CARLSBAD, Calif. (KGTV) — Many business owners are paying big bucks to move outdoors and comply with state and county health orders. One business owner in Carlsbad said she had to fork up more than ,500 to provide outdoor dining."They said your option is to pay this or you don't get to go outside," said Annie Rammel, owner of Oak + Elixir in the Carlsbad Village.The City of Carlsbad charges 1 for businesses to move onto sidewalks, but it wasn't that simple for Rammel."We were told that the fee would be 1. That's doable for us; we were willing to spend the money to build a beautiful patio where people felt safe."Rammel said she needed to expand into public street parking spaces to make outdoor dining work because there wasn't enough space on the sidewalk. She saw other cities across the county moving quickly to offer low cost or no cost permits for businesses to do the same. She was hoping Carlsbad would follow suit.The Carlsbad City Council voted to approve moving into public spaces on July 28, and Rammel got a permit days later. That came after four weeks of being shut down and working with the city to find a solution."We didn’t want to just put tables on the concrete that are in parking spots next to cars driving by," she said. "We wanted to create a safe space for customers to feel like they could come in relax."Then, the unexpected happened."We got a phone call from the city saying that we actually needed to pay ,500," she said.The city is charging ,200 per parking space plus extra fees. Rammel requested to utilize four spaces."The fee for a curb café is 1 but also includes ,200 per parking space into a fund that is used to create new parking to compensate for the loss of the parking that is converted into a dining area," said David Graham, the Director of Economic Development and Innovation for the City of Carlsbad. "Allowing one business to remove parking means the loss of convenient parking that the nearby shops, restaurants, offices, and personal care services rely upon to draw customers."Despite the circumstances, Rammel got the permit to use four parking spots and built a deck."I begged and pleaded, 'please can we get a prorated amount, can we do month to month, is there any way you can work with us because you are depleting our cash flow at a time where we desperately need cash flow to survive this,'" she said.She paid the fees in full and spent an additional ,000 to have the temporary deck built."When Governor Newsom tells us we can go back inside, we have to tear it down," she said. "We don't get to keep it."The painful costs during an already difficult time were the only solution to keeping way Rammel's business running."We had to pull that ,500 from our savings," she said. "If we're not serving customers, we're not making profits, and we cannot pay our bills."She said leaders from other cities in the county that have waived permitting costs have personally reached out to her to show support.There may be some hope left."We understand that these are not normal times. So, when Oak + Elixer raised the issue of the total cost of the fee due to the ,200 per stall payment into the parking fund, we started working on options. CHARLESTON, S.C. -- Ocean views, seafood and southern hospitality are what travelers can expect when visiting Charleston, South Carolina.“Charleston is a tourist destination," restaurant owner Eli Hyman said. "I think it’s one of the most beautiful cities in the world.”Multiple publications, including Conde Nast Traveler, have ranked it as the number one small city to visit in the U.S. Seventh generation Charlestonian Michael Trouche is an expert on tourism in the city. He’s the owner of Charleston Footprint Walking Tours.“We are unique to America," Trouche said. "We have so many things here that are appealing. We’ve got this magnificent, beautiful, well-preserved city in this large contiguous area of about four-square miles, this wonderful climate with all kinds of blooming gardens and trees. You’ve got Charleston right on the waterfront, right on the Atlantic Ocean… and of course... a great southern hospitality. Charleston has always been known as being a very friendly city, so people just love it. People keep coming here and they keep coming back.”However, the past eight months and counting have been a nightmare for business and restaurant owners like Eli Hyman of Hyman’s Seafood.“It’s kind of spooky quiet... it’s eerie," Hyman said. "Because normally these streets would be bustling in the fall. It’s beautiful weather.”Like most places across the country, the COVID-19 pandemic has hit the city hard. Robert Smith is the owner of a local marketing company called The Chart Group.“It almost was like overnight," Smith said. "First we heard about this virus overseas, and next thing you know we’re shutting our city down.”Considering the Chart Group offers video production and content creation for Charleston businesses, Smith depends on a thriving tourism industry. As everything shut down, his clients could no longer pay for his services. He too had to furlough employees.“Tourism within the last 30 or 40 years has become a major component," Trouche said. "It’s multi-millions of dollars in revenue for the city and for businesses and so it is a big player economically in Charleston.”Some businesses have closed forever and those that have survived had to let go of staff.“We had a staff of close to 200," Hyman said. "We’re down to about 130. We have a significant amount of them – about 40 or 45 – that have been with me for 15 years, so I have no choice but to keep my doors open. I’m going to do it for them.”Walking tours around the city only takes one person and Trouche says even that has been a struggle.“I typically give six day’s worth of tours and many times twice a day. I’ve gotten to the point where I may be giving two or three tours in an entire week.”Thankfully, there is hope. Business owners say tourism dollars are coming back as restrictions have been lifted and people are feeling more comfortable leaving home, especially on weekends. According to Erin Francis-Cummings, the president and CEO of Destination Analysts, research confirms that’s likely true.“Just last week when we surveyed American travelers, one in five said they felt like people in their personal networks were traveling more. They feel like they’ve observed that,” Francis-Cummings said.As we learn more about the virus and what can best protect us, Francis-Cummings says more people are feeling safe about traveling. However, if tourism businesses want to do well, she says they need to show that they care about the safety of their customers.“If they have the protocols in place and people feel safe, they will get business.”Francis-Cummings predicts there will be even more travelers once we have a vaccine. In the meantime, Robert says many are eager for another stimulus package from the government.“Helping these businesses through the pandemic and getting back on their feet in our opinion is the most important thing,” Smith said.Taking it day by day, business owners say they pray they’ll come out of this strong.“With God’s good grace we’ll get out of this soon," Hyman said. CAMERON PARISH, La. – Hurricane Laura made landfall along the Louisiana coast, specifically near the community of Cameron. Not much information has come out from there, in part because several of the roads that lead down there remain flooded. Highway 27, one of the main roads in and out of the communities of Creole and Cameron, is covered in water.A deputy with the sheriff’s office said they had not been able to return to their station in Cameron. They left Wednesday before the storm.The roads are barely passable there – in order to get to an elevated bridge on 27, drivers need to use a gravel shoulder between the main road and the waterway that runs next to it. About 12 miles from the shore, the road begins to flood.It can be a little deceiving here in coastal Louisiana because the coast is made up of bayous and marshes.Some people have taken it upon themselves to bring their personal boats in an attempt to get to some of those communities along the coast.The sheriff’s office said some people did ride out Hurricane Laura in some of those coastal communities, but communications have been spotty at best. As for the roads, the water will need to recede, before the recovery there can truly begin. 1220

CARLSBAD, Calif - — Steve Conboy stands next to a table of wood shavings - surrounding a miniature model of an animal exhibit.He's about to light the tables corners on fire.“Pretty flammable, dry to the bone,” he says. “In a Santa Ana wind it would burn pretty quick.”But along the way, the fire suddenly stops progressing. Conboy says the unburned area has been coated with his product - called the Mighty Fire Breaker.“We have to do more than what we're doing,” conboy says. “We can't just add more firefighters to these type of fires, because there's just too much fuel, and too many houses in wildland territories.”Conboy says the product is environmentally safe, and can be applied to vegetation and wood, he says it can defend a fire's advance for up to a month.His company sells a 50-gallon backpack for ,500, and can also fly a drone to spray hard to reach areas.He also now has the support of Jeff Bowman, who served as San Diego's fire chief during the 2003 Cedar Fire. Bowman’s now speaking out in support of the Mighty Firebreaker.Bowman says he's not being paid and he's not an investor. Instead, he says he believes the firebearker can help firefighters, still dealing with persistent staffing issues.“I just hope somebody sees this and says, 'Let's make the effort to at least try it in a trial burn and see how well it works,'” Bowman said.A spokesman for CalFire says the agency is not using the product, but that it was unclear what the future may hold. 1481
