SAN DIEGO (CNS) - Rail service along the Los Angeles-San Diego-San Luis Obispo rail corridor will again be suspended Saturday through 5 a.m. Monday from Oceanside to San Diego for track and signal improvements, according to the San Diego Association of Governments.The scheduled rail work in Cardiff-by-the-Sea, Carlsbad and San Diego is the second of two weekend-long closures for track and signal improvements along the LOSSAN corridor. Rail service was also suspended from Oct. 13 to Oct. 15. Rail service for the four railroads affected by the closures -- the North County Transit District, Metrolink, Amtrak and freight line BNSF -- is expected to resume Monday for morning commute hours, albeit with possible delays.Track crews in Cardiff-by-the-Sea will replace rail ties as part of a double-tracking project to add a second rail track between Cardiff-by-the-Sea to the San Elijo Lagoon. Work crews connected the second line to the existing track last month. Workers will also update the rail signals at the Chesterfield Drive grade crossing.MAP: Traffic conditions around San Diego County Crews in Carlsbad plan to prepare the NCTD Coaster Poinsettia Station for a new western alignment of the existing track as well as move existing rail signals at the station to more optimal locations. The .7 million Poinsettia Station Improvements Project "will lengthen and elevate passenger platforms, install a fence between the tracks within the station, relocate a section of the existing tracks, and replace the existing at-grade rail crossings with an undercrossing featuring stairways and ADA compliance ramps on both sides of the tracks," according to SANDAG, which expects the project to be completed in 2020.Crews in San Diego will work on improvements to the San Diego River Bridge and structures along the Elvira to Morena Double Track Project. In addition, NCTD crews and San Diego's Metropolitan Transit System will make improvements to track crossings at the Old Town Transit Center.The rail work is part of SANDAG's Build NCC (North Coast Corridor) program, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure throughout San Diego County. SAN DIEGO (CNS) - The San Diego Association of Governments and Caltrans will begin three nights of overnight closures of northbound Interstate 5 Tuesday night after completing overnight work along southbound I-5 ahead of schedule. Work crews will close northbound I-5 from state Route 52 to Genesee Avenue from 9:30 p.m. to 5 a.m. each night though Thursday, according to SANDAG. The closures are necessary to remove wooden structures that supported the recently completed construction of a trolley overpass at Voigt Drive Neither agency expected to begin closures of northbound I-5 until later this month or early July due to similar work on a trolley overpass spanning southbound I-5 at Nobel Drive, which began June 9. Those closures were expected to last until June 28 but concluded early last Tuesday morning. SANDAG expects to conduct additional closures of northbound I-5 June 23-27. The closures are part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by San Diego's Metropolitan Transit System from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. Construction on the extension began in 2016 and is scheduled to be completed in 2021. 1548

  

SAN DIEGO (CNS) - San Diego Gas & Electric is requesting that the California Public Utilities Commission waive a state-mandated high usage fee that affected some 105,000 SDG&E customers during the summer months, the utility announced Tuesday.According to SDG&E, the fee causes electricity bills to spike during months when energy use is higher than normal. Customers who used more than 400 percent of their baseline allowance were charged for their high usage and could have saved roughly per month if they had not been charged. The utility have saved roughly per month if they had not been charged.``It was a challenging summer for our customers, particularly for people who experienced dramatic increases in their bills due, in part, to the high usage charge,'' said Scott Crider, SDG&E's vice president of customer services. ``We're committed to doing everything we can to develop proposals that provide some relief to high bills, and we're starting with requesting to eliminate this charge.''RELATED: San Diego Gas & Electric address high power billsSDG&E is also considering eliminating seasonal pricing, paying out the California Climate Credit as a lump sum in August to offset high energy use during summer and conducting a revised baseline allowance study. Those three changes in accordance with the elimination of the high usage fee would deliver significant cost savings to utility customers, according to the company.SDG&E doesn't know when the commission may rule on the request, but the company hopes to get rid of the high usage charge before summer 2019.Residents can also avoid high usage charges by enrolling in one of the utility's time-of-use pricing plans at sdge.com/whenmatters. 1741

  

SAN DIEGO (CNS) -- San Diego Comic-Con announced its “Comic-Con@Home” event will take place on the originally scheduled dates, July 22-26, and the event will be entirely free.After canceling its in-person events at the San Diego Convention Center in April due to “circumstances involving the COVID-19 pandemic and California’s restrictions against large gatherings,” Comic-Con had teased about home events for weeks, finally revealing this week some sense of what that will entail."For the first time in our 50-year history, we are happy to welcome virtually anyone from around the globe," said SDCC spokesperson David Glanzer. "Though stay-at-home conditions makes this a very difficult time, we see this as an opportunity to spread some joy and strengthen our sense of community."RELATED: San Diego Comic-Con 2020 canceled due to pandemicAn online exhibit hall will still sell merchandise, and multiple panels and presentations about comics and popular culture will be available for attendees.
