EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project.The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. They signed a contract with concert promoter Live Nation to bring about 70 acts per year to the venue.Part of the deal called for nearly .3 million of renovations to make it more like a concert venue than a performance hall.RELATED: Renovations underway as Live Nation takes over East County Performing Arts CenterAs that work went on, other problems surfaced. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs.The extra cost for those two combined is about .7 million.To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money.The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said.With the extra work, the venue will now open in the fall of 2019. (KGTV) -- The City of El Cajon is hoping someone comes forward to claim a tortoise found traveling the city's sidewalks Thursday afternoon. According to a post of the city's Facebook page, paramedics came across the "patient" slowly making its way down the sidewalk near Emerald and Washington Streets. The city said jokingly that the creature may be suffering a little "shell shock."The tortoise was taken to the El Cajon Animal Shelter to be checked out and held until the owner comes forward. Check out the full Facebook post below:  581

DUNDEE, Michigan — A 39-year-old woman was charged in connection with a fraudulent dog sale scheme.Police said Vanessa Young sold twelve sick puppies to unsuspecting buyers.Most of the dogs were sold for 0. Young told the buyers the dogs were healthy and registered with the American Kennel Club. However, the buyers discovered the claims to be false and the dogs became very ill shortly after the sale – and some even died, said police. Many of the victims spent thousands of dollars in veterinary care while trying to save and treat the puppies.Dundee Police Chief Tim Garbo said Young’s arrest came after a year-long investigation.Young is charged with felony defrauding and false pretenses and could face up to 5 years in prison or a ,000 fine.She was arraigned in First District Court of Monroe on Tuesday and has been released on bond. 860

EL CAJON, Calif. (KGTV) -- Two firefighters were injured fighting a blaze that sparked near El Cajon Wednesday afternoon according to Cal Fire. Cal Fire says the blaze started on the 5500 block of Dehesa Road around 4 p.m. and burned 25 acres. As of 6:40 p.m. Wednesday, the fire is 50 percent contained. An incident report shows that two firefighters were injured, though the extent of their injuries was unclear. The blaze did for a brief time threaten structures, but none were damaged. Due to the blaze, the San Diego County Sheriff's Department evacuated Vista De La Montana east of Dehesa Road. Evacuation warnings were also issued for Trafalgar Road, Calle De Nicole, and Vista De La Montana. EL CAJON (CNS) - A man who drove drunk and at high speed down a curving Campo roadway, causing a crash that killed his two passengers, was convicted Wednesday of second-degree murder and other charges.Ryan Renz, 26, faces up to 30 years to life behind bars when he is sentenced Dec. 20 for the Jan. 25, 2017, crash that killed his friends, 23-year- old Johnny Ray Meyer Jr. and 26-year-old Dillon Cody Wiltfong.Prosecutors said Renz -- who was on probation and driving on a suspended license due to a prior DUI conviction -- was drunk when he crashed Wiltfong's Volkswagen Jetta into a tree on Buckman Springs Road, near Lake Morena Drive, in the evening hours of Jan. 25.RELATED: Campo crash leaves two dead, driver facing chargesOne of the victims was ejected and the other was trapped inside the vehicle. Renz suffered minor injuries.Deputy District Attorney Laura Evans said Renz and the victims drank throughout the afternoon of Jan. 25 before the defendant got behind the wheel and drove somewhere between 85 to 96 mph down Buckman Springs Road, then crashed the Jetta into an oak tree. The passenger's side of the sedan -- where both Meyer and Wiltfong were sitting -- took the brunt of the crash, according to the prosecutor.Evans said the high speed of the Jetta caught the attention of Border Patrol officers stationed near the scene, some of whom pursued the sedan, but were unable to stop it before the crash. Officers arrived to a "very violent scene," in which the Jetta was found overturned and on fire, Evans said.Mechanical issues were ruled out as a potential cause of the crash by California Highway Patrol investigators, according to the prosecutor. 1677
