BEIJING, Aug. 17 (Xinhua) -- Chinese experts on Tuesday refuted claims by the Pentagon released in a report that China is developing cyberwarfare capabilities, saying that the U.S. military was attempting to blacken China's image."I've never heard about any plans by China to develop its cyber attack forces, not to mention China's so-called 'organized cyber intrusion," Hu Qiheng, president of the Internet Society of China (ISC) told Xinhua on the sidelines of the China Internet Conference, which opened here Tuesday."It is a mere fabrication that China is using computer technologies to intrude on other countries' sovereignty," Hu said. The Chinese expert's comments came after the U.S. Department of Defense concluded early Tuesday in its annual assessment report sent to the U.S. Congress that "China is fielding...cyberwarfare capabilities to hold targets at risk throughout the region.""The U.S. purpose (of releasing such a report) is to tarnish China's image and exaggerate the threat China poses," Hu said. The U.S. was the top country of cyber attack origin in 2008, accounting for 25 percent of worldwide activity, according to a report by U.S. security firm Symantec. The ISC said more than 1 million Internet Protocol addresses in China were controlled by overseas hackers while 42,000 Chinese websites were tampered or hacked in 2009.Ni Feng, deputy director of the Institute of American Studies with the Chinese Academy of Social Sciences, said the United States has greatly outstripped any other country in terms of Internet technological power."As the source of Internet technology, the United States enjoys the most advanced Internet technologies and equipment in the world," Ni said, "thus it makes no sense and is beyond my comprehension for the United States to play up such cyber threat from China.""Maybe the only reasonable explanation is that the United States has always been on the alert for China's development," Ni said. "The U.S. government needs this kind of rhetoric as an excuse to scale up its cyberwarfare capabilities and win support from Congress, the media and the public at large.""If the United States continues such behavior, looking for topics to attack China, the mistrust between the two countries will only get worse," he added.

BEIJING, July 14 (Xinhua) -- China publicized regulations on natural disaster relief on Wednesday. The regulations, which make clear the responsibility of governments in disaster relief work, will take effect Sept. 1, 2010.According to the regulations, leaders of governments at all levels will be held accountable for relief work, and the nationwide relief work is to be commanded by the national disaster reduction authority. The regulations also stipulates that governments above county level are responsible for mapping out emergency response plans, providing transportation and communication facilities to disaster relief work, designating emergency shelters and training disaster relief teams.Further, the Legislative Affairs Office of the State Council issued a statement Wednesday, further clarifying the regulations. The statement notes that China is a natural disaster prone country. Over the past two decades, natural disasters have killed 4,300 people each year. The central government has allocated over 5 billion yuan (737 million US dollars) of annual relief fund during the past five years. The statement goes on to say that disaster relief work is still plagued by several problems, such as slack supervision over donations and other concerns. To address this problem, the regulations stipulate that donations could only be used in relief work. Governments at all levels, including grass-roots communities, should make public all information about donors, amounts of donations, and its specific usage. The regulations also stipulates that governments at all levels must devise a supervisory system dealing with complaints and whistle blowers, to prevent abuse of disaster relief donations and materials.

BEIJING, June 16 (Xinhua) -- China's National Meteorological Center (NMC) issued a rainstorm alert Wednesday as heavy rains were expected to pound the flood-affected southern provinces. Most regions in south China, including provinces of Guizhou, Jiangxi, Zhejiang, Guangdong, and the flood-hit Fujian, Hunan and Guangxi Zhuang Autonomous Region, would experience heavy rain or rainstorms between 8 a.m. Wednesday to 8 a.m. Thursday (Beijing time), the NMC said.Rainstorms were forecast for south China also during the next three days, while regions in Xinjiang Uygur Autonomous Region in northwest China, Inner Mongolia Autonomous Region in the north, and northeastern China would also experience rainfalls, it said. The observatory warned local authorities in south China, especially in the flood-battered regions, to get prepared for possible floods and geological disasters. In Fujian, heavy rains have triggered landslides and flash floods, which engulfed two vehicles in Nanping City and left at least six people dead as of Tuesday.China's Office of State Flood Control and Drought Relief Headquarters has dispatched work teams to the southern provinces of Hunan, Fujian and Guangxi and to Xinjiang after heavy rains hit the regions.

WASHINGTON, June 19 (Xinhua) -- The International Monetary Fund's chief Dominique Strauss-Kahn on Saturday welcomed China's decision to further reform its exchange rate mechanism and said that the move will benefit Chinese consumers.China's announcement is "a very welcomed development," Strauss-Kahn said in a statement. The move "will help increase Chinese household income and provide the incentives necessary to reorient investment toward industries that serve the Chinese consumer," he said. The People's Bank of China, China's central bank, earlier on Saturday announced a decision to proceed further with the reform of the exchange rate regime to enhance the flexibility of the RMB's exchange rate.

ZHOUQU, Gansu, Aug. 9 (Xinhua)-- Premier Wen Jiabao has urged rescuers to race against time to search survivors after catastrophic mudslides hit a northwest China county and left nearly 1,300 people missing Sunday. At least 127 people have been confirmed dead and 1,294 others were reported missing in rain-triggered mudslides in Zhouqu County, Gannan Tibetan Autonomous Prefecture in Gansu Province, early Sunday morning."For those who were buried under the debris, now it's the most crucial time to save their lives," Wen stressed during a meeting held at the county government late Sunday night. He said the search and rescue work must not be halted as long as the possibility for finding survivors still exists. He instructed the rescuers to locate places where most people were buried or trapped and to clean the sludge as soon as possible.Wen also demanded that traffic, power supply and telecommunication in the county should be resumed as soon as possible."And people who have been evacuated should be taken good care of," Wen stressed.
