During a Senate hearing Friday, Postmaster General Louis DeJoy explained the operational changes the USPS has made in his time with the agency, adding that he believes the post office will be able to handle increased mail-in voting during the 2020 election."As we head into the election season, I want to assure this committee and the American public that the Postal Service is fully capable and committed to delivering the nation’s election mail securely and on-time," DeJoy said in his opening statement. "This sacred duty is my number one priority between now and election day."Concerning various reports from across the country about distribution centers dismantling mail sorting machines, DeJoy explained that such machines weren't needed and were only operating at about 35 percent capacity. DeJoy added that the machines were removed because they will be replaced with machines that sort packages, as the USPS has seen a decrease in mail delivery and an increase in package delivery.DeJoy did confirm that the USPS has attempted to cut out extra trips by mail carriers, which employees have said have led to significant delays in mail delivery.DeJoy also testified that he hadn't had conversations with Trump administration officials about the USPS' impact on the 2020 general election.DeJoy used his opening statements to urge Congress to adopt legislation that would make changes to USPS' crippling pension system."This year, the Postal Service will likely report a loss of more than billion dollars. EL CAJON (CNS) - Murder and attempted murder charges were filed Friday against a man accused of shooting two men in El Cajon earlier this year, killing one of them.Roberto Hernandez, 26, faces 59 years to life in state prison if convicted of the charges stemming from the March 20 shooting that killed James Bowens, 20, and injured another 20-year-old man, both El Cajon residents, according to Deputy District Attorney Clayton Carr.Police said officers responded just before 8 p.m. to reports of gunshots in the area of 700 Applewood Drive. Witnesses said "a confrontation had taken place in the street near the intersection of Applewood Drive and Cedar Street," according to El Cajon police.Bowens died at a hospital of at least one gunshot to his upper body and the other man was shot in the leg, police said.A suspected motive for the shooting, and the relationship, if any, between Hernandez and the victims, was not disclosed.Hernandez, who entered a not guilty plea, is being held without bail and is due back in court June 29, according to county jail records. 1076

(KGTV) - After a series of crashes over the summer, people in El Cajon are calling on the city to add some safety measures to the intersection of Magnolia Avenue and Renette Avenue."It's very dangerous," says Julia Reyes, who lives near the intersection. "We have a lot of families and kids crossing through here. We have two schools near here too.""It's a regular race track," says David Pina, who also lives on the corner. He recently replaced the fence in his yard because a suspected drunk driver plowed into it over Memorial Day weekend."We were all in the house and heard a big bang in the street and all of the sudden, boom, right in the yard," he says.The intersection has stop signs for cars headed East and West. There are also cones and left-turn restrictions in the middle of the intersection. Pina says that only makes it worse."That sign ends up in the street all the time," he says of the "No Left Turn" sign in the middle of the road. He adds that people ignore the cones and drive straight through the intersection illegally.Neighbors have asked the city to install traffic-calming measures. They think a stop sign, speed humps, flashing lights or a sturdier barrier could be a solution.10News reached out to the City of El Cajon to see if there have been any discussions about adding safety measures to the intersection. A spokesperson from the Department of Public Works asked us to submit a formal public records request. Because of the holiday weekend for Labor Day, the city has not had a chance to reply to that submission.For Pina, he hopes something can be done soon. He worries that the next crash may cost him more than just a fence."My grandson sleeps in that front room," he says. "You gotta worry about the kids. I if somebody did come through that fence and come into the house, there's no chance for anybody.
