SAN DIEGO (KGTV) San Diego real estate icon Doug Manchester lost his nomination to be the ambassador to the Bahamas after a series of emails that may have implied pay for play proposition, according to a new report.The report, from CBS News, uncovered an email exchange between Manchester and Republican National Committee Chair Ronna McDaniel. The exchange came just days after Manchester returned from a humanitarian trip to the Bahamas to provide post Hurricane Dorian aid. President Trump nominated Manchester to the ambassadorship in 2017. Brown said Manchester withdrew the nomination after an arson attack on his family in April. It is common for political donors to receive ambassadorships. In fact, Manchester contributed million to Trump's inaugural committee.Political analyst John Dadian noted, however, that the contributions cannot be made with anything in return expected. "The first part of his quote should have stopped there: 'I cannot contribute because I'm here,'" Dadian said. (KGTV) - A fire on the USS Bonhomme Richard at Naval Base San Diego started Sunday morning and as of Monday afternoon, continues to burn, adding smoke to the sky and raising concerns over air quality in San Diego.Related: USS Bonhomme Richard fire: 57 treated for injuries after fire erupts aboard Naval Base San Diego shipBill Brick is the Chief of Monitoring and Technical Services Division at the Air Pollution Control District and said there are concerns in some areas but not everywhere. He said they have received reports of people smelling the smoke as far away as Oceanside and Escondido. According to Brick, those people who are farther away may be able to smell the smoke but the particulate matter is less concentrated, so it should not pose a health risk.He said the people who should be aware of health concerns are those nearby the fire who end up directly in the path of the smoke due to wind and also those with prior health concerns such as asthma, lung or heart problems. He said if anyone is close enough to smell the smoke and also gets irritated eyes, they should also be aware that there could be health risks. For any of those people, he advises to avoid exercise, go inside and close the windows to avoid breathing in that air.Brick also said that a problem with this fire is they don’t know exactly what has burned. While the Navy has said they are still within EPA standards, Brick said the focus has been on fighting the fire so it has been hard for them to determine everything that has burned. Brick said they did take samples of the air to see if anything toxic is in the air, but those results will not come back for a few days, so he advises everyone to use caution while the fire still burns. 1751

SAN DIEGO (KGTV) Sewage contaminated water is keeping swimmers out of the ocean in Imperial Beach. Late Tuesday afternoon, The County of San Diego Department of Environmental Health extended an existing water contact closure to include all of Imperial Beach. The original closure was issued on June 27th for the Tijuana Slough National Wildlife Refuge shoreline. According to the county, sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary. Eric Syverson is a life long resident of Imperial Beach. He keeps a close eye on what's happening in the Tijuana River Valley. "It was dry on Saturday, not dry on Sunday. Monday, we wondered what was going on and now, Tuesday, there was quite a bit of flow this morning and it just smelled horrible and it’s green,” said Syverson. The water was pooling under the bridge on the north side of Dairy Mart Road. "At six a.m. this morning, probably double the volume that’s flowing right now and the air was twice as bad, you couldn’t breath under this bridge this morning," said Syverson. According to a San Diego inspector with the International Boundary and Water Commission, there was transboundary flow Monday night into Tuesday morning from a ruptured potable water line. The IBWC estimates 300,000 gallons of treated and untreated wastewater flowed into the U.S. Initially, the IBWC said the figure was much higher; roughly two million gallons. The number was revised after the inspector determined their gauging station was not accurately recording the flows. Members of Citizens Against Sewage are skeptical. "I’m looking at the gauge data from the river gauge from IBWC's information. We put values on those numbers that they provide, and it’s over seven milllion gallons,” said Lance Rodgers, Co-Founder of Citizens Against Sewage. Syverson said it's the same problem with no solutions from either side of the border. "I mean, why should we even have to think about it. SAN DIEGO (KGTV) In light of the death of George Floyd in Minnesota, the Racial Justice Coalition of San Diego is calling for a ban on all neck restraints used by law enforcement officers."They are inhumane, they are improper," said Yusef Miller with the coalition.Miller has called on San Diegans to write to local leaders demanding a ban on any neck restraints still used by officers.It's called the I can't breathe campaign."Whether kneeling on a neck, which is unconscionable or putting them in a carotid restraint, we're saying to ban all those restraints," he explained.Under the San Diego Police Department's use of force policy, carotid restraints are approved.Officers are not allowed to use their knees.A chokehold cuts off a person's air supply and can be deadly, which is banned by SDPD.The carotid restraint instead cuts off the blood supply, which can knock a person unconscious but is considered less dangerous overall."The carotid restraint becomes the chokehold in the field, and people are killed in this manner," said Miller. "We want all neck restraints banned, not only in San Diego, not only statewide, but throughout the nation."The renewed call to action comes after a video posted to social media showed an officer in Minnesota kneeling on George's Floyd's neck, an unarmed black man."He never even flinched, he never stopped for a second, he didn't take any pressure off for even one second," said Walter Cameron with the group Showing Up for Racial Justice.
