(KGTV) - Caltrans has begun installing spikes along the Coronado Bridge, designed to deter suicide jumpers. “It’s more of a psychological deterrent than anything else,” says Rhonda Haiston, the founder of the Coronado San Diego Bridge Collaborative for Suicide Prevention. Her group has campaigned to get barriers installed on the bridge.The four-inch spikes may not serve as a physical barrier, but they may slow people down she says. “If we can just give them a little extra effort they have to go through, we can stop them, talk to them,” says Haiston. Caltrans said the project had an estimated cost of 0,000 to 0,000. The spikes will be placed along both sides of the bridge across the 2.1 mile span. The project will take several nights, with lane closures beginning at 8 p.m.Meanwhile, Caltrans says it is still researching other long term solutions that could consist of fences, heightened barriers, glass panels or nets. CLEVLAND, Ohio — The FBI is investigating civil rights issues inside the Cuyahoga County jail according to a damning report detailing serious problems inside the jail.The details of the incident involving the use of force as a punishment, as well as the FBI's involvement were blacked-out in a version of the report released by Cuyahoga County on Wednesday.However, a complete version obtained by WEWS television station investigators confirm "this particular UOF incident was turned over to the Federal Bureau of Investigation, Cleveland...for further investigation."According to the report, prepared by the US Marshals at the request of county leaders, the Facility Review Team confirmed use of force is used as punishment inside the jail.The report also noted more than 100 interviews with inmates and detainees "reveal strong and consistent allegation of brutality, UOF punishment, and cruel treatment at the hands of the Security Response Team (SRT), whom the detainee/inmates refer to as "The Men in Black" based on their black para-military uniforms."Inspectors also noted that body cam video revealed "aggressive conduct and behavior as well as abusive, explicit language used by SRT members direct at detainees/inmates."US Marshal Pete Elliott confirmed that both the FBI and Cuyahoga County's Inspector General are conducting investigations into civil rights issues inside the jail.Since late June, at least six inmates have died at the jail. Inspectors noted the jail failed to conduct reviews of the deaths and cited "insufficient and unclear answers" regarding the deaths.The report also found there have been 55 suicide attempts at the jail in the last 12 months.Cuyahoga County leaders have pledged improvements at the facility and say some changes have already been put in place. 1818

  

College enrollment is dropping sharply among high school seniors.A new report finds the number of students who immediately went on to college this year fell by nearly 22% on average.Breaking that down by area, under-served communities have been hit hardest, nearly a 30% drop for low-income high schools and 33% for high poverty high schools.The National College Attainment Network funded the research. They tell us students lost access to support networks when schools went virtual.And then, many students in communities hit hardest by COVID-19 didn't have a choice other than to get a job and support their families.“They get used to that. Their families get used to that. Their families need that from them, and it makes the idea of thinking about college later in life after high school graduation all the more impossible,” said Kim Cook, Executive Director at the National College Attainment Network.The group's biggest message is to stay engaged.It's not too late to apply for federal student aid, like the Pell Grant or subsidized student loans.There are online resources through the U.S. Department of Education and platforms like the Common App that offer chat options to answer questions.Even just a couple classes at a community college will help keep you on track. You can also reach out to institutions you previously applied to but felt like you couldn't go to. Talk to the financial aid office about how your circumstances have changed.“This is all about making it an open conversation and reaching out to those supports and telling them you'd like to enroll and asking them to help you make that happen and what kind of options you have now,” said Cook.The data suggests that declining college enrollment will not only continue, but possibly get worse next fall.This time of year, current seniors should be focusing on keeping grades up and writing essays for applications. 1897
