SAN FRANCISCO, Calif. -- Police in San Francisco made a horrifying discovery after a man was reported missing.According to KRON, police found the remains of a headless torso in a fish tank inside a San Francisco home.Neighbors hadn’t seen the homeowner in months and police were called to the home in July to do a wellness check, but men inside the home said the homeowner was simply on vacation.After returning to the house, police found the remains they say were so badly decomposed, they couldn't tell whether the victim was a man or a woman. (KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. (KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. SAN YSIDRO, Calif. (KGTV) — San Diego County will set up a coronavirus testing site at one of the world's busiest border crossings.County Supervisor Greg Cox said Wednesday the testing site will be at San Ysidro Port of Entry's PedWest crossing and serve about 200 tests daily. The testing site will be used for essential workers coming into the U.S. from Mexico and returning U.S. citizens. The walk-up site will also be appointment-free.PedWest serves pedestrians between Tijuana and San Diego. 504
