SAN DIEGO (KGTV) -- Police are investigating after a body was found in Balboa Park Wednesday afternoon. According to officers, the body was found on the 2100 block of Balboa Drive near Juniper Road and the San Diego Chess Club. The cause of death is unclear at this time. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. Or if you're looking to buy a house, get pre-qualified first." 1739

SAN DIEGO (KGTV) -- New details are emerging after an infant was attacked by a pit bull in Logan Heights Monday night.Family members now say the dog broke free of its leash before running to the infant’s bouncy chair. The pit bull was reportedly startled by the chair, leading to the attack.8-week-old Jema Gonzales is said to be in serious condition and has so far had one surgery.RELATED: Baby severely injured by pit bull bite in Logan HeightsThe incident happened on Irving Avenue around 2:30 p.m. Monday. SAN DIEGO (KGTV) - North and South Korea made history Friday by agreeing to officially end the peninsula's civil war. The move brings back chilling memories for Korean War vets in San Diego. 10News reporter Jennifer Delacruz sat down with one of those vets ahead of an Honor Flight to the Washington, D.C. next week. Bob Weishan's trophy room takes him back to a different time -- a time of conflict and destruction."It was interesting," said Weishan. "It's a whole different world that they live in."But when the 87-year-old Korean War veteran looks back today, it's a little different. "It should have happened a long time ago."The resolution of peace between North and South Korea puts even more meaning into the 15 months he was there fighting for freedom.   "You had two options," said Weishan. "One was stay in the trucks and burn to death, or climb out of the trucks and get shot."One of his most haunting memories was watching 100,000 refugees fleeing for their lives. "They were carrying everything they owned with them."Having been there in the trenches, he knows how much his agreement means to those families who left and those still there today. "For the North Koreans, I think they're on their knees every night with prayers that this is a success and that this doesn't fail because it gives them a way out."Although it's still early on, he says it's a step in the right direction. "It's a little bit of hope," said Weishan. "At least they're talking. And if something comes out of it, it could be good."Weishan joins about 25 other vets who leave for their Honor Flight on May 4th.  1670

  

SAN DIEGO (KGTV) — Police have identified the woman shot and killed, allegedly by her boyfriend, at a Point Loma strip mall earlier this month.San Diego Police said 20-year-old Octavia Williams of Phoenix, Ariz., was fatally shot in the parking lot at 4013 W. Point Loma Blvd. just before midnight on Oct. 9.Paramedics transported Williams to the hospital where she died.MAP: Track crime happening in San Diego CountyPolice identified Williams' killer as 41-year-old Joe Bennette Conway. Conway is believed to be Williams' boyfriend, according to City News Service, and the shooting took place after an argument.Conway was described as 5’7” tall and 150 pounds.
