has upended decades of tradition, including December Nights in Balboa Park. Thousands normally pack the event in Balboa Park, enjoying holiday decorations, museums and food. This year, the event is a drive through for food vendors, with participants required to stay in their cars and wear masks. Pedestrians, bicyclists and scooter riders are not allowed. "This event obviously is re-imagined, it's different, but again I think it's the type of event that I think is just what some folks will need," Mayor Kevin Faulconer said as he kicked off the event. San Diegans appeared to agree, waiting in stop-and-go traffic to get into one of two ordering lines. A worker from one of the eateries comes to the window, takes an order, and eventually brings the food.
