CHULA VISTA, Calif. (KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. This fiscal year alone, the district will borrow million -- in addition to the million they already owe."Everyone's goal all along the way is that we are not impacting kids. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. CHULA VISTA (CNS) - A 29-year-old man was stabbed in the torso and leg Friday morning at a homeless encampment in Chula Vista, police said.Firefighters requested police assistance at 4:30 a.m. after responding to a report of an injured man in the 2400 block of Main Street, east of Interstate 5, Chula Vista police Lt. (KGTV) - The family of the man found in a barrel in San Diego Bay, near Chula Vista, is working toward closure two years after he disappeared.Omar Medina’s body was found Oct. 12, 2017, after a diver found a white, 55-gallon drum floating in the bay. She's the oldest of three and stepped in as an extra parent growing up, as they didn't have a father."This is the thing I cared about most growing up, he [Omar] was like a child to me," Villegas said.Thinking about her 28-year-old brother, she dreams of what could have been, "going to his wedding. I miss not meeting my nieces and nephews, I miss not having cousins for my kids." She spoke publicly for the first time this year at Chula Vista Police's Evening with Heroes fundraiser."Once they came in I felt a weight lifted off my shoulder[s] and that's what they've meant to me, they have definitely been that strength I'm not," she said police showed her family kindness and empathy."[Detectives] who put their photo on their desk and said they're out there. CHICANO PARK (KGTV) -- A man was rushed to the hospital after being shot near Chicano Park Friday night, San Diego police said.A caller reported the man shot near Chicano Park on National Avenue and Dewey Street at 9:49 p.m. San Diego Police say officers arrived to find a large group gathered in a parking lot and a silver sedan trying to leave.The group fled, including the occupants of the silver sedan. Officers discovered a 15-year-old Hispanic male in the vehicle suffering from a gunshot wound to the torso.Officers started CPR on the teen before first responders arrived to take him to a nearby hospital. The teen died at the hospital, police said.Police say the teen has been identified but his name was not being released.San Diego police said the incident is being investigated as a homicide. (KGTV) - A fire in a drainage tunnel had Chula Vista firefighters donning protective masks Thursday.The fire broke out about 4:30 Thursday afternoon at Eastlake Parkway and Otay Lakes Road, near the Vons and Lowe's shopping centers. It was quickly knocked down."Witnesses reported smoke billowing from a storm drain and several people running from the area," Chula Vista Fire IAFF local 2180 officials posted on twitter. "Please give our firefighters room while they work."The Chula Vista Fire Department said juveniles started the fire in the drain and left the area. No one was hurt.Officials are searching for two teens who may be involved in the incident.Firefighters are battling a tunnel fire off of Otay Lakes Road.
