SAN DIEGO (KGTV) - Newly-released census numbers show residents are fleeing California and San Diego County in sizable numbers.10News found Angie Romero in Lemon Grove outside a U-Haul trailer, packed with rented wine barrels she will be using as decor for her 50th birthday party.  She'll likely be renting another U-Haul in the not-so-distant future."The cost of living puts you in another mindset.  I'm getting older and start wondering about my future," said Romero.RELATED: San Diego group calls for rent controlRomero, who works in sales, plans on packing up and leaving the state within the next two years.  One reason: the rent for her City Heights apartment."I've lived there three years, and every year it's gone up either or ," said Romero.Romero is hardly alone. San Diego’s median rent rose 3.9 percent to ,548 compared to 2.8 percent in the rest of the country, according to Zillow. Home values rose 10.1 percent to 1,100.According to the latest census numbers, in the year-span ending July 2017, adding up all the people moving into and out of California translates into a net loss of 138,000 people. In San Diego County, there is also an apparent exodus with a net loss of nearly 16,000 people in the year ending in July 2017. In the previous year, there was a loss of 8,300 people.RELATED: Zillow: San Diego housing near 'crisis level'Based on the U.S. Census Bureau's American Community Survey, most of those leaving are lower income.  Some are middle income.Sharon Robinson, sales manager at Johnson Storage and Moving, says she's seen the local exodus pick up the last few years, led by residents fed up with housing costs and taxes headed to lower-cost states like Nevada, Arizona and Texas.  Other states favored by Californians include Colorado, Idaho, Florida, Washington and Oregon.RELATED: Report shows millenials relying on family to pay for housing  1947

SAN DIEGO (KGTV) – Monday, community leaders demanded reforms following the release of body camera video showing San Diego police officers shooting a robbery suspect over the weekend.Monday, SDPD said he was in the ICU with life-threatening injuries.“I'm asking for SDPD to put an aggressive plan together to ensure that [with] any officer-involved shooting that within 48 hours to 72 hours a video from the body worn camera footage is released,” said Rev. Shane Harris with the People’s Alliance for Justice.Body camera video released on Sunday by SDPD shows the moment leading up to Saturday's shooting. Police said they were patrolling Downtown when they saw Leonardo Hurtado Ibarra in a red jumpsuit and recognized he was wanted for a robbery.From a street camera, Ibarra is seen reaching in his waistband and raising his arms toward officers. Under Ibarra, body camera footage shows what police said was a gun wrapped in a bandana.“They went in guns blazing and this is not the training that they have,” said community activist Tasha Williamson on Monday. She added that the police should have called for back-up before the confrontation.“People are saying he pointed the gun at the officer and we're simply saying how is that because the officer on video show him running sideways behind the suspect to a cover which was the vehicle,” she said.“They used verbal commands. They followed what their training is and they did an exceptional job,” said former SWAT commander and lethal force instructor Ray Shay when he spoke to ABC10 News on Sunday.“It's unfortunate the gentleman was shot but you'll see that the police officer- after shooting the suspect and getting him handcuffed- immediately calls for an ambulance and here are these two young officers doing CPR to try to save the life of the man who just tried to kill them,” he added.Activists are now urging SDPD to release videos of future shootings as quickly as they did they this time and to release videos before still images.“We want a whole perspective of a situation. Not a half-perspective,” added Harris.Harris also wants the DA’s Office to form a special unit to investigative police misconduct and officer shootings. He’s also calling for more officer training on racial and implicit bias.ABC10 News asked SDPD about the calls for reforms and we are waiting for a reply.SDPD is still investigating Saturday’s shooting. An SDPD spokesperson said the officers involved are on paid administrative leave which is standard protocol. 2508

SAN DIEGO (KGTV) - Monday night's Demi Lovato concert gave San Diego — and Parkland, Fla. — fans a night to remember.Kicking off her "Tell Me You Love Me" world tour, Lovato brought six Parkland shooting survivors on stage before a packed Viejas Arena."Tonight I brought along some people who are incredibly courageous and inspiring and brave. On February 14, one of the worst mass shootings in American history took place," Lovato said?on stage. "These students were in the school that day. Please welcome them to the stage."The Marjory Stoneman Douglas High students who survived the mass shooting then walked on stage to applause from 7,000 concertgoers packing the arena."These are the brave survivors who are working with us to heal their community," Lovato added.The Florida students, Julius Castillo, Mackenzie Marie Chapman, Samantha Megan Deitsch, Maia Hebron, Eden Hebron and Sarah Stricker, were flown to San Diego via private jet by Lovato, according to People Magazine.RELATED: 'Big Bang Theory' star Kaley Cuoco adopts pets from San Diego shelterLovato later said it was "an honor" to host the students, in a statement to People:"Tonight was our first night of the tour and it was incredibly special. SAN DIEGO (KGTV) - On Monday, San Diego County supervisors met privately to discuss options if the county is moved back into the most restrictive tier.Although the meeting is taking place behind closed doors, it's not stopping them from sharing their frustrations publicly.At a press conference on Monday morning, Supervisor Nathan Fletcher called the actions of two of his fellow board members reckless and irresponsible."Supervisors Jim Desmond and Kristin Gaspar are inciting a fight between government and small business," Fletcher stated. “They are exploiting the pain and suffering the small businesses are going through as a result of the global pandemic as a wedge for political gain."Responding to the statements made at the press conference, Supervisor Kristin Gaspar said that she's never supported an approach to reopening that was not supported by the Public Health Officer and clinical leadership team.In a statement, Gaspar wrote, "Supervisor Fletcher knows this but prefers to continue spreading this false narrative because he is actively running a campaign against me. I measured the distance between our office doors, and it is 7 feet, so he and I can actually have a socially distanced conversation anytime he isn't holding a press conference."The public display of animosity comes as supervisors continue to discuss different options, including taking legal action against the state, to prevent potentially sliding back into the most restrictive risk level.Fletcher is against any potential legal action; Gaspar is for it.A spokesperson from Supervisor Jim Desmond's office said Desmond is weighing the options and waiting to hear any potential ramifications.On Monday, Supervisor Dianne Jacob told 10News, "I will do what is legally possible and where we are on solid legal ground. We do have a good solid legal option here."Jacob said the colleges and universities have a choice whether to allow students back on campus and hold in-person classes. She explained businesses have no choice, and she will fight to keep them open.A spokesperson for Supervisor Greg Cox told ABC 10News they wouldn't comment before the closed-door meeting.Legal actions by citizens and government entities against the state aren't uncommon.ABC 10News has reported on businesses and churches suing Gov. Gavin Newsom.At the end of July, the Orange County Board of Education voted to file a lawsuit against Gov. Newsom and the California Public Health Officer to seek a court order that sets aside the state orders preventing public schools from holding in-person classes and resuming services on campus."There's precedent from before the pandemic and during the pandemic for the county and other local governments to file suit against the state government to try to get the courts to weigh in on who holds the reins," said Lindsay Wiley, Professor of Law at American University Washington College of Law.Wiley said if the county did file a lawsuit, it's likely the courts would defer to the governor based on recent rulings."These cases are unpredictable and there's a fair bit of discretion left to the courts to decide these issues," Wiley said. "It's hard to say much given that we haven't seen what the complaint is that the county might bring but for the most part the general trend has been to uphold reasonable orders of this type." 3346
