SPRING VALLEY (KGTV): People who live in the East County say they're fed up with the growing homeless problem around Spring Valley County Park.They say it's gotten worse over the last few months, and many parents are now afraid to bring their children there."They yell and scream, and they’re fighting each other," says Gustavo Galvez. His son, Gustavo, Jr. goes to the preschool at the park. "It’s concerning to have your kids listen to that kind of stuff."The county admits the problem has gotten worse. In a statement to 10News, they outlined steps the Department of Parks and Recreation and the Health and Human Services is taking to solve it.Those include:- Coordinating outreach events to give the homeless assistance and resources.- Increasing lighting around the park, especially near the restrooms.- Increased cleaning of common areas around the parkThe county also says that the Sheriff's Department has stepped up their patrols in the area. There is a Sheriff's Substation across the street, which helps keep and eye on the park.Some parents, though, say it's not enough."I feel bad. I know they need to be somewhere. But I don't think they should be where children are," says Lisa Brown, who brings a group of kids from her daycare to the park. "It's a playground. Megan Carbonell was reunited Monday with several of the paramedics with the San Miguel Fire Department. They were first on the scene in September of 2017 when she was struck by a driver while crossing Cristobal Drive wither her daughter. DeSantis announced Friday in his press conference in St. Petersburg that restaurants and select businesses can operate at full capacity.Phase 3 of Gov. DeSantis' "SAFE. SMART. STEP-BY-STEP PLAN" ensures Floridians that restaurants can reopen at a minimum 50% capacity if the local government prohibits them from reopening at full capacity.“Everybody has an opportunity and the right to work. DeSantis said he will no longer place limitations on businesses due to coronavirus concerns."There will not be limitations from the state of Florida," Gov. (KGTV) - Despite Governor Gavin Newsom's orders, students at a private school in Spring Valley are scheduled to return to class in a few weeks.When Heartland Christian Homeschool Center begins its school year on Sept. 1, it will include in-school learning. Classified as a private school, the pre-kindergarten-to-12th grade school combines homeschooling with several days of in-person instruction every week.The plans come despite the governor’s orders banning in-school classes for counties still on the watch list. Right now, San Diego County remains on that list.Principal Lynda Hansen told ABC 10news, it's "important" for kids to be back in class, adding her school is "following all CDC guidelines."The state is allowing elementary schools to apply for waivers to the COVID-19 orders. Hansen says she'll apply for the waiver, but it likely won't affect her decision to open.The school’s COVID-19 section does list its precautions, including stepped-up disinfecting, encouraging social distancing, and masks for staff when close to students. Masks will not be mandatory for students.The mask issue is a point of concern for students at another private school with similar plans. Last week, ABC 10News reported on Foothills Christian Middle School in El Cajon.A letter sent to parents spelled out reopening plans in September, including masks being optional. That led to frustration for parents who emailed ABC 10News. The school cited a lack of evidence that masks prevent COVID-19 transmission in children.A county spokesperson says the have several tools for private schools out of compliance, beginning with education and on-site visits.
