SAN DIEGO (KGTV) -- An investigation is underway to find the driver in a hit-and-run crash that injured two passengers in City Heights.Police say the female driver crashed into multiple parked cars on Fairmount Avenue just after midnight on Wednesday.Witnesses told police they heard the crash, and then saw the driver jump out of the car and run, leaving the two female passengers behind.Both women managed to crawl out of the mangled car with the help of nearby neighbors. One of the passengers was seriously injured, but neighbors say they kept her calm and stable until paramedics arrived.Police are investigating what led up to the crash.This is a developing story stay with ABC 10news for updates. 711

SAN DIEGO (KGTV) - A Serra Mesa family expecting nearly ,000 in stimulus funds in April is still waiting.Mark Perry, who is married with four children, says his family was expecting a big stimulus check. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) - A San Diego Midwife is living her dream of opening her own birth center, helping minority women.We met Nikki Helms in July when her GoFundMe was off the charts, raising more than 1,000.She had been a licensed midwife for about a year and wanted to open a birth center. Fast forward to December and her dream is coming true."We've got signage and I stood at the foot of my stairs and cried about that," Helms said filled with gratitude. The community has continued to wrap their arms around her mission."It's really just been amazing and overwhelming, and I feel so blessed," she said wiping a tear from the corner of her eye. "And so grateful and I get teared up every time I start talking about it because it gives me the opportunity to go care for families and you know it just blows my mind."Since July she's raised another ,000 and packages keep arriving on her doorstep with items for the birth center.Her mission is to support women through childbirth and beyond. SAN DIEGO (KGTV) — An orphaned puppy at a local animal rescue will receive a state-of-the-art heart surgery to repair a rare heart murmur.Helen Woodward Animal Center said Tuesday Cowboy, a terrier-blend brought to the center last October, has an irregular heart rhythm, so intense that veterinary staff could actually feel a distinct and loud rumble if their hands were placed on his chest.The puppy was brought into the center with his mother and five siblings, all of whom have found new homes.RELATED: Puppies found abandoned in Escondido park adopted out to new homesSince Cowboy arrived at Helen Woodward, he's been cared for by center staff and a foster owner and administered a medication called Atenolol to take pressure off his heart.“We care deeply about every single orphan pet that comes into our care and go to great lengths to make sure that each one of these wonderful animals has the chance to live a long, healthy and happy life with a loving forever family,” Jennifer Shorey, Helen Woodward Animal Center Director of Operations, said. “When we learned about Cowboy’s unique condition, we didn’t hesitate to find him the expert care he needs. SAN DIEGO (KGTV) — A young sea otter who was found stranded on a beach and deemed non-releasable has been given a new name. SeaWorld San Diego took in "Nova" the sea otter in March, where she has been thriving with other sea otters in the park's Otter Outlook habitat.Nova was found abandoned without a mother on a beach in Cambria, Calif., in March 2018. Monterey Bay Aquarium took her in and provided her care. There, she was also paired with an adult female otter to act as a surrogate mother.When the aquarium released her back into the wild about a year later, she was rescued once again and deemed non-releasable by the US Fish and Wildlife. Eventually, Nova was taken to SeaWorld, which is one of the few California facilities that rehabilitates and cares for southern otters. While the park is currently closed due to the coronavirus, SeaWorld says it intends to reopen on July 1 with new health guidance. 921
