SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Senator Bernie Sanders tried unsuccessfully in 2018.“A federal holiday does not guarantee that your employer is going to close. And they’re expensive. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them. Among other advantages, he said they free up schools to be used as polling places.But state holidays won’t give many voters the day off from work. 2381

  

SAN DIEGO (KGTV) - In an exclusive interview with 10News, a San Diego police officer is blowing the whistle on a newly unveiled program that reports to reward officers for making more narcotics arrests.“It’s completely everything that we are against as law enforcement officers. It’s unethical,” he tells us during a disguised sit-down interview. 10News is not publishing his name, face or voice. He fears losing his badge for breaking his silence.“It’s a reward system. A bounty system for officers seeking rewards for their arrests,” he tells us.10News was provided a copy of an internal email that was sent last week from a sergeant to more than 90 officers. It states that the program is being instituted in the Southern Division and is strictly voluntary. It also states that the program runs from March 1 (retroactive) to April 14.Accompanying the email is an attachment outlining the program details, including the point scale. 947

  

SAN DIEGO (KGTV) — It's been a tumultuous year for East Village's Monkey Paw Brewery.The local brewing company was purchased by Coronado Brewing Company in July 2017, put up for sale in May of this year, and closed its downtown San Diego brewpub Monday.Coronado Brewing Company (CBC) CEO Brandon Richards said in May, months after finalizing the purchase, the sale was part of a refocusing for CBC.RELATED: Miramar's Intergalactic Brewery is closing its doors"While we were excited about the potential of Monkey Paw, the decision to sell came from the need to refocus our energy toward Coronado Brewing," Richards said. "We’re confident that the award-winning Monkey Paw brewery has brand equity that can be of value to someone looking to enter the craft industry."CBC said they would keep the downtown brewpub open while fielding offers for Monkey Paw.However, Richards told 10News Tuesday they are still looking for a buyer for the brand and are now determining the best use for Monkey Paw's former space.Richards added that CBC is currently producing Monkey Paw beers on an as needed basis.RELATED: Novo Brazil Brewing announces new?Chula Vista locationMonkey Paw had amassed a list of awards, including wins at the San Diego International Beer Competition, Los Angeles International Beer Festival, Great American Beer Festival, and World Beer Cup.Though soon after CBC's purchase of the brand, Monkey Paw's founder Scott Blair filed a lawsuit against Monkey Paw for breach of contract, according to Brewbound.Blair claimed Monkey Paw owed him ,534, plus interest, as part of a promissory note. Blair said he had not received any payments, which were to be made monthly, since Oct. 2017.At the time CBC announced the sale, Richards told Brewbound the decision was not a result of the pending lawsuit. 1859
