SAN DIEGO (KGTV) -- A local father is just a few days away from reuniting with his family who is in federal quarantine in Northern California at Travis Air Force Base. Ken Burnett's wife and two young children were visiting Wuhan, China when the coronavirous broke out. The city shut down and the three were stranded, unable to fly home. Their 14-day federal quarantine ends on Tuesday. Burnett plans on traveling to Northern California to reunite with his wife and kids so they can all travel back to San Diego together. SAN DIEGO (KGTV) -- A Hillcrest man is still recovering in the hospital after he says he was attacked, leaving him with a head injury and partial paralysis.Ricky Jackle says he was walking with a friend on Robinson Avenue in Hillcrest October 14.“I was out with a friend of mine. Had a few drinks at The Rail.” According to Jackle, that’s when the assault took place.“Last thing I remember, there was a confrontation between the person I was with and somebody else. I tried to get in the middle of it to stop in. I was pushed on my chest, went backwards and hit my head on the curb. Apparently that’s when I bled out. I heard voices, by friend’s voice behind me,” said Jackle.Jackle says after the incident, his friend fled the scene.In tears, Jackle describes how the assault has changed his life. “I can’t work, I can’t do the things I used to do. I’m scared.”“I don’t think anyone should be attacked or a victim like I was, I don’t think it’s right.”While under observation at the hospital, Jackle began to feel numbness in his hands and arms which resulted in loss of movement in his hands, arms and legs, according to a GoFundMe post.“The injury caused swelling which compressed his spinal cord resulting in loss of movment [sic] and some paralysis,” according to the post.Jackle’s cousin, Derrick Roach spoke about the friend who left Jackle following the attack. “He said the reason I left Ricky is with all the blood I thought he was dead. SAN DIEGO (KGTV) - A judge declared a mistrial Monday in the retrial of an undocumented immigrant accused of being the driver in a San Ysidro, California hit-and-run crash which seriously injured a young boy.Constantino Banda Acosta was charged with the crash  on May 6, 2017.Investigators said Banda ran a stop sign and crashed his pickup truck into the Lake family’s Honda Accord.6-year-old Lennox Lake was in a child safety seat at the back of the car. He suffered serious head injuries.Banda left the scene but was arrested about two miles away after Border Patrol agents spotted his damaged truck parked on a street, police said.During Banda's first trial, his passenger, Jorge Adame Ariza, also an undocumented immigrant from Mexico, testified under a grant of immunity during the defendant's two-day preliminary hearing in June that he and Banda had a number of beers that night before the accident.Adame said Banda got into a fight with another man outside a Chula Vista restaurant. Adame told them he picked up Banda but later moved into the passenger seat with Banda behind the wheel during the crash.San Diego police Officer Michael Muniz testified in the first trial that Banda's blood-alcohol content measured .151 and .152 percent -- the legal limit is .08 -- during two breathalyzer tests.Federal immigration officials said Banda has been deported from the United States at least 15 times over the past 15 years, most recently on January 18.A judge will decide Friday whether a third trial will take place. 1544

SAN DIEGO (KGTV) - A growing number of young San Diegans are still having symptoms several weeks or months after getting COVID-19. At UC San Diego, doctors are tracking and treating these so called long-haulers. Some health experts are now saying that the long-haul patient population may become a public health crisis of its own.When Jennica Harris in San Marcos got the coronavirus in March, she expected to bounce right back. Yet, weeks turned into months. “I'm 33 and healthy and young. [I work] out. [I] worked out while I was pregnant [with] lifting weights. High intensity workouts and here I am [with] this slew of doctors that I have to go see and try to figure out why my [heart rate] is so high. I can’t move from the couch and I can’t breathe two months after, three months, and four months after [getting COVID-19],” she told ABC10 News on Tuesday.Nine months after testing positive, the mother of two still battles severe shortness of breath. She's considered a long-hauler, one of the growing number of post-COVID-19 patients who suffer long after testing positive. “I was so angry for so long because I would see people outside partying when I could barely walk two feet to my window,” she added.“We already have several dozen patients and we're starting to get in outside referrals,” said UC San Diego’s Dr. Lucy Horton on Tuesday. She’s working with a team of specialists to treat local long-haulers. Many are in their 20s, 30s and 40s with no underlying conditions and many were never sick enough to be hospitalized when they first got the virus.Dr. Horton told ABC10 News that the cause of ongoing symptoms remains unclear. She said that it could be an auto-immune or overactive inflammatory response but there’s no one treatment available. She added that many of her patients have been ill for months. “What's really challenging as a physician in this situation is that we honestly don't know so when patients ask me, ‘Am I going to be sick for the rest of my life?’ I don't know if they’re going to be sick for the rest of their life,” she told ABC10 News.Dr. Horton and Harris encourage young people to continue taking virus safety measures seriously. “I just say that the decisions you make, make sure that you can live with those decisions,” added Harris. 2288

SAN DIEGO (KGTV) — A popular North Park concert venue has agreed to pay ,000 worth of fines and reimburse the City of San Diego ,000 in police investigation costs.The operators of Observatory North Park agreed to pay the penalties after City Attorney Mara Elliott filed a complaint against the venue on July 3. The complaint alleged the venue's operators were maintaining a public nuisance and operating without required permits. The city attorney's office added that the Observatory has become a source of local complaints for, "noise, violence, teenage drinking, public intoxication, public vomiting, and the accumulation of trash, debris, and human waste."“The Observatory has long dragged its heels on correcting violations that would protect the safety of its patrons and North Park community residents,” Elliott said in a release. “Its managers have agreed to begin following the law, and if they don’t, our Office will be there to hold them accountable.”The building also includes West Coast Tavern next door, which shares restrooms and bar areas with the theater.Between January 2015 and May 2019, San Diego Police received 174 calls to the venue, leading to 500 hours of overtime, the office said.The operators of the North Park venue agreed to address criminal activity and nuisance complaints and obtain all required permits. The venue's mezzanine and balcony will also remain closed until building permits and code violations are addressed. If the Observatory fails to comply with the terms of the agreement with the city, another 0,000 in fines will be issued, the office said.The lawsuit is the latest issue in the city's battle with the venue.
