SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. "I would imagine that everybody is going to take a close look at what they do and how they do it and make sure that 'we're all in good shape."As crews continue searching for the Conception's missing passengers, flowers and other memorials are being set up at the Santa Barbara Harbor. 2079

SAN DIEGO (KGTV) - Point Loma High School students welcomed gender-neutral homecoming royalty this week, eliminating the traditional roles of king and queen.At Friday night’s homecoming game, two senior boys were selected as kings. Most students at Point Loma High School said they support the change.Associated Student Body president Ila Komasa told 10News previous homecoming kings and queens were couples. This year, she wanted to make it more individualized. “We didn’t believe the couple aspect applied to what homecoming court meant to us and what it should represent for the students," Komasa said.Komasa was hopeful students would be given the opportunity to vote for anyone they wanted.“We made the decision to individually elect and nominate two students from each grade level as homecoming court and then for seniors, homecoming royalty.” It’s an effort to make homecoming more inclusive, no longer focusing on one’s high school relationship status, rather the impact made on peers. The students got the idea after two senior boys were voted to win the prom royalty titles. 1093

SAN DIEGO (KGTV) - New technology is offering schools another weapon in the battle against vaping and e-cigarettes.At this week's National Conference on Education, Soter Technologies is promoting its FlySense machine. It's similar to a smoke detector but tuned to sense vaping byproducts in the air."We can determine if a flavor is in the air, if THC is in the air, or if nicotine is in the air," says CEO Derek Peterson. "The device can determine what's in the air, whether someone's using a jewel pen, vaping, or an old fashioned e-cigarette, or a regular cigarette."The device then sends an alert to cell phones of nearby teachers and administrators so they can respond. Peterson says they've already sold 7,000 FlySense devices around the country, including 1,000 in California.It's helping schools fight a growing epidemic. A recent study in the Journal of American Medicine says 5.3 million teenagers admit to using e-cigarettes. The CDC says they're harmful to kids and adults and can be addictive."Kids get hooked on the vaping pens because of the nicotine content," says Peterson. "They think it's cool. And then before you know it, they're trapped. They're hooked on the nicotine. They can't get off."In addition to the FlySense machine, Peterson's company gives schools an educational curriculum to teach the dangers of nicotine and vaping. SAN DIEGO (KGTV) - Port of San Diego Commissioners saw the latest draft of the new Port Master Plan this week while allowing people who live in the area one more chance to weigh in on the region's future.The Port Master Plan is a 51-page document that will guide development along the San Diego Bay. This is the Plan's first update since it was created in 1981."For the first time, we include elements, or chapters of goals, objectives, and policies that will guide issues that apply Bay-wide, not just specific to individual locations," says Lesley Nishihira, the Port's Planning Director.The new Master Plan calls for more hotel development, with nearly 4500 new rooms on Harbor Island and the Embarcadero. But it prohibits new hotel rooms on Shelter Island, the Coronado Bayfront, and the Silver Strand.RELATED: Planned park could impact USS Midway MuseumIt also includes provisions for height restrictions on new buildings, a plan to turn the parking lot at Navy Pier into park space, and commercial industry use guidelines along the Bay.Port employees have been working on it for nearly eight years, with the Port Commissioners holding 40 meetings about the Plan, as well as dozens of public forums.But critics say it is too focused on tourism and industry and does not do enough to help out San Diego residents who live along the Bay, particularly in low-income areas south of the Convention Center."The status quo isn't good enough for the community," says former City Councilman David Alvarez, who has been vocal in his criticism of the new Plan. "We've seen the pollution. We've seen the impacts; the parking problems, the lack of access to the water (for low-income residents)."Alvarez brought these issues up at a public comment session on Monday. He says, to his surprise, the Commissioners voted unanimously to make sure more Social and Environmental Equity issues go into the Plan.Port employees say they will include specific policies in the final draft to ensure all San Diegans can benefit from the Bay."We'll take a closer look at those policies and see where we can include more information to make sure we're truly addressing the issues as needed," says Nishihira.Port employees are now finishing the Final Draft of the new Master Plan. It should be completed by the summer of 2021. SAN DIEGO (KGTV) — Police are searching for a man they say snuck through a window into a Pacific Beach home and sexually assaulted a sleeping woman.10News met 25-year-old Christine Mansour, skateboarding along the beach.   The entrepreneur has lived in PB for the last three years, and so far, she loves her neighborhood. "There is a bit of homeless people honestly, but I've never felt unsafe," Mansour said. That is until a manhunt for a suspected rapist unfolded in her area. On Oct. 1, police said 55-year-old Jeffrey Hanze, also known as "Jeffrey Hanre," snuck into a home in the 900 block of Chalcedony Street, located off Mission Boulevard, just before 2 a.m. Once inside, police say he sexually assaulted a woman as she was sleeping, before fleeing the area in an unknown direction."I feel very sorry for her. I hope she is okay," Mansour said. Police said Hanze has been on the run ever since. We went to Hanze's Pacific Beach address nearby. Instead of Hanze, we met 75-year-old Janet Eveleigh, who told us she moved in eight months ago. Yesterday afternoon, she said police came over, searching for Hanze. "There were two at the door, and three over there, and they had guns," Eveleigh said. She told them she had never seen the man in her life. 10News also looked into Hanze's criminal past. We found he has at least two felonies out of San Diego, and was charged with several sex crimes in Arizona in 2011, including Public sexual indecency, indecent exposure to a person 15 years or more, and disorderly conduct. He is not listed as a sex offender.  Residents in PB said they feel uneasy, knowing Hanze is not behind bars.  1720
