SAN DIEGO (KGTV) - Lupus patients were shocked and scared when they found out they couldn't get a refill of their life-altering prescription, due to COVID-19.Grandmother Michele Fumar said her daughter has had lupus, an autoimmune disease, since she was 11. She's 27 now, married with two young kids.Her daughter got an email from Kaiser Permanente reading in part, "in order to keep an essential supply of hydroxychloroquine (Plaquenil) for critically ill COVID-19 patients, we have placed a temporary freeze on refills."She was just shocked, we were all shocked," Fumar said about reading that email. "This drug is very important to maintain her health so yes it is just very frustrating."The kind of lupus her daughter has attacks her kidneys. Even while taking her prescription she's had complications. Fumar said her daughter became ill at the mall several years back, suddenly weak with a headache. That trip to the emergency room turned into a week long hospital stay.Fumar said her daughter has been trying to wean off of the medication with no luck thus far. "She only has 16 days left of her prescription." Now they're both scared. Her daughter was told to space out the medication, but they don't know how that will affect her health.Janae Lessnau was just diagnosed with lupus in January. On average it takes six years to get diagnosed with lupus, meeting several criteria from several specialists, the Lupus Foundation says.Lessnau said the drug has already had a huge impact on her life, "it helps with fatigue, it helps with the joint pain. It's not really affecting my kidneys or any vital organs right now but not being on it, it could increase the spread, you know increase the process."Lessnau said she felt lucky to pick up her monthly prescription Tuesday at CVS. She heard at the pharmacy she won't be able to get a refill in the future.In contrast, CVS put out a statement reading in part, "With client consent, CVS Caremark is setting appropriate limits on the quantity of each of these medicines for potential use in treating COVID-19. Members who already take these medicines for approved uses will be able to bypass the new quantity limits.""We all feel bad for the patients who may be suffering from COVID-19 but it's not a proven solution," Fumar said. Lessnau agreed adding, "when did we get to the point where we pick and choose lives?"The Lupus Foundation is contacting politicians in Sacramento for help, hoping to find a solution."Right now, today we can't say yes there is a shortage, I don't believe that's true. But what I am afraid of is it will be very quick, because if people are hoarding the drug it will turn out to be like the toilet paper," Executive Director of the Lupus Foundation Southern California Division Elizabeth Savage said.After reaching out to Kaiser Permanente they said they are re-evaluating their policy. 2874

SAN DIEGO (KGTV) - It sounds like a deal of a lifetime - guarantee a weeklong vacation at a coastal resort every year - for a one-time payment of 0.The county of San Diego is auctioning off nearly 900 timeshares, some in areas like Del Mar, Solana Beach, Carlsbad and downtown for as little as 0. Timeshares can also be transferred to out-of-town hotels, one year at a time. The county expects many to go at the initial offering price. A timeshare is when a person shares in the ownership of a property with others, so that each gets a week of vacation per year. Many of the timeshares were repossessed after the Great Recession, when owners failed to pay at least five years of property tax. "For one week of family bliss in a vacation once a year, this may be the opportunity for as little as 0," said Dan McAllister, the county treasurer-tax collector. "But it is a buyer beware sale."San Diego attorney Dan Eaton said there are many risks to buying a timeshare, and getting out of one can be very difficult."If you think you're just buying a 0 timeshare and you've got access to the timeshare for life without any further cost, that's a huge mistake," Eaton said. Timeshares include annual fees - including maintenance - that can get very expensive."If you stop paying those fees, they can foreclose," Eaton said. "It's an interest in real property."At the Solana Beach Sand Pebbles resort - starting bid 0 - annual fees range from 4 to 2 depending on unit size. And some of the timeshares don't include some parts of the year. Allison Russell, the resort's property manager, said it's vital people do their due diligence before buying. SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so.
