(KGTV) -- A San Marcos man had to rush his small dog to the hospital after the animal was bitten by a rattlesnake that somehow managed to get into the home.Ross Margolin says he came home to feed his five dogs when he heard the dogs in the other room barking at something.When he walked into the kitchen, he says he heard the unmistakable rattle. Margolin quickly called a company that specialized in getting snakes out of the house.The man who came to collect the rattlesnake was able to quickly get the two and a half foot long reptile out of the home. Margolin says he later noticed one of his dogs was bitten by the snake.Fortunately, Margolin says his dog quickly recovered after being rushed to the animal hospital for treatment. Margolin says the snake was able to get into the home through an open sliding door.  857

Scientists, doctors and the public are eagerly waiting to hear how effective a COVID-19 vaccine will be and how soon it could be available to everyone. But when the vaccine is ready, some will be racing to be first in line, while others will be cautiously waiting to see how it plays out."Only about half of people get a flu vaccination polls are showing. In terms of the coronavirus, that’s saying that a third to maybe as much as half of the population will not want to get a vaccine," said Arthur Evans, the CEO of the American Psychological Association.Evans is concerned about whether people will be willing to get the COVID-19 vaccine when it comes out. How people are educated about the upcoming vaccine will be crucial."Right now, I think there are a lot of people who want to take a vaccine and to get a vaccine, but if people feel that this has been rushed, that they don’t feel all of the normal safety measures have been taken, it's going to be much harder for people to take that step," explained Evans.Dr. Bali Pulendran, a pathology, microbiology and immunology professor at Stanford University, says just because a COVID-19 vaccine is being expedited doesn't mean it's any less safe."It's a very established, lengthy process. It’s expedited now because of certain technologies such as the mRNA technology that really helps you accelerate this process," said Dr. Pulendran.He says the creation of a vaccine is rigorously tested, first with mice, then primates, and finally, humans. Tens of thousands of people are currently choosing to participate in COVID-19 vaccine trials."And so, this is a development and paradigm that has served vaccinology really well. It's really served it well in terms of enabling the licensure of some 20 or more vaccines," said Dr. Pulendran.Dr. Pulendran says every year, the flu vaccine varies in efficacy. For a good year, it could be 90 percent protective, while the next year, the flu shot may only be 10 percent effective. The COVID-19 vaccine is expected to be 60 percent effective."I think for me, personally, if I saw a vaccine coming out in the next year or so that had a 60 to 70 percent efficacy, that to me would be very encouraging," said Dr. Pulendran.The public, though, may still need some convincing."One of the hardest things for the general public to embrace is the idea of probability. We like to know definitively if something works or not,” said Evans. “The reality is that a vaccine is a probabilistic issue. SANTA BARBARA, Calif. (KGTV) -- Federal and state agencies spent most of Sunday morning at Truth Aquatics headquarters in Santa Barbara, the company that operated the Conception. Investigators served a search warrant at around 9 a.m. looking for safety, maintenance, and training records for the boat. Agents also took pictures of the company's two other dive boats. The search warrants are considered "pretty standard" as part of the investigation to find out the cause of the fire and if any crimes were committed. The search comes just days after the owner of Truth Aquatics preemptively filed a lawsuit that could limit the payouts to the victim's families.Thirty-four people were killed in the early morning boat fire on Labor Day. One of the victims was identified by family as Nicole Quitasol. Quitasol lived in San Diego. She worked at Nicky Rottens in Coronado. The Santa Barbara Sheriff says the passengers were trapped by the flames. The Conception's captain and four crew members were the only ones to escape.Coast Guard records show the Conception passed it's most recent inspections with zero safety violations. Authorities are looking into how batteries and electronics were stored and charged and what crew members were doing at the time of the fire. All but one of the victim's bodies have been recovered. The search was called off last week due to weather but is expected to resume on Tuesday. The conception is still underwater. 1456

(KGTV) — Four Congressmen, including House Majority Leader Steny Hoyer, Scott Peters, Juan Vargas, and Mike Levin, participated in an all-access tour of the San Ysidro Land Port of Entry Friday afternoon. Upon finishing the tour, House Majority Leader Steny Hoyer of Maryland said sternly, “There is no crisis at the border. There is no justification for an emergency declaration at the border.” This was a direct contradiction to President Trump's reasoning to build a southern border wall. It has been almost one month since the Department of Homeland Security began implementing the new Migrant Protection Protocol (MPP). The policy forces migrants from Central and South America entering the United States without papers, or those claiming asylum, to in Mexico for the duration of their immigration proceedings. According to the Mexican Citizen Council for Public Safety and Criminal Justice, Tijuana has the fifth highest murder rate in the world. Because of that, Representative Juan Vargas (CA-51-D) strongly rejected MPP.“To be sent back to a place like Tijuana, where they don’t have family, friends, where they don’t have the social connections to be helped and to be safe, I don’t think we should be doing it. I think it is the wrong thing to do. I don’t think it’s our American values," said Vargas.Previous to the new MPP, migrants were released into the United States after their initial process, under the assumption they would return to US Immigration Court at a later time to receive their final status. But Homeland Security said that too many migrants would skip court, and disappear into the US as fugitives. This afternoon, Majority Leader Hoyer used the President’s coined slogan to refute the claim. “That’s fake news. 97% of people show up. That’s a better percentage than the people who show up who are on parole in the United States of America for crimes,” Representative Hoyer said. After touring the facility, the Democrats agreed, solving the immigration issue is not as simple as building a physical wall. Overcrowding the ports with seemingly endless asylum seekers is not the answer either. They were all impressed by the work being done at San Ysidro and hoped all other ports implement the high tech protocols conducted there.“This national emergency declaration serves no purpose other than a political one,” Representative Mike Levin (CA-49-D) said. “If we truly want to solve the problem to the extent to one exists, we need to invest in the technology of the future, just as we have done here at San Ysidro, at all 330 ports of entry.” 2601
