SAN DIEGO (CNS) - For yet another week, San Diego County avoided the fate of dropping into the dreaded purple tier of California's coronavirus monitoring system, with an adjusted case rate of 6.5 new daily COVID-19 cases per 100,000 population.While the county's unadjusted case rate is 7.4 per 100,000 -- enough to be in the most restrictive purple tier, which has a floor of 7 per 100,000 -- the high volume of tests the county is able to perform daily allows for an adjustment from the state. If a county reports statistics meeting metrics in a higher tier for two consecutive weeks, it will move into that more restrictive tier for a minimum of three weeks.The state's health equity metric, which looks at the testing positivity for areas with the lowest healthy conditions, dropped from 5.5% to 5.1% and entered the orange tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.County health officials reported 269 new COVID-19 infections and seven deaths Tuesday, bringing the case total to 55,210 and the death toll to 877.Five men and two women died between Oct. 22 and Oct. 25, with one death occurring July 19. Their ages ranged from early 60s to mid-80s. All had underlying medical conditions.Of the 10,456 tests reported Tuesday, 3% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.7%. The 7-day daily average of tests is 11,173.Two new community outbreaks were confirmed Tuesday, one in a daycare and one in a business. In the past seven days, 24 community outbreaks were confirmed. SAN DIEGO (CNS) - Authorities today publicly identified a U.S. Border Patrol agent who fatally shot a Mexican national last month during a scuffle just north of the international line in San Ysidro.Ryan Gonsalves, a nine-year member of the federal agency who is assigned to its Imperial Beach station, opened fire on 30-year-old David Angel Villalobos-Baldovinos early on the evening of Oct. 23 near Las Americas Premium Outlets mall on Camino De La Plaza, according to the San Diego Police Department.The events that led to the deadly gunfire began about 5:45 p.m., when Villalobos-Baldovinos allegedly tried to enter the United States illegally and was confronted by Gonsalves, SDPD Lt. Andra Brown said.When the agent tried to detain Villalobos-Baldovinos, a struggle broke out. During the fracas, the lawman shot the suspect once in the upper body.Gonsalves suffered minor injuries during the fight, Brown said. Gavin Newsom will reverse the decision. Jesus Cecena, 59, was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range. The officer died in the street, his hand still on his service revolver.Cecena was granted parole Wednesday during a video-conferenced hearing at Valley State Prison in Chowchilla. SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. SAN DIEGO (CNS) - A Vista man who possessed child pornography and also secretly recorded an underage girl showering at his home via hidden camera was sentenced Friday to seven years in federal prison.Following his release from custody, Jeffrey John Lenhof, 41, will also be on supervised release for 10 years, during which he will be required to comply with conditions that include a prohibition from having contact with minors or accessing the Internet.Lenhof pleaded guilty last year to a receipt of child pornography count, following a law enforcement investigation into suspected child pornography on his computer.Homeland Security Investigations found that from as early as March 2017, child pornography files were made available from his home via a peer-to-peer file-sharing program, the U.S. Attorney's Office said.A search warrant served at his home in April of 2019 resulted in the seizure of three computers, an iPhone and an SD card that contained child pornography or were used to download or view child pornography, according to the U.S. Attorney's Office.Investigators also found videos that appeared to have been recorded with hidden cameras in his home and other locations.One video showed a teenage girl, aged 13 or 14, entering the bathroom of his home, undressing and showering, with no indication she is aware of the camera's presence, court documents state.
