The Gilroy Garlic Festival shooter, Santino William Legan, died from a self-inflicted gunshot wound to the head, Gilroy Police Chief Scot Smithee said Friday during a press conference.Legan's death was ruled a suicide, Smithee said, citing Nicole Lopez of the Santa Clara County Coroner's Office.When the shooting first began, Legan exchanged fire with three Gilroy police officers, Smithee said."I do know that the suspect was hit multiple times by the rounds the officers fired, which put him down," he said. "It appears now, with that ruling on the cause and manner of death, that once he was down, he was able to get a round off and he shot himself. The Congressional Budget Office said Monday that the U.S. economy could be .7 trillion smaller over the next decade than it otherwise would have been if Congress does not mitigate the economic damage from the coronavirus.The CBO, which had already issued a report forecasting a severe economic impact over the next two years, expanded that forecast to show that the severity of the economic shock could depress growth for far longer.The new estimate said that over the 2020-2030 period, total GDP output could be .7 trillion lower than CBO had been projecting as recently as January. The CDC announced on Thursday that cigarette smoking rates in the United States have reached recorded lows with just 13.7 percent of the adult population smoking cigarettes in 2018. The percentage of smokers is just one-third from the number of smokers from 50 years ago. The CDC said that 19.7 percent of American adults used tobacco products in 2018. Cigars are used by 3.9 percent of adults; e-cigarettes by 3.2 percent of adults; smokeless tobacco by 2.4 percent of adults; and pipes, water pipes, or hookahs by 1 percent. The CDC said nearly 18.8 percent of tobacco users use two or more products. “This marked decline in cigarette smoking is the achievement of a consistent and coordinated effort by the public health community and our many partners,” said CDC Director Robert R. Redfield, M.D. “Yet, our work is far from over. The health benefits of quitting smoking are significant, and we are committed to educating Americans about the steps they can take to become tobacco-free.”While overall tobacco use has declined, e-cigarette use is on the rise, especially among young adults.
