(KGTV) — An Amber Alert was issued to counties across California for a 4-year-old girl abducted by her non-custodial mother in Washington.The alert was issued for a 2005, red Chevy Cobalt with Washington state license plate "BLK 1552" just after 1 p.m. by California Highway Patrol on behalf of the Vancouver Police Department.Vancouver Police say Aranza Maria Ochoa Lopez, 4, was taken on Oct. 25, by her mother, 21-year-old Esmeralda Lynn Lopez. Authorities believe the mother may be intending to head to Mexico.Esmeralda Lopez is described as a Hispanic female, standing 5-feet tall, and weighing about 138 pounds. She has black hair and brown eyes. Aranza is described as a Hispanic female, with blond hair and blue eyes.The alert was sent to the following California counties: Marin, Napa, Contra Costa, San Joaquin, Alameda, Santa Clara, San Mateo, Santa Cruz, Monterey, San Benito, Merced, Fresno, Kings, San Luis Obispo, Santa Barbara, Ventura, Kern, Los Angeles, Orange, San Diego, Riverside, Stanislaus, Merced, Madera, and Tulare.Anyone with information of the pair's whereabouts is asked to call 911.10News is monitoring this breaking news. 1190

(KGTV) -- California is among the least-patriotic states in the nation, according to a new report from WalletHub. The Golden State took the 48th spot on the list of most-patriotic states. According to the report, California’s military engagement rank fell to the 30th spot on the list while the state ranked 48th for civic engagement. (KGTV) — A Northern California judge has ruled against Gov. Gavin Newsom, saying he overstepped his authority when requiring all California registered voters receive a mail-in ballot for the 2020 election.Sutter County Judge Sarah Heckman said Friday that Gov. Newsom did not have the authority to amend or change the state's law through an executive order, which mandated all registered voters get a mail-in ballot and allowed counties to reduce the number of polling locations if in-person voting is offered ahead of Nov. 3, according to court documents.The ruling doesn't affect the results of the 2020 election.Newsom's executive order was made as part of the California Emergency Services Act, or CESA. The act gives the governor special powers during a public emergency.The ruling stemmed from a lawsuit by Assembly members James Gallagher (R-Yuba City) and Kevin Kiley (R-Rocklin), who claimed Newsom didn't have the authority to make the order. California's legislature later passed a similar law to the order.Kiley posted the judge's ruling online, in which the judge wrote, "Executive Order N-67-20 issued by the Governor on June 3, 2020 is void as an unconstitutional exercise of legislative power and shall be of no further force or effect. The California Emergency Services Act (CA Government Code §8550 et seq.) does not authorize or empower the Governor of the State of California to amend statutory law or make new statutory law, which is exclusively legislative function not delegated to the Governor under the CESA."The judge's ruling also put an injunction in place against Newsom, prohibiting him from changing any laws under CESA, according to the documents. 1687

  

(KGTV) - Experts from the San Diego Zoo have been sent to Madagascar to help care for nearly 11,000 tortoises discovered in a massive poaching bust.The April 10 discovery by local police found the tortoises covering virtually every room in the raided home. The animals did not have access to food or water.Since the discovery, hundreds of the tortoises had died from dehydration and illness.RELATED: Tortoise with broken shell recovering after surgeryAuthorities believe the 10,976 tortoises discovered were part of illegal pet trading and planned for shipment to Asia. There, tortoises shells are highly prized, officials said.San Diego Zoo officials will help supply medical supplies, administer care, and general assistance, according to the zoo."Unfortunately we have had a number of situations in recent years where our staff has been called upon to assist animals that have been caught up in wildlife trafficking,” Kim Lovich, curator of reptiles at San Diego Zoo, said. "This is an overwhelming situation, where we recognize that every individual we save may make the difference between this species’ long-term survival and its extinction. We have to help."Crews are working to relocate the surviving tortoises to SOPTOM-Villages des Tortues, a 17-acre private wildlife facility in Ifaty, for further care.Zoo officials say radiated tortoise populations have declined more than 80 percent in the last 30 years. The species could be extinct in the wild in less than two decades. 1517
