MEDELLIN, Colombia, March 29 (Xinhua) -- China's membership in the Inter-American Development Bank (IDB) will broaden cooperation between China and Latin America, China's central bank governor Zhou Xiaochuan said here Saturday.     Closer bilateral cooperation will enhance their ability to jointly tackle the ongoing financial crisis, Zhou told an IDB meeting in Medellin. He added that China, as a new member, is willing to share development experience and enhance trade relations with Latin America.     South-South cooperation is all the more important amid the current financial crisis, and China will expand its trade with and increase its investment in Latin American countries after it joined the IDB, he said.     Two-way trade between China and Latin America has grown at an average annual rate of 40 percent in recent years, hitting a record high of 143.3 billion U.S. dollars in 2008.     China joined the IDB as its 48th member country in January this year. Zhou is here for the 50th annual meeting of the IDB, scheduled for March 27-31 in the Colombian city of Medellin.     The IDB group, founded in 1959 and headquartered in Washington D.C., is the oldest and largest regional inter-governmental development financial institution. It is aimed to promote economic and social development in Latin America and the Caribbean.

BOAO, Hainan, April 19 (Xinhua) -- The Boao Forum for Asia (BFA) Annual Conference 2009 concluded Sunday in the scenic Boao town in south China's island province of Hainan.     During the three-day event, more than 1,600 political leaders, business people and academic scholars exchanged ideas on the role Asian countries, especially emerging economies, can play to cope with the spreading global financial crisis.     Chinese Premier Wen Jiabao delivered a keynote speech, "Strengthen confidence and deepen cooperation for win-win progress", at the opening plenary meeting.     He said that the conference, with "Asia: Managing Beyond Crisis" as its theme, is a highly important one. It will contribute to the efforts to build consensus, strengthen confidence, deepen cooperation and overcome the crisis.     Wen introduced the steps China has taken to cope with the severe impact of the global financial crisis, saying the country's package plan is already "paying off", and positive changes have taken place in the economy.     China has decided to set up a 10-billion-U.S.-dollar "China-ASEAN Fund on Investment Cooperation" to support infrastructure development in the region, Wen announced.     The BFA annual conference was the eighth of its kind.     BFA was established in 2001 as a platform for high-level interaction between political and business leaders from Asia and around the world. It is aimed at promoting the development goals of Asian countries through greater regional economic integration.

BEIJING, Feb. 27 (Xinhua) -- China lodged another stern representation to Japan on Friday over Japanese Foreign Minister Hirofumi Nakasone's remarks that the Treaty of Mutual Cooperation and Security between Japan and United States is applicable to the Diaoyu Islands.     According to the reports by the Taiwan-based Broadcasting Corporation of China (BCC), an official of the U.S. State Department, familiar with East Asian affairs, said at a press conference in Washington on Friday that the Diaoyu Islands were always under Japan's administrative jurisdiction and the Treaty of Mutual Cooperation and Security between Japan and United States was applicable to them.     Japanese Foreign Minister Hirofumi Nakasone echoed the U.S. official's remarks afterwards.     Chinese Foreign Ministry spokesman Ma Zhaoxu rejected Nakasone's remarks later in a press release, saying the Japan-U.S. Mutual Cooperation and Security Treaty should not harm the interests of third parties, including China.     "Any words and deeds that bring the Diaoyu Islands into the scope of the Japan-U.S. Mutual Cooperation and Security Treaty are absolutely unacceptable for the Chinese people," he said.     Ma stressed again that the Diaoyu Islands and adjacent islets had been Chinese territories since ancient times and China held "indisputable" sovereignty over the islands.     "We have lodged stern representations to Japan again and required the United States to clarify reports on the issue," he said.     He also urged the two countries to realize the great sensitivity of the Diaoyu Islands issue and proceed with discretion in word and deed, so as to avoid damage to the general interests of China-Japan and China-U.S. relations and regional stability.

BEIJING, March 5 (Xinhua) -- The international press has given extensive coverage to Chinese Premier Wen Jiabao's government work report at the Second Session of the 11th National People's Congress (NPC) which started on Thursday, and praised China's persisted target of 8 percent annual economic growth in the face of the world financial crisis.     The French-based AFP reported that despite the turbulence and recession of the world economy, "Wen forecast China can sustain eight percent economic growth in 2009, boosting hopes China's export-driven economy will cope with the crisis."     "Asian markets rallied for a second day after Chinese Premier Wen Jiabao on Thursday reaffirmed his government's growth aims, triggering gains across the region in China-related stocks," it reported.     On Thursday, the benchmark Nikkei-225 climbed 142.53 points to 7,433.49, up 1.95 percent.     The British news agency Reuters said: "Premier Wen Jiabao assured on Thursday that China will achieve 8 percent growth this year despite a deepening financial crisis, setting out export support and spending programs to shore up the economy."     Wen said China's budget deficit this year will reach 950 billion yuan (140 billion dollars), and though he did not announce fresh economic stimulus, his assurances helped extend a rally in Asian markets, Reuters reported.     The U.S.-based Associated Press (AP) said: "China rolled out an aggressive government spending program on Thursday, promising ramped-up outlays for infrastructure and social programs to ward off the global economic downturn and forestall unrest."     The German Press Agency (dpa) said China seeks to bolster the economy against the effects of a global slowdown.     China announced a record annual budget deficit of 950 billion yuan (140 billion dollars), but Wen stressed that the deficit was below 3 percent of China's gross domestic product (GDP), remaining "within the acceptable range of what our overall national strength can bear and is therefore safe," dpa said.     The Financial Times said Premier Wen pointed out that the international environment is becoming more complex and the financial crisis is further deepening. But China will meet its goal of 8 percent economic growth as long as the Chinese government establishes right policies, takes proper measures and pushes for effective implementation.     Both the Financial Times and the British Broadcasting Corporation (BBC) reported that the ongoing meetings of the NPC and the Chinese People's Political Consultative Conference (CPPCC) drove up international stock markets on Wednesday, saying the Chinese economy has become a favorable factor for bourses around the globe.     The Daily Telegraph said the economic stimulus plan announced by China last year concentrated on infrastructure, but Wen stressed the need to care about the healthcare and social insurance systems, especially in rural regions.     The Swedish Broadcasting Corporation said Wen pinpointed China's target of 8 percent growth in his report, and expounded the importance to increase employment and control the registered urban unemployment rate at under 4.6 percent.     New Zealand TV said the international community is closely watching developments of China's two annual conferences at a time when the global economy is undergoing a big recession.     As a result of China's plan to expand its domestic demands and a series of the Chinese government's economic stimulus packages, quite a few stock markets have rebounded in the past two days, the TV report said.     Premier Wen asked Chinese enterprises to consolidate their market shares in the traditional export destinations and do their utmost to explore the emerging markets, under a circumstance that global demands have been falling drastically and against a backdrop that trade protectionism is re-emerging, Interfax reported.     Wen encouraged Chinese small- and medium-sized enterprises to cultivate name brands for export, it said.     China is a developing country with a population of 1.3 billion. BEIJING, March 8 (Xinhua) -- Yu Xiuli, a victim of domestic violence, can turn to police for help if her husband continues to beat her thanks to a regulation which came into effect on Sunday.     The 40-year-old woman in eastern Shandong Province has been bearing the cursing and beating of her husband for years, but has never thought of asking police for help.     "I believed it was not the business of police to stop domestic violence so I has never thought of alerting police," said Yu.     But from Sunday women like Yu could alert police if they fall victim to domestic violence according to a regulation of the province that came into effect Sunday.     Many provinces in China have set up police centers to handle household violence after a national regulation that was issued in September last year requiring police to be dispatched whenever they receive a 110 emergency call regarding household violence.     According to the All-China Women's Federation, domestic violence poses a severe threat to women's rights in China with the authorities receiving about 50,000 complaints annually.     In fact, women in China have had more channels to protect their rights and interests.     On Saturday, a hot line - 12338 for protection of women's rights was opened in eastern Zhejiang Province. The hot line was set up to provide legal help for women, including migrant workers, in Zhejiang.     The Zhejiang provincial women's federation said the province has had 280,000 volunteers and 25,000 community or village centers for women rights protection.     The issuing of a regulation to prevent and curb household violence has been put on the agenda of the provincial legislature this year, it said.     In Beijing, the Chaoyang District People's Court opened a hot line for protection of rights and interests of women and children on Wednesday. The line was the first among the capital's court system.     The hot line will offer legal aid to women and children.     "The whole society has been attaching increasing attention to the protection of women's rights in marriage, employment and family life in recent years," said Shi Yan, a judge of the court.     The court set up a collegial panel specially for women and children in December 2007. Similar panels have also been set up in courts of other provinces across the country to better protect women's rights.
