ESCONDIDO, Calif. (KGTV) - The Old Palomar Hospital on the eastern edge of downtown Escondido could be redeveloped into hundreds of new homes and thousands of square feet of commercial, recreational and office space.In a letter to the city, developer Integral Communities says it wants to turn the site into a 450 homes, and 5,500 square feet of commercial spaces. The project could serve as a new gateway to downtown and add some much needed foot-traffic to Grand Avenue. Some businesses were closed Wednesday despite this being the midst of holiday shopping season. Beth Stevens, who owns the Vinklectic boutique on Grand Avenue, said she would welcome the project and the crowds it could bring. "I think new development is a good thing for everyone," Stevens said. Other business owners, however, said they are concerned about the project's increased traffic. But Rorie Johnston, who heads the Escondido Chamber of Commerce, said downtown needs to become more walkable. "The more you can slow people down, the more you can keep people in an area longer, the more possibility you have to engage with them," she said. Integral reached a deal with Palomar in February to buy the site for million. Palomar moved most of its services to its new hospital in west Escondido in 2012, making the older hospital available. It still offers cancer treatments, mental health services, and has office facilities at the downtown site. A hospital spokesman says it expects to stay in the downtown location through March 2020. FALLBROOK, Calif. (KGTV) — An 8-year-old child was killed Friday after being hit by a vehicle while walking with family in Fallbrook.The child was walking across the entrance to a parking lot on Heald Lane at about 6:30 p.m., when a vehicle turned into the parking lot and struck the child, according to California Highway Patrol.Paramedics arrived rushed the child to Rady Children's Hospital, however, the 8-year-old died on the way to the hospital.Two family members were with the child when the crash occurred. The driver of the vehicle, identified as a 58-year-old woman, remained at the scene.Drugs and alcohol are not suspected to be a factor, CHP said.The child and driver were not immediately identified. 746

ESCONDIDO, Calif. (KGTV) — A man has died after firefighters found him inside a North County home where a fire had ignited Sunday afternoon.Escondido Police said the fire was reported in the 600 block of Waverly Place just before 11:30 a.m. When firefighters and police officers arrived, heavy smoke and flames were seen coming from the home.Firefighters entered the home to battle the flames and found an adult man unresponsive inside. The man was taken to Palomar Medical Center where he later died, police said. His name has not been publicly released, pending notification of his family.The cause of the fire and the man's death is under investigation, police say. ENCINITAS (KGTV) -- The Encinitas Environmental Commission is considering a proposal to ban natural gas hookups in all new construction projects as a way to combat climate change.The plan, which will be heard by the commission again next month, was authored by environmental commissioner Jim Wang. Wang spearheaded the city’s bans on plastic bags and polystyrene containers, commonly known as styrofoam.“The problem is that methane is a much more potent global warming gas than CO2, it’s approximately 85 times as potent,” he said. “Even a small amount of natural gas causes a big problem with global warming.”RELATED: Encinitas proposes ban on gas-powered leaf blowersWang’s proposal would impact both residential and commercial construction, but would not affect existing buildings. In July, Berkley passed a ban on natural gas infrastructure in new construction that will take effect next year. I’ve tried to cook on an electric stove at home and you don’t get the same consistency,” he said.Michael McSweeney of the Building Industry Association of San Diego County said the cost of electricity is typically about three times more than natural gas, so the cost of home ownership in Encinitas would rise.“It seems that they want to reduce their carbon footprint, which is great, but the biggest source of greenhouse gas emissions in Encinitas is automobile transportation,” he said. “Cutting down on car transportation, they’d get more bang for their buck.”Transportation accounts for 54 percent of the greenhouse gas emissions in Encinitas. Electricity accounts for 23 percent. Natural gas ranks third on the list, at 13 percent, according to the city’s 2018 Climate Action Plan.“Yes, it may be a little more expensive but it’s for the greater good,” Wang said.In addition to cutting greenhouse gas emissions, restrictions on natural gas could provide safety and health benefits, Wang argued, citing the 2010 San Bruno pipeline explosion that killed 8 people.Homes that cook with natural gas at least once per week have air quality that would be illegal outdoors, he said, with levels of nitrogen dioxide and formaldehyde that exceed outdoor federal air quality standards.The Environmental Commission will consider the proposal at its Dec. 12 meeting at 5:30 pm. (KGTV) — Police have arrested a North County doctor accused of sexually assaulting a patient.On March 28, Escondido Police say a woman reported being sexually assaulted while unconscious by Dr. Leng Thai Ky, a 40-year-old anesthesiologist from Poway.EPD detectives investigated the woman's report over the weekend, and arrested Ky on Monday with the help of the U.S. Marshall’s Fugitive Task Force.Ky, a doctor for the last eight years, has associations with Palomar Hospital, North County Pain Institute, Sharp Community Medical Group, Graybill Medical Group, and the Desert Pain Clinic in Rancho Mirage, EPD says.Police believe there are more, unidentified victims of Ky and urge anyone with information to call EPD at 760-839-4790. 760
