SAN DIEGO (KGTV) - For the second time this week, Rancho Bernardo High School Principal Dave LeMaster met with concerned parents Thursday regarding Monday's school threat.Students arrived for class Monday morning to find violent threats spray-painted onto around 20 locations on campus. They all indicated a school shooting would happen that day at noon, with messages including "murder, blood, chaos" and "Florida was nothing".LeMaster told 10News police arrived quickly and within minutes determined there was no credible threat.An email notification went out to parents around 8:30am, after class had started, although LeMaster said if there was a danger, notification would have been sent out much sooner."We work with law enforcement to make sure the situation is secure and everyone is safe, and oftentimes, communication comes after that,” said Poway Unified School District spokesperson Christine Paik.Word of the incident quickly spread among students and their family members, which provides a challenge for administrators to inform parents."In the age of social media and texting, sometimes those unofficial communications will beat us to it ," Paik said. "But we have a responsibility to be accurate before we are able to put out those messages.”One parent told 10News she thinks the school should immediately notify parents of any threat to the school to give them the option of keeping their kids away from campus, but other parents worry that doing so could cause unnecessary panic and disruption.PUSD said it will work on improving the time it takes to send notifications to parents. The district is currently working on adding a text message option for parents to receive such notifications.10News reached out to the San Diego Police Department for an update on its investigation into the threats, but has not heard back. 1856

SAN DIEGO (KGTV) --  Pacific Trails Middle School student Kevin Luo has been crowned the winner of the 2018 countywide spelling bee.The 8th grader won the bee at 12:30 p.m. after a grueling three and a half hours of spelling. This year's winning word was gradine, which is "a low step or ledge, especially one at the back of an altar."Last year's winner was also from Pacific Trails Middle School. Yash Hande advanced to the 90th annual Scripps National Spelling Bee. SAN DIEGO (KGTV) - While San Diego County teeters on the edge of a fall from the state's red to purple tier, local school districts are left scrambling to sort out conflicting directions."It's extremely frustrating. I want to bring kids back on campus more than anyone," said La Mesa-Spring Valley School District Superintendent David Feliciano during an interview with ABC10 News on Friday. His district pushed its reopening date to Nov. 30 but may be forced to stay closed if the San Diego County moves to the purple tier which is the most restrictive tier.If by next Tuesday San Diego County's case rate continues to hit above 7 cases per 100,000 residents, we could be moved into California's purple tier.RELATED: In-Depth: When will San Diego playgrounds reopen?"It puts us in a difficult spot and it especially puts parents in a very difficult spot and we're the ones breaking that news [to them]," added Feliciano.On Friday, officials with the California Department of Public Health wrote to ABC10News, "If a school did not open while the county was in the red tier, and the county subsequently moves to the purple tier, that school will not be able to open for in-person instruction, until the county has returned to the red tier and been in the red tier for two weeks."That goes against what San Diego County officials have been reporting. Its online guidance plan reads in part, "If we are directed by the State to Tier 1, our schools will not be [affected] in their ability to continue in-person education or initiate their in-person education while in Tier 1. SAN DIEGO (KGTV) -- Unions were the big winners as the San Diego Airport Authority decided to require contractors to enter into a project labor agreement in a 5-3 vote. PLA’s entail that unions will not strike and the airport will in turn run all the work through labor unions. Opposition to the PLA says they are worried the project will be even more costly to accommodate union dues and that non-union local workers will be excluded from the job. “It’s completely unfair,” said Steve Stroder, who represents” [they] are being told they can’t work on a project in San Diego.” Unions say their track record of completing marquee jobs on time like the county courthouse and under budget speaks for itself. “I mean we’ve proven that we can do this work,” said Keith Maddox of the San Diego Imperial Counties Labor Council, ”our workers are local.” The vote will be made after several hours of public testimony. 916
