SAN DIEGO (KGTV) - A local family is desperately pleading to individual ICE officials to let them see their patriarch for the first time in 19 months. The Bakala family is seeking asylum after they say they barely escaped death in the Republic of Congo. Once they reached San Diego, the family of nine was separated.17-year-old Marie Louise Bakala should be focusing on college. But right now, that is on hold. "I am getting stronger, but it is not enough because I need my father back," Mari Louise said to the St. Luke's Episcopal Church congregation in North Park. The Bakala's left a comfortable life in the Republic of Congo. Father Constantin was a computer engineer for the Ministry of Health. His wife Annie Kapongo was a shop owner and mother of seven. The Bakalas say it all changed when the new government stepped in. Kapongo says because of Constantin's occupation, the family was targeted, brutalized, and even sexually abused by Congolese authorities. Fearing for their lives, they came to San Diego in 2017 to seek political asylum."This family came across a world come to a country that will protect them, but instead, it has only been a continuing nightmare," Pastor Colin Mathewson said. Annie Kapongo was released with an ankle monitor with the seven kids in San Diego. Immigration and Customs Enforcement [ICE] authorities detained Constantin in the East Coast alone. In February, a judge rejected Constantin's asylum case and appeal. But in March, he as given an emergency stay. Just last week, he earned the right to appear in front of a judge again, this time with a lawyer. Friends and staff of St. Luke's are now pleading with ICE to grant Constantin parole, to be with his family. They say it would be a show of good faith, just as the Good Samaritan did in the Bible."There is an assistant field director, and there is a deportation officer out there in Atlanta," Pastor Mathewson said. "We are asking Christine and Michael today to help somebody that needs so much help. After 19 months of detention, to bring him back home with his family as he awaits his next court date.""I hope that he will be here with us and we will be a family again," Marie Louise said."Please, please help me," Kapongo said through a French translator. "Send me back my husband."Last year, the couple missed their 20th wedding anniversary because Constantin was detained. If he is not paroled soon, he will also miss his eldest daughter, Marie Louise's 18th birthday. The family's next court date is September 25, 2019. 10News reached out to ICE for comment on this case. SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. SAN DIEGO (KGTV) - A San Diego man building his travel brand on Instagram said hackers tried to take it all away.Claudio Copiano Jr. runs the account @globalvagabonds. He posts pictures from his travels all around the world and advises people on how to travel on a budget. He’s traveled around the United States and about 30 other countries so far. Copiano has received partnerships with two countries to post about his travels. Eventually, he hopes to build it into a full-time income.“I want to show everybody what I do,” he said. Recently, Copiano received a notification from Instagram saying his email had been changed. “I clicked on ‘forgot my password,’ even though I know my password,” Copiano said.He still could not log in and started to panic. Then, he started to receive emails from someone who said he had hacked the account. The hacker demanded 0 in Bitcoin for the return of the account. Copiano said he sent dozens of emails to Instagram with no luck. “I got an email the first time from them saying that my account had been deleted and there was nothing that they could do,” Copiano said.Fortunately, he was able to figure out the new name of his account and determined it was still active. He said Instagram sent security codes to access his account but it was sent to the hacker’s email.Copiano is still not sure how he got his account back, but said after dozens of attempts, the security code was sent to his phone and he was able to access his account. He immediately changed his password and emphasized he did not pay the ransom. “You should never send money to a hacker because he’s not going to give you your account back,” Copiano said.Security expert Ted Harrington, executive partner with Independent Security Evaluators, agrees. “The reason you don’t pay the ransom is that [it] just further incentivizes other bad guys to keep doing this,” Harrington said. He also encourages people to contact the FBI if they believe they are a victim of a crime to file a report. Harrington also said two-factor authentication is vital to keeping an account safe. It is something Copiano did not have at the time, but added it right after he got his account back. “Two-factor authentication is essentially an additional way to verify who you are,” Harrington said. “Two-factor authentication is one of the most impactful security features that exist today.” A spokesperson with Instagram said they recently launched a new in-app experience making it easier for people to sign in and reclaim an account if it has been hacked. They sent the following information to Team 10:There are two ways to access this experience: 1) if we detect you are having trouble logging in (for e.g. if you repeatedly enter an incorrect password), or 2) by clicking “Need more help” on the login page.The experience will ask you to enter different types of information specific to your account, for example, the email address or phone number associated with your account, or the email or phone number you used when you signed up to Instagram.From there, we will send a 6 digit code to the contact information you select, which will allow you to regain access to your account. When you re-gain access to your account, we will take additional measures to ensure a hacker cannot use codes sent to your email address of phone number to access your account from a different device.This experience allows you to recover your account even if the account information has been changed by a hacker e.g. if the username and associated contact information is changed.The Instagram spokesperson also said if someone gains access through a compromised email account, people can follow steps detailed on the Help Center. 3709

SAN DIEGO (KGTV) -- A Hazardous Materials Team is investigating a Rancho Bernardo residence following reports of a possible fentanyl overdose death at the home Thursday morning.Crews responded at around 4 a.m. to calls of an overdose at a residence at 11300 Calenda Road located a few blocks from Westwood Elementary School.First responders discovered an unconscious 27-year-old male. The victim was declared deceased at the scene, according to San Diego County Sheriff's Office officials. Neighbors told 10News the man lived at the home with his parents.While at the scene, our 10News crew saw a woman being escorted out of the house and placed in an ambulance. It’s still unclear how she’s involved.The San Diego County Medical Examiner will identify the man and confirm his cause of death. 800

SAN DIEGO (KGTV) - A man who apparently set himself on fire and died of burn injuries is unidentified, the San Diego County Medical Examiner’s office said Friday in a plea for the public’s help. An artist created a rendering of the man who told first responders his name was Randy. Medical Examiner’s Investigator Tessa Lee said Randy apparently set himself ablaze under an overpass bridge in Carmel Valley July 4. He died six days later. Randy’s burns were too severe for investigators to obtain fingerprints or identify tattoos or a birthmark. The man was Hispanic or Caucasian, in his 20s to early 40s, with short dark hair, and green or hazel eyes. He stood between 5’9” and 5’11”, and weighed about 270 pounds.
