Jerry Brown helped his party become dominant in California politics during his eight years leading the nation's most populous state, and less than a month before leaving office, he is predicting it will be difficult for his successor to control Democrats' hunger for more spending and rules.The leader of California Democrats has kept lawmakers in check by limiting spending on social programs in favor of saving it to protect against a future economic downtown. He entered office with a billion deficit and leaves a nearly billion rainy day fund and a surplus.Brown, however, has backed his own expensive plans. He used Democratic majorities to pass a controversial gas tax increase for road maintenance and has steadfastly defended a billion project to build a high-speed rail line between Los Angeles and San Francisco that's seen repeated delays and cost overruns.While he warned against overspending, he said he expected dissonant voices among the Democratic majority — a result of what he called the party's greater diversity of people and ideas. Republicans, he said, hold a "slavish adherence" to a limited agenda and President Donald Trump.Brown is leaving office on the heels of the deadliest U.S. wildfire in a century. Flames tore through the town of Paradise last month, killing at least 86 people and destroying 14,000 homes. He's blamed climate change for more destructive blazes in recent years and warned things will worsen.The governor called the need to limit building in areas at high risk for wildfires "obvious" but said it's "politically painful" to implement when people want to rebuild their homes and developers see opportunities.People who choose to live in high-risk areas need to plan escape routes, build cellars and manage vegetation, he said. And the state must provide more information about the true danger of wildfires, he said."I don't think governments lay out for people the stark warning: You may die in this particular environment," Brown said.Wildfires offer Brown an opportunity to call for swifter action against climate change, which is making California drier and more prone to flames. He's urged action beyond California, working with the U.N., creating a global coalition to reduce climate emissions and holding meetings in China and Russia.He's working on a climate-focused partnership between the University of California system and Tsinghau University in Beijing he can dive in to when he leaves office, he said. His spokesman Evan Westrup declined to provide more details.Critics say Brown has a blind spot when it comes to oil because he keeps allowing drilling permits and new wells. Brown scoffs at the claims, saying the state's overall oil production has dropped steadily since the 1980s. He says simply stopping it won't halt demand. He's pushed to make electric vehicles more accessible and worked to improve public transit."The problem is burning oil, consuming it," he said. "The only way you stop that is electric cars, land use so you don't have to travel so far and other forms of reducing carbon emissions."He said climate change advocates still must be careful to not overplay their hand. He pointed to a planned fuel tax in France that led to violent protests. French President Emmanuel Macron early this month backed down on the tax, which critics said would hurt the working class.Brown said Macron didn't add enough rebates or tax credits to cushion the blow for low-income people."You have to get the right idea, you have to be careful and nuanced and then you have to be very skillful in the execution, and you can fail in many different ways," Brown said.In a common theme, he ended the interview with a global wake-up call."The threat of nuclear annihilation and climate change on a permanent basis looms, and therefore it is time for new leaders to rise up and make the case and mobilize the people for what needs to be done," he said. SACRAMENTO, Calif. (AP) — California's Department of Motor Vehicles improperly disclosed private information to seven other government agencies on more than 3,000 people involved in some type of investigation as suspects or witnesses, officials said Tuesday.The department was sending letters Tuesday to the 3,200 people after determining that they are not currently being investigated.The department improperly gave federal, state and county agencies what were supposed to be internal notes, such as whether drivers' Social Security numbers had been checked to see if they were valid or falsified or if the individual was ineligible for a Social Security number.It sent information on more than 3,000 of the individuals to district attorneys in just two of California's 58 counties, San Diego and Santa Clara.Information on fewer than 200 people went to the federal Department of Homeland Security, including six records for immigrants who were in the country illegally but applied for or received special immigrant licenses.Officials said it was unclear if they were used to investigate the drivers' immigration status or for some other purpose.The remainder went to the Internal Revenue Service, inspector generals for the Social Security Administration and U.S. Small Business Administration, and the California Department of Health Care Services.The information could have been used in criminal, tax or child support investigations, including for witnesses in those inquiries, officials said.It's the latest in series of missteps by the DMV, which last year came under fire for long wait times and for potentially botching about 23,000 voter registrations under the state's "motor voter" law, which lets residents automatically register to vote through the DMV.Department spokeswoman Anita Gore said the DMV stopped making the improper disclosures in August after officials decided that they shouldn't have been giving other agencies the internal notes.She said it took the DMV three months to send the letters because it had to ask each of the seven agencies why they wanted the information, review four available years of records, make sure the 3,200 drivers were not being investigated to avoid tipping them off, and then draft individual letters to each driver. 2278

(KGTV) - A San Diego plan to let houses of worship build affordable housing on land they already own could expand across the entire state.Tuesday, the Assembly Appropriations Committee will debate Senate Bill 899, also known as the "YIGBY" bill. YIGBY stands for "Yes In God's Back Yard."People behind the concept in San Diego say it's one way to help solve California's housing crisis."It's a potential solution," says YIGBY Project Coordinator Mary Lydon. "We need all solutions on deck right now for this housing crisis. It's not going to solve the problem. But it is a very interesting solution."RELATED: Churches trying to build affordable housing to help with homeless problemThe San Diego City Council passed a law in 2019 to ease zoning restrictions and parking requirements on churches and other houses of worship that would allow them to build affordable housing in their parking lots.RELATED: City Council allows churches to build hosing in parking lotsChurch leaders say that land is under-utilized because they only need parking for the whole congregation once a week.Senate Bill 899 goes a little further, letting houses of worship and other private colleges build affordable housing on any land they own, as long as it is in a residentially zoned area.In San Diego, Bethel AME is the first congregation to get a housing project underway as part of the YIGBY movement. They own a duplex in Logan Heights. The church plans to demolish the duplex and replace it with a three-story, 16-unit apartment complex."This falls right into our great commission," says Senior Pastor Harvey Vaughn. "Clothe the naked, feed the hungry, and house the homeless... To provide safe, affordable affordale housing to people - that's a no brainer to me."San Diego's YIGBY group got some push-back from people who say apartment complexes, even small ones managed by churches, don't belong in neighborhoods full of single-family homes.Lydon says that's a luxury the state can no longer afford."We've had people saying, 'No,' in our city, in our region, in this state for decades. And it just put us in a place of great challenge," she says."We need housing for all incomes. And we have to work on this together. We are going to have to agree that some compromises are going to need to be made."A recent study from UC Berkeley says San Diego has nearly 4,700 acres of land that would qualify for YIGBY housing. The coalition hopes to build 3,000 units within the next five years.But first, the bill has to pass through the legislature.The State Senate approved SB 899 earlier this summer. If the Assembly Appropriations Committee approves it, the bill will need to pass a full vote of the Assembly and then get Governor Newsom's signature before it can go into effect. 2785
