(CNS) -- Racing is set to resume at Del Mar Friday after three racing dates were canceled because 15 jockeys tested positive for the coronavirus.The Del Mar Thoroughbred Club responded to the positive tests that wiped out racing from July 17-19 by instituting new travel restrictions to include only permitting jockeys based in California to ride and prohibiting all jockeys who leave the track to ride elsewhere from returning to Del Mar for the remainder of the summer racing season.Del Mar also re-configured and expanded its jockeys' quarters, including moving some of the functions that normally take place in the jockeys' room to an adjacent area.Racing will be held Monday to make up for one of the canceled days. The other two lost days will be made up later in the season, on dates to be determined, said Tom Robbins, Del Mar Thoroughbred Club executive vice president for racing.Many of the races that had been scheduled for last weekend have been shifted to this weekend. DES MOINES, Iowa (AP) — Iowa Gov. Kim Reynolds has signed an executive order granting convicted felons the right to vote, ending Iowa’s place as the only remaining state to broadly deny voting rights to felons.The Republican governor signed the order Wednesday after promising in June that she would take such action.Reynolds says she’ll continue to press the Legislature to pass a constitutional amendment restoring felon voting rights, which couldn't be reversed by a future governor. She proposed that last year but couldn’t get Republican state senators to support it.The executive order restores the right to vote for Iowans who have already completed their felony sentences. It requires residents to complete any prison, probation, parole, or special sentence.The order excludes automatic restoration for more serious crimes, such as murder, requiring those people to seek individual restoration but does not require repayment of victim restitution before they could vote."Today we take a significant step forward in acknowledging the importance of redemption, second chances and the need to address inequalities in our justice system,” said Reynolds. “The right to vote is the cornerstone of society and the free republic in which we live. When someone serves their sentence, they should have their right to vote restored automatically. We’re going to continue to advocate for a constitutional amendment and make this major milestone permanent. DENVER — Colorado lawmakers have tabled legislation that would require schools to notify parents of the arrests of teachers and school employees for certain crimes, prompted by a series of reports by Scripps station KMGH in Denver.House Bill 18-1269, which has sponsors from both parties in both chambers of the legislature, faced its first hearing in front of the House Judiciary Committee Thursday. The committee recommended a number of changes to the bill and tabled it without a vote. The bill requires school districts, charter schools, and local education providers to notify parents in writing within two days being informed of the arrest of an employee whose job involves contact with students. The requirement is limited to arrests for offenses that could require the denial, suspension or revocation of a teacher’s license – offenses that include sexual assault, unlawful sexual behavior and felony child abuse, among others.The requirements would also apply to former employees who resigned or were terminated within one year of the charge being filed. The bill also requires schools to send follow-up notification if the employee is acquitted or if the charges are dismissed.The bill's sponsors asked KMGH reporters to share findings exposing previously hidden arrests at Thursday’s hearing. KMGHs Parents in the Dark reports uncovered numerous arrests of teachers and school employees charged with sexual crimes against students that parents were not notified about, in some cases for months.The bill's sponsors said they plan to make changes to its language to address the concerns raised by judiciary committee and hope to bring it back for another hearing in the coming weeks.   1737

  

DENVER, Colo. — Voters in Denver, Colorado, overwhelmingly voted to pass Ballot Measure 2J to lift the cities more than 30 years old ban on pit bulls.Ballot Measure 2J passed with 64.5% voting to lift the ban and 35.5% voting to keep the ban in place.Passing the measure will allow the city to grant a provisional permit to pit bull owners as long as the owner microchips the animal and complies with additional requirements set by Denver Animal Protection.Denver Council member Christopher Herndon led the charge, proposing the idea to lift the pit bull ban in January.Denver City Council voted 7-4 to repeal the ban in February, which would have replaced the law with what could be best described as a “probation” for pit bulls. However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. Their home sits on the corner of Lake Shore Drive and Moross Road. With thousands of LED lights and tons of spooky decorations, it has become an attraction!“It means more to people this year than in the past because it is a sign of normalcy,” Mark said.He puts up the lights and decorations himself. He’s in real estate and construction and rents equipment. Mark says it takes 80 hours to decorate about ,000 worth of props and lights.Every year, the Vane Sile couple would dress up and pass out full-size candy bars to 1,400 trick-or-treaters. But because of the pandemic, they are keeping safe and won’t be hosting trick-or-treaters.This year, people are welcome to walk up the driveway and check out all the spooky sights at a safe distance.“People are truly enthusiastic about it,” Mark said.It is not just Halloween, they go big on Independence Day and Christmas.Mark has so many decorations, he built his own storage room. The homeowner is so festive, he was featured in a Valero Energy commercial for putting up half a million lightsMark says he’s happy when all of his efforts bring smiles and lasting memories for little ones.“When you have Halloween decorations, you have Christmas decorations, it’s for everybody to enjoy," he said. "Take a step back, relax.
