OCEANSIDE, Calif. (KGTV) - The San Diego Humane Society is asking for the public's help in solving an animal cruelty investigation. Around 5:30 p.m. on April 29 Humane Officers received a call about a loose goat running in and out of traffic at the busy Oceanside intersection of College Boulevard and Marvin Street.Oceanside resident Scott Palmer made the call when he noticed the goat on his commute home. “I literally told him to sit and stay, don’t know what I was thinking but I tried to distract him, and then he followed me to my car," said Palmer.Palmer described him as being as friendly as a dog.A Humane Law Officer picked up the goat and then received surveillance video of the incident. The footage shows two people abandoning the goat and driving away in a 4-door, white pickup truck.“It’s ok for you to come to us, please don’t abandon your animals when you can bring them to San Diego Humane Society and we'll take care of it for you," said Dariel Walker, with the Humane Society. She says if you cannot afford the fee, the Humane Society can still help. OCEANSIDE, Calif. (KGTV) -- A medical examiner’s report gives new details about an Oceanside plane crash in January. According to the report, 58-year-old Raymond Petty Jr. had cocaine and marijuana in his system at the time of the crash. Initial reports indicated that Petty was the pilot, but the Oceanside Police Department said it was possible to fly the plane from either seat. The plane crashed into a hillside off State Route 76 near Canyon Drive in late January. Heavy fog in the area blanketed the crash site, preventing it from being spotted for several hours. Now more than ever, the impact of not having enough minority schoolteachers is part of the conversation, with efforts focused on undoing systemic disparities.“For so long, I think people have been uncomfortable having discussions about race and how that influences not only students but teachers in a school setting, where you are learning about what society is supposed to look like,” said Eric Duncan, Senior Data and Policy Analyst at The Education Trust.Duncan is part of The Education Trust’s Education Diversity Team, a group that advocates for higher achievement of all students, particularly those of color or living in poverty.Research in Sage Journals found minority students have more favorable perceptions of minority teachers, which can translate to better academic outcomes. Yet, teachers of color make up just 20% of the workforce. Close to 40% of all schools don't have a single teacher of color.Meanwhile, racial and ethnic minority students now make up a majority of the public-school population.Schools have made gains recently hiring more teachers of color, but retention is an issue because they leave the workforce at a higher rate than white teachers. The Education Trust found that's in part due to working conditions.Minority teachers often take on additional roles outside of teaching that they are not paid or even recognized for.School culture is another significant factor.“Discipline policies that educators of color are frankly tired of seeing and our country is tired of seeing the way that students are over disciplined, are misunderstood, particularly students of color, are driven out of school, are suspended for minor misconducts,” said Duncan.The Education Trust has recommendations on how schools can retain teachers of color, starting with collecting data by race and ethnicity on recruitment, hiring and retention. And also, providing scholarships, loan forgiveness or repayment, and relocation incentives.The group also suggests developing leaders that promote positive working conditions for a diverse workforce, and ensuring curriculum, learning and work environments are inclusive of all racial ethnic groups. 2162

On the same day Dick's Sporting Goods announced it would no longer carry assault rifles, Walmart said on Wednesday that it is raising the minimum age to purchase a firearm from 18 to 21. The announcement comes two weeks after a 19-year-old confessed gunman took the lives of 17 people at a high school in Parkland, Florida. The massacre has since reignited a national debate on gun control. It has also caused a number of companies, most notably Delta Airlines and Enterprise Rental Cars, to end its support of the National Rifle Association. Walmart said it will begin enforcing the new rule as soon as possible. The company said the rule is one of many Walmart has implemented that goes beyond federal gun laws."We take seriously our obligation to be a responsible seller of firearms and go beyond Federal law by requiring customers to pass a background check before purchasing any firearm," Walmart said in a press release. "The law would allow the sale of a firearm if no response to a background check request has been received within three business days, but our policy prohibits the sale until an approval is given."Walmart added that in 2015, it stopped selling some assault rifles, including AR-15s.
