SAN DIEGO (KGTV) - Sweetwater Union High School District officials say their revised budget will not have a major impact on students, but some parents are getting notices from schools informing them of cuts to some afterschool programs, tutoring and summer school.The discovery of an accounting miscalculation over the summer led to a million budget shortfall that the district rushed to fix. On Oct. 8, the district’s board unanimously approved a revised and balanced 2018-19 budget. The San Diego County Office of Education has until Nov. 8 to approve it.Changes to the budget include furlough days for numerous district employees, elimination of paid training days for teachers and cuts to the adult education program. SAN DIEGO (KGTV) — The Navy has called off search and rescue efforts to find a Sailor from the USS Theodore Roosevelt who reportedly went overboard.Navy crews from the San Diego-based carrier and five other vessels ended the search at sunset on Saturday. Crews and the U.S. Coast Guard searched more than 607 square nautical miles for more than 55 hours off the coast of Southern California.Ships began rescue efforts after a lookout spotted what they believed to be a person in the water at about 7:30 a.m. on Thursday, according to the Navy.RELATED: San Diego-based USS Theodore Roosevelt searching for Sailor overboardThe Navy ad the Sailor's family identified him as 20-year-old Aviation Ordnanceman Airman Apprentice Ethan Garrett Goolsby of Texas.Goolsby reported to the USS Theodore Roosevelt in July after his initial training as an aviation ordnanceman in Pensacola, Fla. He was promoted to his current rank on Sept. 16. "The loss of our Sailor is felt deeply by all on board," said Capt. Eric Anduze, commanding officer of Theodore Roosevelt. "The entire Theodore Roosevelt team sends our deepest condolences to the family of our missing shipmate."The Sailor's family was notified before the search stopped. The Navy said it has changed the Sailor's status to "deceased."Rear Admiral Doug Verissimo, commander of Carrier Strike Group Nine, added that the strike group, "sends our thoughts and prayers to the family and loved ones of our missing shipmate. SAN DIEGO (KGTV) - The City of San Diego is one step closer to approving the 6.5M purchase of two hotels to permanently house homeless people living in the convention center.When the pandemic hit in March, the Bridge Shelters and Golden Hall were cleared out and about a thousand people were brought into the convention center, according to the mayor's office.The emergency setup allowed for proper social distancing, and resources to request PPE and other supplies.The convention center will be emptied in December to prepare to open for events when it is safe.Since the pandemic, downtown has looked different according to Marshall Anderson, Vice President of Government Affairs with the Downtown San Diego Partnership."I would encourage all of you to walk around downtown so you can see just about how safe and livable it is at the moment ... For too long has downtown acted as the region's homeless shelter. It's nice to see another neighborhood bearing some of the responsibility for sheltering some of our most vulnerable," he said.The city plans to buy two Residence Inn hotels, one in Kearney Mesa, the other in Mission Valley. Together the hotels could house about 400 people and support tenants who are accessing services for mental health and substance abuse issues.During the city's Public Safety and Livable Communities Committee Meeting Wednesday, Mission Valley neighbors voiced their complaints."It's a bad idea, I am absolutely opposed to this project," a man who has lived in Mission Valley for 30 years said."My real concern is obviously the safety of my community but also the safety of the potential residents ... I am just opposed to this idea because it doesn't seem practical for the city and I feel like it opens the city up to a lot of liability in terms of motorist versus pedestrian accidents," a woman living in the same neighborhood added. She is concerned there is not enough transit or pedestrian infrastructure in the area.The people who would move into the hotels, according to the mayor's office, are stable and already accessing services for mental health and substance abuse. SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall.
