SAN DIEGO (KGTV) - Crowds have been sparse at Balboa Park since the start of the coronavirus pandemic, but that doesn't mean the park hasn't been busy."The change in Balboa Park is evident. The change in Balboa Park is important," says Peter Comiskey, the Executive Director of the Balboa Park Cultural Partnership.Comiskey says nearly every museum in the park has used the unexpected downtime to refresh their exhibits or renovate their facility. The 100-year old carousel is getting refurbished. Crews are almost finished building an observation deck around the Morton Bay Fig Tree. Five new cottages in the International Village are about to open up, housing 9 new cultural groups. "We want to do our part to help elevate the Palisades and revitalize it in the way that Plaza de Panama was."The pandemic allowed the Comic-Con Museum to get a head start on their online offerings, while still working on building renovations and exhibit planning.The Starlight plans show new terraced lawn seating, nature gardens, walking trails, and smaller stages surrounding the main bowl.Save Starlight President Steve Stopper says work is already underway on some of the smaller parts of the renovation, so they can build excitement over the coming months."It creates a window for people to get behind the idea," he says. SAN DIEGO (KGTV) — Custom churros are the latest foodie find on Kearny Mesa's bustling Convoy Street culinary scene.Churreria is taking the classic dessert treat and adding their own twist. The churro stop gives customers the chance to customize their churro with toppings like bacon, coconut, and even fruity pebbles. Better yet, churros are made right before customers' eyes.Nicholas Tran, owner of Churreria, said the idea for a churro shop developed after a trip by the border.RELATED: 10 must-eat restaurants on San Diego's Convoy Street"We saw this kiosk and they were having these churros from this little stand. And I was 'Oh my god. That's a fantastic idea,'" Tran said. "Everyone loves churros!"Tran's wife and his business partner embarked to Spain to develop how they would make their churros. The main difference, Tran, said is the basic ingredients.Traditional North American churros contain egg, milk, and butter. Spanish churros, though, are made from just flour, water, salt, and oil."It's vegan and vegetarian. It's good for people who are lactose intolerant or who have a dairy intolerance or with eggs," Tran. "This happens to be a healthy churro. SAN DIEGO (KGTV) – As hospitals across San Diego prepare to distribute the COVID-19 vaccine to front line workers, questions have been raised about whether receiving the vaccine will be mandated for healthcare employees.“We will not make the vaccine mandatory. We do not make the normal flu vaccine mandatory. We do, however, require our staff to continue to wear masks throughout the entire flu season if they chose to not get the flu vaccine,” Palomar Health CEO Diane Hansen told ABC10 News. She said that Palomar Health’s policy will be no different with the COVID-19 vaccine.On Monday, ABC10 News spoke to hospital representatives at Sharp Healthcare, Scripps Health and Kaiser Permanente. They echoed Palomar Health's policy in that the COVID-19 vaccine will not be mandated but workers who decline to get it must wear PPE.San Diego employment attorney and legal analyst Dan Eaton told ABC10 News on Monday that hospitals can impose a mandate but so far that hasn't happened. “Employers generally have the legal right to mandate vaccination in the private workplace, subject to accommodations for medical conditions and religious objections, but there is a broader ethical question about whether they ought to mandate vaccination,” he said. SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. SAN DIEGO (KGTV) -- Authorities confirmed Monday that a deadly shooting in Chula Vista and a second shooting at Sunset Cliffs in April are related.Police say three people, Britney Canal known as "Giggles", 29, Cesar Alvarado, known as "Capone", 39, and Michael Pedraza, known as "Monster", 27, have been charged and are being held without bail for the deadly crime spree.According to a prosecutor, the murder charges with special circumstances may lead to the death penalty. To illustrate the callous nature of the suspects, the District Attorney said the three celebrated after killing a man in Chula Vista.  627
