The 2018 Summer Movies in the Park series will kick off next Friday with a viewing of Coco at Waterfront Park.The event series is a great option for a family-friendly night out--- it offers games, giveaways, music and activities before the sun goes down. SAN DIEGO (KGTV) — With the increase of online shopping, experts predict that retailers will make a record-breaking number of return transactions this year.December 26 is the official start of the "returns and exchanges" season.Grab a cart. It's back to the store. David Warren's sofa just didn't look right. So he was back at the Target store in Kearny Mesa Saturday afternoon."I'm just returning these pillows and shirts," Warren said. "I'm going to swap them out for something smaller."Fernando Delacruz and his wife bought themselves bicycles to kick start a healthy New Year's resolution."I figured I'm going to need a bike so I can exercise," Delacruz said. "And then my wife said, 'Oh that's a cool Christmas gift for me too!'"The couple bought their bikes at target.com. Delacruz's fit perfectly, but his wife's did not."When she tried it on, it was kind of a little big for her," Delacruz said. "So we have to return it."The pandemic has caused a surge in online shoppers, a saving grace for retailers. But not being able to touch and feel the products means there have been a record-setting number of returns. Experts say returns will cost companies more than billion this holiday season. SAN DIEGO (KGTV) — Wednesday, San Diegans who live in their cars rallied in Ocean Beach to press the city to allow living in vehicles, as residents in various neighborhoods pressure the city to ban the policy once again.Earlier this year, San Diego City Council members repealed its vehicle habitation ordinance after a federal judge found it unconstitutional which halted all enforcement.Then in March, Mayor Kevin Faulconer announced an effort to bring a ban back. The ordinance would prohibit residents from sleeping in their cars from 6 p.m. to 6 a.m. within 500 feet of a school or house.Residents say reversing the ban leads to broken glass, bottles of urine, drug paraphanelia, and excrement on sidewalks in some areas. But supporters of the policy said Wednesday they don't park in front of homes or litter along roads.The city says they’ve received hundreds and hundreds of complaints about what people living in cars have done to their neighborhoods. Currently the city is expanding a safe parking program that would allow people to park overnight at monitored sites. 1085

SAN DIEGO (KGTV)- A new technology just reached San Diego and Border Patrol agents say it’s going to help them do their jobs faster, easier and more efficiently. They’re called Mobile Video Surveillance Systems. Each unit is grounded to a Ford F150, the controls to operate the cameras mounted on a mast in the bed of the truck are inside. San Diego is the second place in the nation to have truck like these. Border Patrol says they’ll be rolling out in just a couple days. The first place to have Mobile Video Surveillance System trucks is Rio Grande Valley, Texas. Michael Scappechio is a supervisory with Border Patrol and he tells 10 News, “the looming threat of the migrant caravan in Tijuana and more people potentially on the way we need to make sure we’re prepared for that”. The two cameras allow the agents to see two pictures at all times, a daytime camera and an infrared camera. While Scappechio says the need for this kind of technology is needed in San Diego, it’s their increased rate of arrests that landed the trucks here, “nearly a 90 percent increase is significant, that’s going to get attention, that’s going to get resources, that’s going to get man power, infrastructure and technology”.Border Patrol tells 10 News these trucks won’t replace the border wall but instead, will go hand in hand with it. 1334
