A possible partial government shutdown is only a hand full of days away with President Donald Trump and congressional Democrats locked in a dispute over border security with no resolution in sight.Funding expires for a number of key government agencies on December 21 at midnight. And while there is still time to avert a shutdown, so far the two sides have been unable to reach an agreement to keep the government open.The key sticking point is how much money Congress should allocate for the President's long-promised wall at the US-Mexico border. Trump wants billion, but Democrats are unwilling to agree to that and any spending bill needs bipartisan support to pass Congress, due in part to Senate rules requiring a 60-vote threshold to advance (Republicans control the chamber 51-49).If a shutdown takes place, it would be limited in scope. That's because Congress has already funded roughly 75% of the federal government through September 2019, including the Pentagon as well as the Departments of Health and Human Services and Labor.But that doesn't mean a partial shutdown just days before Christmas wouldn't be disruptive.There are still seven spending bills that need to be passed and funding is set to expire on December 21 for the Department of Homeland Security, the Justice Department, the Interior Department, the State Department, the Department of Housing and Urban Development and other parts of the government.In the event of a shutdown, some federal employees would be deemed essential and would continue to work, but their pay would be withheld until the shutdown is over.Other federal employees would be placed on furlough, meaning they would effectively be put on a leave of absence without pay. Congress could move to order that furloughed employees be paid retroactively after the shutdown is over, but that is not guaranteed.It is difficult to predict how a shutdown might play out and what impact it would have.But according to a fact sheet released by the Democratic staff of the Senate Appropriations Committee, more than 420,000 government workers are expected to work without pay if a partial shutdown occurs, including more than 41,000 federal law enforcement and correctional officers.The fact sheet, which outlines the projected impacts of a shutdown, estimates that the vast majority of employees at the Department of Homeland Security would be among those required to work without pay during a shutdown, including tens of thousands of Customs and Border Protection agents and customs officers.More than 380,000 federal employees would be placed on furlough, according to the fact sheet, including the majority of the staff at NASA, the National Park Service and the Department of Housing and Urban Development.An administration official told CNN that "If a lapse in appropriations were to take place, a majority of DHS activities would continue. For instance, those protecting our borders with the Customs and Border Patrol will continue to do so."The administration official said, "Additionally, activities that are supported by multi-year funding, such as FEMA's Disaster Relief Fund, will continue operations," referring to the Federal Emergency Management Agency.Jeremy Barnum, a spokesman for the National Park Service, told CNN, "We are not going to speculate on any possible change in government operations. National parks are open and continue to welcome visitors."The Justice Department oversees special counsel Robert Mueller's investigation into Russian interference in the 2016 election, but Mueller's office will be able to continue working even if there is a partial government shutdown.Mueller's office "is funded from a permanent indefinite appropriation and would be unaffected in the event of a shutdown," a Justice Department spokesperson told CNN. "The appropriation bills before Congress do not impact" the special counsel's office. 3901

A Marin County, California doctor says his research into medical marijuana has identified a compound that can help diabetes patients.Dr. Michael Moskowitz, President of Bay Area Pain Medical Associates, says it’s not about getting high, it’s about getting well – and he thinks he’s on to something.Moskowitz believes he has identified a rare component of marijuana called THCV that he says is helping one of his diabetic patients – a patient who’s blood sugar level varies between 50 and 1000 in a single day.“It’s not clear, but it appears that, on a preliminary basis, for the first month that he did that, the extent of how much he varied seems to be less,” said Moskowitz.THCV is found in a strain of marijuana called Black Beauty. It’s leaves are much darker than most marijuana.Although she doesn’t have diabetes, Nina Murphy has chronic neck and back pain she used to treat with traditional pain medication. “I was a little skeptical. I haven’t used marijuana before so it’s not something I was just going to jump into,” said Murphy. “I’m extremely pleased and I hope to off my meds in the next couple months so, yeah!”Moskowitz says more study needs to be done with Black Beauty. “Just having the opportunity to work with something that clearly has therapeutic value, but figuring out how to optimize that and make that work the best for the most number of people is very exciting,” he said.Moskowitz will travel to Miami next week to speaking at a conference to discuss his findings. 1500

A sheriff's department dispatch log reveals new information about the night that missing Wisconsin teenager Jayme Closs' parents were found dead -- including that a 911 call appeared to have come from her mother's cell phone and that the door to the family's home had been kicked in.Authorities have been searching for Jayme Closs, 13, since early Monday, when a mysterious 911 call led deputies to discover that her parents had been shot dead at the family's home in northwestern Wisconsin's Barron County.Investigators say Jayme apparently vanished just after the shootings and is in danger. An Amber Alert was issued for her Monday, and the FBI has added her to its online list of kidnapped or missing people."We believe Jayme was in the home at the time of the homicides and we believe she's still in danger," Barron County Sheriff Chris Fitzgerald said this week.The investigation began when someone called 911 shortly before 1 a.m. Monday. No one on the line talked to the dispatcher, but the dispatcher could hear a disturbance, authorities said.Deputies responded about four minutes later and found Jayme's parents, James Closs, 56, and Denise Closs, 46, shot dead in their home outside the small city of Barron -- and Jayme was nowhere to be found, authorities said. 1283

  

A second report in as many days is predicting an “extremely active” hurricane season.The National Oceanic and Atmospheric Administration released their annual August update for the Atlantic hurricane season Thursday. They are predicting 19 to 25 named storms, where 7 to 11 of them become hurricanes and 3 to 6 of those become major hurricanes with winds of 111mph or greater.Hurricane season ends November 30.There have already been nine named storms in 2020, the earliest that has happened since historical records began. Hurricane Isaias was also the fifth storm of the season to make landfall. It’s the fastest we’ve gotten to five land-falling storms since the old record set back in 1916.Historically, according to NOAA’s Climate Prediction Center, only two named storms form on average by early August and the ninth storm typically does not form until October.“This is one of the most active seasonal forecasts that NOAA has produced in its 22-year history of hurricane outlooks,” said U.S. Secretary of Commerce Wilbur Ross. “We encourage all Americans to do their part by getting prepared, remaining vigilant, and being ready to take action when necessary.”On Wednesday, Colorado State University’s Tropical Weather and Climate Research Center released their final predictions for the 2020 hurricane season. They believe there will be roughly 24 named storms, and 12 hurricanes.“The primary reason why we’re forecasting such an active season isn’t as much the storm activity that we’ve already had, but the large-scale conditions we’ve observed during July and what we expect to see during the peak of the season,” said Dr. Phil Klotzbach, from Colorado State University.NOAA says current oceanic and atmospheric conditions are making 2020 an active storm year, including warmer-than-average sea surface temperatures, reduced vertical wind shear, weaker tropical Atlantic trade winds and an enhanced African monsoon.Both groups say their predictions are for overall seasonal activity and do not predict landfall. Whether or not a storm comes on shore is determined by short-term weather patterns in a certain area at the time the storm forms. 2159
