(KGTV) — City officials in San Marcos held a ground-breaking ceremony Wednesday for a 0-million infrastructure project, designed to mitigate flooding.The project will help manage flooding along the San Marcos Creek using two new bridges and channelize parts of the creek. One bridge will be on Brent Avenue and the other will be on Via Vera Cruz. Both bridges will also include bike and pedestrian paths. Saudi Arabia has confirmed the death of missing Saudi journalist and Washington Post columnist Jamal Khashoggi in an announcement on Saudi state TV.The Saudis have set up a commission that will investigate Khashoggi's death and will have one month to release a report, according to state TV. The commission will consist of national security officials, the foreign ministry and the interior ministry.Discussions between Khashoggi and those who met him during arrival at the consulate in Istanbul led to an argument and physical altercation that led to his death, the state TV report said.A total of 18 Saudi nationals have now been detained for investigation, the Saudi Press Agency reported.In the announcement on Saudi State TV, it said a royal order has been issued to release Maj. Gen. Ahmed al-Asiri from his duty as the deputy of the intelligence services.Asiri was believed to be the chief architect of the war with Yemen. He was previously the Saudi-led coalition spokesman in the kingdom's war against Yemen's Houthi rebels.The two-star general's position as spokesman made him a household name and he was soon part of the Crown Prince's inner circle.According to several sources, he chose the team involved in Khashoggi's disappearance.In their announcement the Saudis expressed deep regret over Khashoggi's death and the "painful developments" in the case. They affirmed the "commitment of the authorities in the Kingdom to bring the facts to the attention of the public and to hold accountable all those involved," according to a CNN translation of the announcement.Khashoggi disappeared October 2 after going to the Saudi Arabian consulate in Istanbul to obtain paperwork to marry his Turkish fiancée, Hatice Cengiz.She raised the alarm to police just before 5 p.m. on October 2 -- three and a half hours after the journalist entered the consulate. At that time she was still waiting outside.Turkish officials now say they believe that 15 Saudi men who arrived in Istanbul on October 2 were connected to Khashoggi's death. At least some of them appear to have high-level connections in the Saudi government. 2127

Seattle Mayor Ed Murray announced his resignation Tuesday, hours after new sexual abuse allegations surfaced against the embattled politician.The mayor's announcement comes after his cousin gave an interview with the Seattle Times alleging abuse, the latest in a series of allegations against the mayor. SAN YSIDRO, Calif. (KGTV) - Border officials highlighted their accomplishments Friday, saying the past year has hit some benchmarks."The past year has taken a tremendous toll on our agency, our agents and their families," Kathleen Scudder, Acting Chief Patrol Agent for the San Diego Sector said, referring to the thousands of migrants who traveled to the U.S.-Mexico Border in San Diego County.While a nearly 14-mile stretch of new bollard fencing was completed in August, from the beach to Otay Mountain, officials said their agents faced more attacks compared to the previous fiscal year."There were a total of 156 assaults on agents while performing their duties, agents endured 72 assaults the prior fiscal year," Scudder said.While arrests at the border have been down the last six months, drug smuggling has shifted to the water, Scudder said. Agents seized 3,273 pounds of marijuana, 1,284 pounds of cocaine, 3,918 pounds of methamphetamine, 288 pounds of heroin and 108 pounds of fentanyl "that could provide a fatal dose to 24 million people."Customs and Border Protection Agents shifted their role over the past year, providing much needed humanitarian aid for migrants from caravans. While agents faced national scrutiny for their treatment of migrants, Scudder described a show of kindness."Our agents persevered, often bringing items from their homes to care for small children and babies in their custody," she said.She described an act of heroism where an agent found two boys who were lost near Chula Vista. He found one of the boys unconscious, suffering from hypothermia. He wrapped the boy in his coat and hugged him, to provide body warmth until help arrived. The boy recovered and went home six weeks later.Scudder said she expects the downward trend in illegal border crossings to continue, thanks to the wall, agreements with agencies and Mexico, and Migrant Protection Protocol in place. Border officials said migrants in custody for more than 72 hours are often held past the mandated time due to medical or processing complications. 2067

  

SAN MARCOS, Calif. (KGTV) - A driver told 10News she was terrified as she crashed through the front of a San Marcos doggy daycare Friday morning. The crash happened at Sandy Pawz, 630 Nordahl Road, as a crowd looked on. The driver was reportedly distracted by her own dog. “She decided to help me drive, and jumped up,” said the woman who only wanted to be identified as Robin. “Everything was crashing down on my windshield and I didn't know what was in front of me.” The car went past the front lobby and through drywall into a second room. “I consider myself a very smart person but I froze out of fear...fear, and then I thought I was going to die.” No pets or people were harmed. The business did not have any major structural damage. 747
