(KGTV) — A Vietnam veteran who is struggling with memory issues says a "mistake" could cause him to be evicted from his Escondido apartment.Orrin Donohoe's studio apartment in the Adult Village complex isn't spacious, but it is home. For how long?"I'm scared of what's going to happen to me," said Donohoe.Donohoe, who served as a deckhand for three years on the USS Columbus CG-12 during the Vietnam War, was later diagnosed with PTSD. "Constantly stressed, afraid I'm going to forget something," said Donohoe.Problems with short-term memory steadily grew worse."Missing doctor's appointments, missed bills, forgetting to get gas, forgetting to check the mail. Goes on and on," said Donohoe.The memory issues that cost him so many jobs could now cost him his home. Donohoe depends on Section 8 housing vouchers to pay most of his rent. A few days ago, Donohoe got a letter from his landlord: A three-day notice to pay his overdue rent.Donohoe believes he forgot to fill out the paperwork for the annual renewal for his housing voucher."Scared and depressed," said Donohoe.He owes more than 0 for this month's rent."I don't have it. I have a 0 in the bank and I haven't paid my electric yet," said Donohoe. Donohoe thinks he could be evicted at any moment. He says the County Housing Authority told him he could reapply for a voucher in six months. Until then, he'll likely have to live on the streets."No sense of security ... ENCINITAS, Calif. (KGTV) -- Video from a witness shows a driver slamming into a crowd outside an Encinitas bar early Sunday morning. In the video, a U-Haul van can be seen accelerating onto a sidewalk. Video shows pedestrians leaping out of the way before the vehicle crashes into the crowd. In a Monday news release, the San Diego County Sheriff's Department said one person is in an intensive care unit while another is undergoing surgery with serious injuries following the crash. The department says a 24-year-old victim is in an intensive care unit while a 25-year-old is in surgery with serious injuries. All three of the victims were struck when the suspect, Christian Davis, 28, reportedly drove the van onto a sidewalk outside The Saloon Bar around 1:30 a.m. Sunday. Two others received minor injuries when they detained Davis outside the bar. Deputies say Davis was asked to leave the bar because he was too intoxicated. After complying with the request, deputies say Davis got into the van, intentionally driving it onto the sidewalk. Davis was later arrested and is being charged with three counts of attempted murder and one count of attempted escape with force. Davis is scheduled to be arraigned in Vista on March 3. Families in 17 states will receive nearly 15,000 devices and 7,500 Lego Education Solutions as part of a new partnership aimed at supporting 45 school districts that serve students who are in critical need and who were hit hard by the pandemic.“We often get kids who are under educated and under served from our community, 90% on free and reduced lunch,” Rose Norman, chief operations and grant officer of Southwest Schools in Houston.It's a district that struggles to meet the needs of their students. COVID-19 hit them hard and the abrupt switch to e-learning was problematic for many reasons.“We found out that our high school students were turning in assignments but when we looked closely, we realized they were doing those assignments off of a cellphone,” Norman said.One day, Norman was reading a newsletter, and saw a way for schools to apply for a new initiative that would help with connectivity, devices and educational materials. Norman says, she wrote from her heart, describing what life was like for her students. Less than 10% had a device at home. Some parents lost their jobs and needed help with rent and food, and the district didn't have enough computers for virtual instruction.“What we’ve learned from the COVID was that for a student to have a laptop is a must, not a privilege. It’s a must. But because our kids are not privileged, we have to make that must come to fruition,” Norman said.Southwest Schools was among more than 40 other school districts selected for a program aimed at providing technology for low-income students. Working off a survey from First Book stating that 40% of children in need in the U.S. do not have reliable internet access and another 40% are without access to devices, Intel and CDW-G, a tech solutions provider, joined forces with First Book to give students a fighting change as they head into the fall. ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. (KGTV) -- Wednesday morning, more than 110,000 signatures were turned in in an effort to put a housing project in North County in front of voters.The signatures were gathered by the “No on Newland Sierra” committee in 17 days.
