Medical insurance cost control has become a hot topic around the world.Bone and joint diseases, infections due to traffic accident traumas and other diseases causing high disability rates have affected millions of people worldwide."One of the objectives of the COA international conference is to provide a platform for medical experts around the world to discuss not only clinical techniques but also medical and social problems," said Professor Wang Yan, chairman of the COA.To fully leverage existing professional knowledge and resources, presidents of orthopaedic organizations attending the conference adopted and released the Beijing Declaration which calls for a platform to enhance global and national collaboration and partnerships among the professions, industries and related patient organizations and disciplines.The declaration also stresses maximizing Internet-based learning and encouraging international exchanges."Worldwide, I have one lament, that we've spent so much money on medical research, but very little on orthopaedics. Most governments are more anxious to fund cancer or infectious diseases," said Professor Michael Huggness, president of the North American Spine Society."We think we're a bit handicapped by not having the money to pursue the research. As we get more sophisticated in our treatment, the price does go up. My expectation is that in another five to 10 years, we'll begin to apply some molecular techniques to assist us in healing. Maybe the price will come down when our knowledge base increases. But I think we'll just have to wait for a bit more research and a bit more basic science.""We definitely will... look into this issue of how we can have a suitably assigned budget from the government for orthopaedic care," said Professor K.M. NANJING, Dec. 8 (Xinhua) -- Chinese stargazers will have their best view of a total lunar eclipse in 10 years on Saturday if weather permits, the Zijinshan Astronomical Observatory under the Chinese Academy of Sciences (CAS) said Thursday.Wang Sichao, a research fellow with the observatory, said during the total eclipse, the full moon will not completely disappear from the Earth's shadow, but will take on a brilliant bronze color.He said the eclipse will be the best one seen in China since the last one occurred on Jan. 10, 2001."Theoretically, viewers can observe the eclipse from nearly everywhere in the country on Saturday," said the astronomer.He said the eclipse, the second this year, will last for 51 minutes. It will start at 8:45 p.m. and reach its climax at 10:06 p.m.Wang said Chinese viewers will have to wait until Oct. 8, 2014 to see the next total lunar eclipse.

BEIJING, Jan. 10 (Xinhua) -- China's energy chief said here Tuesday that the country is under greater pressure to ensure energy supply this year as both demand and international competition for resources grows.Liu Tienan, head of the National Energy Administration (NEA), made the remarks when speaking at a national energy work conference."It is always worrisome to have to sustain supply of energy and resources for a country with 1.3 billion people," Liu said.As China is facing a "grim situation" in energy saving and emission reduction, Liu noted, it is urgent to restructure the country's energy use and control the gross consumption volume this year.To ensure a stable energy supply, China will optimize the layout of energy exploration, start construction of energy-transmission projects and other major energy programs while boosting reserves of oil, natural gas and coal in 2012, Liu said.The NEA plans to add another 200 metric tons to the country's coal-producing capacity this year plus 70 million kw of new installed power-generating capacity.If the ecology is protected and people are relocated, China will start construction of hydropower projects of 20 million kw in 2012, according to the NEA.Once safety is ensured, nuclear power will be developed after the country's new safety plan is approved.As for renewable energy development, the NEA plans to launch wind power projects with a total capacity between 15 million kw and 18 million kw, while developing 3 million kw of solar power over the new five-year period ending 2015.Liu said, in 2012, the country aims to provide electricity to another 600,000 people who currently have no access to it and expand electricity access to 5 million people by 2015.The NEA has budgeted 65 billion yuan (10.3 billion U.S. dollars) for upgrading the grids in rural areas.Over the next four years, China will facilitate the development of non-conventional natural gas, such as shale gas and coalbed methane by increasing the number of natural gas users by 100 million to 250 million.A key indicator measuring the economic vitality, power consumption rose 11.7 percent year-on-year to 4.7 trillion kWh in China in 2011. WASHINGTON, Dec. 5 (Xinhua) -- NASA's Kepler mission has confirmed its first planet in the "habitable zone," a region where liquid water could exist on a planet's surface, the U.S. space agency announced on Monday.The newly-confirmed planet, Kepler-22b, is the smallest yet found to orbit in the middle of the habitable zone of a star similar to Sun. The planet is about 2.4 times the radius of Earth. Scientists don't yet know if Kepler-22b has a predominantly rocky, gaseous or liquid composition, but its discovery is a step closer to finding Earth-like planets.Previous research hinted at the existence of near-Earth-size planets in habitable zones, but clear confirmation proved elusive. Two other small planets orbiting stars smaller and cooler than Sun recently were confirmed on the very edges of the habitable zone, with orbits more closely resembling those of Venus and Mars.Kepler-22's star is a bit smaller than our sun, so its habitable zone is slightly closer in. The diagram shows an artist's rendering of the planet comfortably orbiting within the habitable zone, similar to where Earth circles the sun. Kepler-22b has a yearly orbit of 289 days. The planet is the smallest known to orbit in the middle of the habitable zone of a sun-like star. It's about 2.4 times the size of Earth."This is a major milestone on the road to finding Earth's twin, " said Douglas Hudgins, Kepler program scientist at the NASA Headquarters in Washington. "Kepler's results continue to demonstrate the importance of NASA's science missions, which aim to answer some of the biggest questions about our place in the universe."Kepler discovers planets and planet candidates by measuring dips in the brightness of more than 150,000 stars to search for planets that cross in front, or "transit," the stars. Kepler requires at least three transits to verify a signal as a planet."Fortune smiled upon us with the detection of this planet," said William Borucki, Kepler principal investigator at the NASA Ames Research Center who led the team that discovered Kepler-22b. "The first transit was captured just three days after we declared the spacecraft operationally ready. We witnessed the defining third transit over the 2010 holiday season."The Kepler science team uses ground-based telescopes and the Spitzer Space Telescope to review observations on planet candidates the spacecraft finds. The star field that Kepler observes in the constellations Cygnus and Lyra can only be seen from ground-based observatories in spring through early fall. The data from these other observations help determine which candidates can be validated as planets.Kepler-22b is located 600 light years away. While the planet is larger than Earth, its orbit of 290 days around a Sun-like star resembles that of Earth. The planet's host star belongs to the same class as Sun, called G-type, although it is slightly smaller and cooler.Of the 54 habitable-zone planet candidates reported in February 2011, Kepler-22b is the first to be confirmed. This finding will be published in The Astrophysical Journal.

BEIJING, Jan. 6 (Xinhua) -- Beijing will offer residents 20,000 rental bikes this year to ease the city's notorious traffic jams, according to authorities with the Beijing Municipal Commission of Development and Reform.Five hundred rental kiosks will be set up around the city to offer residents over 20,000 rental bikes, the commission said.Beijing has also proposed creating new bike lanes in some areas, including main streets, historical and cultural conservation areas and some major business districts, from 2011 to 2015, according to the commission.The capital city currently has about 5 million vehicles on its roads, leading to serious traffic congestion that frustrates the city's residents on a daily basis."A lack of bike lanes is the reason why I refuse to ride a bike. Bikes and vehicles are using the same lanes, and that frightens me and makes me feel unsafe," said Beijing resident Song Tao.People often park cars on the city's existing bike lanes, pushing cyclists onto the vehicles' lanes, said Song.To ease traffic congestion, Beijing has made various efforts to encourage people to opt for modes of public transportation.On Dec. 31, Beijing opened three new subway lines, bringing the number of subway lines in Beijing to 15, with a total length of 372 kilometers, said Beijing Metro Spokesman Jia Peng.Beijing will open four more subway lines in 2012, according to information released at a rail transit construction mobilization conference.Amid other measures to ease traffic in 2011, city authorities decided to allow only 240,000 vehicles to be registered annually, slashing the new car registrations by two-thirds from the 2010 level.Meanwhile, vehicles are banned from roads one day each week according to license plate numbers.
