NANJING, Feb. 3 (Xinhua) -- China's Vice Premier Wang Qishan said on Monday that the country should take advantage of the rare opportunity to expand the outsourcing industry.     The State Council has identified 20 pilot cities to take part in a program that offers perks to businesses that opt to participate in outsourcing. The program will help ensure economic growth, industry restructuring and the job promotion -- notably for the college graduates, according to Wang in an industry meeting held on Monday in the east city of Nanjing.     The government would offer more support in tax breaks, financing, and vocational training, Wang said.     The Vice Premier noted it was important to nurture China's outsourcing industry, and local governments should create sound legal conditions to pave the way for the industry expansion.     Twenty cities, including Beijing, Shanghai, Xi'an, Suzhou and Hangzhou, have been designated for pilot service outsourcing programs. Beginning Jan. 1, these companies are eligible for tax breaks, financial support, subsidies and intellectual property rights protection, the Ministry of Commerce (MOC) said on Monday.     More multinational companies and financial institutions, hard hit by the global financial crisis outsource their business to less costly regions. This creates an opportunity for Chinese outsourcing companies, said vice minister of MOC Ma Xiuhong.     McKinsey, the New York based consultancy, said in a report last month that China posted rapid growth in the business but was lagged behind India, whose market value was nine times that of China.     The report said that despite the challenges, China still had potential to become the main outsourcing destination in the future.

BEIJING, March 7 (Xinhua) -- Another Chinese delegation of businesses and industry leaders, led by the Ministry of Commerce (MOC), left for four European countries Saturday for investment and economic cooperation, the MOC said.     The business delegation, following purchases totaled more than 10 billion U.S. dollars in Europe by a Chinese procurement delegation in late February, are heading for the same destinations of Germany, Switzerland, Spain and Britain.     The new delegation will explore investment opportunities on areas of automobile, machinery, textile, food, electronics and technologies relating to energy saving and environment protection.     An MOC official said "the move would further strengthen cooperation between Chin and Europe and create a win-win result in tackling the global economic downturn."     The delegation are composed of more than 20 top Chinese companies, as well as several national trade associations and government officials.

BEIJING, March 1 (Xinhua) -- China has issued a circular Sunday "stoutly" ordering officials at all levels not to spend public money on sightseeing overseas.     The circular was jointly issued by the General Office of the State Council and the General Office of the Communist Party of China Central Committee amid a situation where many Chinese officials have been using public money to pay for their personal travel disguised as business trips.     The Chinese government hoped officials at all levels to set an example for other people to cope with the financial crisis and overcome the obstacles in economic development.     According to the circular, all overseas business trips should be arranged strictly. The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. And they should not claim reimbursement for personal trip costs or resort to companies or inferior departments to cover their travel spending.     Xinhua reported in last December that two officials were removed from their posts in east China's Jiangxi Province for being implicated in overseas sightseeing disguised as study tours earlier in 2008.     Liu Zhongping, who was on an 11-member delegation to the United States and Canada in April, was ousted from the dual posts of Party secretary and Chief of the Office for Foreign and Overseas Chinese Affairs of Xinyu City. Also ousted was Liu Qun, a deputy of Liu Zhongping's office.     Liu's office reportedly fabricated the delegation's agenda to get approval by higher authorities, prolonged the trip against rules, and taking kickbacks while buying air tickets for officials.     China urged discipline inspection departments at all levels to tighten supervision and auditing over funds used for overseas business trips and expose and punish violators severely

RIYADH, Feb. 10 (Xinhua) -- Chinese President Hu Jintao met Saudi Arabian King Abdullah bin Abdul-Aziz here Tuesday on deepening the two countries' friendship and cooperation.     Hu arrived here earlier in the day at the start of his "journey of friendship and cooperation" to Saudi Arabia and four African countries.     In a written statement issued upon his arrival, Hu said he would exchange views with the king on China-Saudi Arabia ties and global and regional issues of common concern, including ways of addressing the international financial crisis.     Since China and Saudi Arabia established diplomatic ties in 1990, bilateral relations have developed steadily, with increasing exchange of visits at different levels and expanding cooperation in various sectors. BEIJING, April 14 (Xinhua) -- Chinese President Hu Jintao on Tuesday met with Papua New Guinea's Prime Minister Michael Thomas Somare.In their meeting at the Great Hall of the People in downtown Beijing, Hu said bilateral relations have made significant progress since both countries forged diplomatic ties in 1976, citing frequent high-level visits, deep political trust and fruitful cooperation in all fields.     Hu appreciated Papua New Guinea's unswerving adherence to the one-China policy and support on China's peaceful reunification. He proposed both countries step up mutually-beneficial cooperation in key areas such as trade, agriculture, forestry, fishery, transportation, resources and energy.     Hu said the Chinese government encouraged and supported Chinese businesses to invest and operate in Papua New Guinea.     Somare, who was here for an official visit, said Papua New Guinea cherished its relations with China, which was a sincere and reliable partner.     Somare said his country respected China's sovereignty and territorial integrity and adhered to the one-China policy.     He thanked China for offering generous assistance to his country for many years.     He said his country would like to work more closely with China on trade, energy, resources and construction.     Somare is to visit south China's Hainan Province for the 2009 meeting of the Bo'ao Forum for Asia (BFA) from April 17 to 19.
