SAN DIEGO (KGTV) — Nine people were taken into custody Friday after border officials say a panga-style boat was stopped off the coast of Carlsbad. The boat was spotted at about 10:20 p.m. on Thursday by San Diego Air and Marine Branch crews. Officials say the crews used blue lights, sirens, and a spotlight to try and stop the boat, but it would not stop.Crews then used disabling rounds on the boat's engine, bringing the vessel to a stop about 12 miles west of Carlsbad. The nine people on the boat were taken into custody onshore by Border Patrol agents. 564

SAN DIEGO (KGTV) - More than a hundred family and friends gathered for a memorial service Friday morning at St. Therese Catholic Church in Del Cerro, to remember Julia Jacobson. The retired U.S. Army Captain disappeared over Labor Day weekend and is believed to have been murdered, the priest talking of the "sting of death" and "death so sinful."Julia's car was discovered abandoned near her home in University Heights but there's been no sign of her or her dog, Boogie, despite many searches - which are ongoing.RELATED: Ex-husband of missing Army veteran arrested on suspicion of murderJulia was divorced. It wasn't a friendly parting and the ex-husband, Dalen Ware, was arrested in Phoenix last month; charged with her murder and currently awaiting trial.Friday, though, a tearful farewell for a lost friend.Jamie Mann described her as a battle buddy during the Iraq war."There isn't a day goes by I don't think of that girl and how she made me a better leader; just a better woman; and she loved everybody, touched so many people hearts, and she'll never be forgotten," Mann said.RELATED: Scholarship set up in memory of missing Army veteran Julia JacobsonJulia's brother, Jon, said one of his biggest honors was to pin Julia's lieutenant's bars on her."I was very proud of her; her service in Iraq, Serbia a little while. Just a great lady and she's terribly missed," her brother said. There's anger, too.RELATED: Missing Army vet spotted on Serra Mesa surveillance footageChristine Brosius is another friend from the Army."I want whoever did this to pay and I believe God has her back," Brosius said.Love and heartbreak were shared outside the church doors with many tight hugs.Jon Jacobson summed up his feelings, "The best thing to say is I'm happier I knew her than I am sad that I miss her." 1883

SAN DIEGO (KGTV) -- One of San Diego's biggest events of the year is here! Well, sort of. This year, because of COVID-19 restrictions, Comic-Con is not at the San Diego Convention Center. It is only happening virtually. Because of that, San Diego's hospitality industry is suffering a considerable loss. The 51st Comic-Con International is called Comic-Con @Home. This means, there are no crowds, cos-players, or lines around San Diego's Gaslamp District. The good part is that all panels are free for attendees. The bad part?"We're losing 100% of the Comic-Con business," Daniel Drane, owner of The Field Irish Pub, said. For the last 22 years, Drayne has operated the establishment on 5th Avenue, a street usually packed with visitors during the pop entertainment convention. He says every year, regulars from around the world have drinks and hold meet-ups at his bar. Not this year."We're not just losing business, but there's a loss of some of the people that we've actually known for years," Drayne said.Comic-Con's COVID-shutdown does not just impact Downtown San Diego. Its effects trickle down to the rest of the city and the county. In one week, 'the Con' usually drives in 0 million to the region and fills up almost all of the county's 64,000 hotel rooms. But now those numbers are a thing of the past."Our current strategy is a strategy of survival," Robert Rauch, CEO of RAR Hospitality, said. The hotelier says San Diego County's annual average hotel occupancy is 77%. July is singlehandedly the best month of the year, at 90%. But with COVID-19 this year, it is barely at 40%."It's deplorable to go from the best month of the year, to if it weren't for the PPP loans, we'd all be losing money this month," Rauch said. With cancellations, no business, or group travel, Rauch says San Diego's lodging industry is solely surviving on stay-cationers and a handful of leisure travelers. But as the Fighting Irish say,"You can't throw in the towel. You gotta fight back," Drayne said.Drayne is continuing his sidewalk cafe and curbside dining to make it through the dismal numbers."I hope that this COVID goes away and never returns," Drayne chuckled. "Things are going well before all of this, and I'd like to get back there again." 2247

SAN DIEGO (KGTV) - Not sure what to expect at the polls on Election Day?Voting may take longer this year because the ballot consists of two cards, according to Registrar of Voters Michael Vu.San Diego County’s 1,708,860 registered voters will also be using some 600 different ballots. There are 1,542 voting precincts, however, 66 percent of San Diegans will skip the polls and vote by mail. You can find your sample ballot by typing in your address on the Registrar of Voters website. 491
